Norman Board of Parks Commissioners March 7, 2019 The Norman Board of Parks Commissioners of the City of Norman, Cleveland County, State of Oklahoma, met in Council Chambers on the 7th day of March, 2019 at 5:30 p.m. and notice and agenda of the meeting were posted at 201 West Gray Street, 24 hours prior to the beginning of the meeting. ITEM 1, being: ROLL CALL Present: Chair Wright and Commissioners Dolan, Favors, Isacksen, Sallee, Salmond, and Starke Absent: Commissioners Cooper and Moxley City Officials Present: Jud Foster, Director of Parks and Recreation Karla Sitton, Administrative Technician IV ITEM 2, being: APPROVAL OF THE FEBRUARY 7, 2019 STUDY SESSION MINUTES AND FEBURARY 7, 2019 REGULAR MEETING MINUTES Commissioner Dolan made the motion and Commissioner Salmond seconded to approve the minutes. The vote was taken with the following results: YEAH: Chair Wright and Commissioners Dolan, Favors, Isacksen, Sallee, Salmond, and Starke NAY: None ____________________________________________________________________________________ ITEM 4, being ANNUAL PRESENTATION FROM THE WESTWOOD GOLF COURSE Mr. Ralph Cagigal, Golf Maintenance Superintendent, reported on the maintenance activities at the Golf Course. He is starting his 34th year at the course and said staff continues to work very hard to ensure the course is in great shape. Mr. Cagigal said Mike Winkler built a drag-brush for the putting greens which is not only great for the course but saves money from having to order equipment. He complimented Mike Winkler for his continued inventions and thanked Rick and his staff for the work they do. Park Board Regular Meeting Page 2 of 4 March 7, 2019 Mr. Rick Parish, Westwood Golf Professional, highlighted the annual Westwood Golf Course presentation and said the Westwood Men’s Golf Association Saturday and Thursday League will begin in March. He said the Westwood Ladies Play Days begin on Thursday mornings in May. Mr. Parish said from June to September, one Sunday a month, there is a Couples Tournament which usually has six to 15 couples that participate. He said Senior Play begins in April and ends in October and plays every Wednesday. The Senior Play will kick off with a Two-Man Best Ball tournament and usually has 20 to 30 participants. Mr. Parish said the Men’s and Lady’s Clinics are scheduled for every Tuesday in May and September followed by a 150 Club. The 44th Invitational is scheduled for July 5th, 6th, and 7th and continues to grow every year. Ping Junior Golf University is for ages 12-18, and 8 players per team. Mr. Parish said the Ping Junior Golf played at Westwood, OU-Jimmy Austin, and a couple of tournaments at Rose Creek. They also made State in 2018, by winning our division and played at Dornick Hills with the team finishing 3rd and one of the students, Carson Wright, winning as an individual. First Tee is on Wednesday nights during the Spring, Summer and Fall and generally has 75 kids in attendance. Mr. Parish said Westwood has hosted 3 U.S. Kids Tournaments since 2016 and has become one of the more popular sites according to the U.S. Kids director with the entry numbers confirming that. He said 2018 had 89 participants in the Spring, 79 in the Summer, and 87 in the Fall. Mr. Parish said the 2018 South Central Section PGA, Jr. Tour was held June 12th with 69 attendants as scorers and markers. He said the Westwood Free Jr. Clinic was held June 4th and 5th and Malcomb Tubbs with Fox 25 did their morning show from Westwood. The Westwood Jr. Academy begins June 18th and meets seven times ending with a Jr. Academy Championship on July 25th. Mr. Parish said Westwood sends out over 1,000 emails per month wishing members happy birthday and letting them know about monthly specials. The Pro Shop offers discounts to annual members as well as Men’s and Lady’s Golf Associates. Mr. Parish not only promotes customer loyalty to the Pro Shop but to Westwood Park as well. He said range ball pyramids installed on the range makes the range look more professionally displayed for tournament play. Tournament incentive coupons are offered to retain players; $5.00 off Regular Fee and $2.75 off Senior Fee. Mr. Parish said Westwood hosted the 2018 Girls 3A Golf Tournament on May 2nd and 3rd with Purcell winning the State Title, Lone Grove – 2nd Place, and Marlow – 3rd place. He said Westwood will host a 