Norman Board of Parks Commissioners May 2, 2019 The Norman Board of Parks Commissioners of the City of Norman, Cleveland County, State of Oklahoma, met in Council Chambers on the 2nd day of May, 2019 at 5:30 p.m. and notice and agenda of the meeting were posted at 201 West Gray Street, 24 hours prior to the beginning of the meeting. ITEM 1, being: ROLL CALL Present: Chair Wright and Commissioners Dolan, Favors, Isacksen, Moxley, Salmond, and Starke Absent: Commissioners Cooper and Sallee City Officials Present: Jud Foster, Director of Parks and Recreation James Briggs, Park Planner Jason Olsen, Recreation Superintendent Karla Sitton, Administrative Technician IV ITEM 2, being: APPROVAL OF THE APRIL 4, 2019 MINUTES Commissioner Dolan made the motion and Commissioner Favors seconded to approve the minutes. The vote was taken with the following results: YEAH: Chair Wright and Commissioners Dolan, Favors, Isacksen, Moxley, Salmond, and Starke NAY: None ITEM 3, being: APPROVAL OF THE AGENDA Commissioner Salmond made the motion and Commissioner Isacksen seconded to approve the agenda. The vote was taken with the following results: YEAH: Chair Wright and Commissioners Dolan, Favors, Isacksen, Moxley, Salmond, and Starke NAY: None ____________________________________________________________________________________ ITEM 4, being CONSIDERATION OF FORMALLY NAMING TWO PARK SITES Mr. James Briggs, Park Planner, met with the Park Board Sub-committee at 5:00 p.m., prior to tonight’s meeting. He said they discussed names for both the new bicycle skills park located at the northwest corner of 24th Avenue S.E. and Lindsey Street as well as the new neighborhood park site located at Cedar Lane and Monterrey Additions, 12th Avenue S.E. and Cedar Lane Road. He said several suggestions were given and after discussion, the Sub-committee recommended the name Park Board Regular Meeting Page 2 of 4 May 2, 2019 Creekside Bike Park for the bicycle skill park and recommended Songbird Park for the new neighborhood park. Commissioner Dolan made the motion and Commissioner Salmond seconded to approve the name Creekside Bike Park for the bike skills park and the name Songbird Park for the new neighborhood park near Cedar Lane and Monterrey Additions. The vote was taken with the following results: YEAH: Chair Wright and Commissioners Dolan, Favors, Isacksen, Moxley, Salmond, and Starke NAY: None _____________________________________________________________________________________________ ITEM 5, being PRESENTATION FROM THE RECREATION DIVISION Mr. Jason Olsen, Recreation Superintendent, said The Mother Son Dance is scheduled for May 4th at the Embassy Suites in Norman. This is the second year for this event which is modeled after the annual Daddy Daughter Dance. Two dances are scheduled; the first is 4:30 p.m. and the second at 7:00 p.m. Each dance will include a live DJ, music, snacks, pictures and most importantly quality time for families. Tickets are still available for both dances and can be purchased at https://cityofnorman.thundertix.com/. The Outdoor Movie Series at Lion’s Park will begin May 17th with the showing of Ralph Broke the Internet. Mr. Olsen said the Outdoor Movie Series will include 3 summer movies, before it gets too hot outside, and 2 fall movies. Additional movies scheduled:  June 7th: Spiderman, Into the Spider-Verse  June 21st: The Greatest Showman  September 20th: Incredibles 2  October 4th: Hocus Pocus Mr. Olsen said @Legacy Events are being discussed and scheduled. He said the first event will be held on May 31st at Legacy Park with bands One Two Ten, John Calvin and Camille Harp at Legacy Park located at 1898 Legacy Park Drive. This is the first of ten events scheduled at Legacy Park for this season’s event series which will run through October and include the Norman Philharmonic and the Norman Beer and Cheers Festival. A Family Fishing Derby is scheduled on June 1st from 7:00 a.m. to 10:00 a.m. at Griffin Park Pond. Mr. Olsen said this event correlates with the National Fishing Day and State of Oklahoma Fishing Weekend; therefore, no license is required. He said this is a free family fun event and the Oklahoma Wildlife Department Fishery Division will stock the pond with channel catfish and hybrid bluegill. The 4th of July Celebration will be held on Thursday, July 4th at Reaves Park. Mr. Olsen said this annual event is one of the biggest events of the year for Park Staff. He said the City of Norman will partner with KGOU to broadcast music to play during the fireworks display. Last year between 7,000 and 10,000 people attended the event. Mr. Olsen said the 2019 Summer Sports Camps are open for enrollment. There are five camps being offered throughout the month of June to include Junior Jammer basketball, Sooner Jr. football, volleyball, Sooner Jr. basketball and shooting camps. Mr. Olsen said registration for the Whittier Discovery Camp is now open. Park Board Regular Meeting Page 3 of 4 May 2, 2019 The Whittier Recreation Center is joining the 12th Avenue Recreation and the Irving Recreation Centers in providing childcare this summer. Camp will meet from May 28 th- August 9th from 7:30 a.m. - 6:00 p.m. There will be indoor/outdoor activities, arts and crafts, sports and recreation as well as water activities and field trips. Enrollment is open for campers ages 5-11. The Westwood Family Aquatic Center will open on Memorial Day weekend. Season Pass sales for the park have been great and are still available for purchase. Swim Lessons are available and on sale; however, the first of eight sessions have sold out. All aquatic programs such as lap swim, swim lessons, lifeguard camp, developmental swim team, water walking, toddler time and water fitness classes will start June 3rd. Mr. Olsen said there will be events every Friday night at the pool to include a couple of Movies at the Pool, Adult Night Out (18 and older), Let it Glow, and Youth Tri-Athlon. Member Starke said she has served on several committees with Jason Olsen and appreciates all he does for the Parks and Recreation Department. The Board acknowledged the presentation. _____________________________________________________________________________________________ ITEM 6, being MISCELLANEOUS Mr. Foster said Council was to consider the recommendation and possible adoption of the new Senior Citizens Center Site at the April 30, 2019, Council Study Session; however, it was rescheduled to May 7th due to inclement weather. Chair Wright said she thought the site had already been selected and Mr. Foster