2019 State Preview Tournament on March 28th, and the 2019 Girls 3A State Championship on May 1st and 2nd . Westwood hosted 39 outside tournaments and 31 internal tournaments to include Men’s Association, Juniors, Couples, Seniors, and Invitational. Westwood hosts Norman High on Mondays; Middle Schools (Alcott, Irving, Whittier and Longfellow) on Tuesdays, and Norman North on Wednesdays. Westwood will host the 6A Girls – Sabercat JV-9 Hole Invitational Tournament on March 14th and a 6A Sabercat Invitational on March 25th that will include 18 teams consisting of five players each, with teams on a waiting list. Mr. Parish thanked the Park Board, Golf Maintenance Staff, his Staff, Jud Foster and office staff and said he is honored to be the Golf Professional at Westwood. The Board acknowledged the presentation. Park Board Regular Meeting Page 3 of 4 March 7, 2019 ITEM 5, being CONSIDERATION OF BOARD OF PARKS COMMISSIONERS SUB-COMMITTEE APPOINTMENTS Mr. Jud Foster highlighted the current sub-committees and suggested eliminating the Park Land Acquisition sub-committee since residential development has been slow. He said if an agenda item comes forward, Staff can request a Park Board Study Session before the regular Park Board meeting to discuss the proposal. Mr. Foster also said the Rules Review and Programs Review sub-committees could be eliminated since they are not currently needed. The vote was taken with the following results: YEAH: Chair Wright and Commissioners Dolan, Favors, Isacksen, Sallee, Salmond, and Starke NAY: None Park Board Regular Meeting Page 4 of 4 March 7, 2019 ITEM 6, being MISCELLANOUS Mr. Jud Foster invited the Park Board to the Senior Center Visioning Session that is scheduled for March 15th at the Moore Norman Technology Center on Franklin Road, from 10 a.m. to 4 p.m. Jill Jackson-Ledford, a planning consultant with extensive experience in senior projects will facilitate the session. Other guest speakers from MAPS, OKC and Healthy Living, OKC will also participate. Those attending will have opportunities for input on programs and other comments relative to the planning for a new Norman Senior Center. Mr. Foster said crews have continued to work on the new indoor court facility. The painting contractor has been on-site to finish the interior work around the entryway. OG&E will be working on installing the new transformer for the building, which will allow the HVAC unit to be installed and made operational. Also, Hellas Construction has begun to mobilize at the site and will be responsible for the interior nets, drapes, tennis court surface and all athletic furnishings that will be part of the new 2-court facility. Also, Flintco will begin the exterior concrete work and site cleanup this week-working towards a project completion in mid-April. The Parks Department received proposals from seven companies for the Construction Manager at Risk (CMaR) work for Ruby Grant, Reaves and phase III of Griffin Park construction. Interviews of the top three rated firms will be scheduled for later next week, so we can begin to negotiate a CMaR contract with the selected firm or firms and have them on-board as soon as possible to work with the design teams at each park as the Construction Documents are being finalized. This will allow the construction packages to be bid according to a Guaranteed Maximum Price for each project at or below the defined budget for each park. Parks is currently reviewing the 60% Construction Document package for Reaves Park from Halff Associates, and are continuing to work on similar documents from Howell & VanCuren for the Ruby Grant Park project. Work is also underway to prepare an RFP for the new skate park for Andrews Park, which will involve community input meetings later this spring to make sure local skaters are involved in that exciting project. Mr. Foster said preparations for the 2019 summer season are underway at the Westwood Family Aquatics Center. The pool is scheduled to start filling with water in April. Summer jobs are now open and Westwood is currently taking applications for lifeguards, slide and gate attendants, assistant managers, and more. Season passes are currently on sale and registration for aquatic programs including swim lessons will begin in March along with new programming such as junior lifeguard camp and a developmental swim team.
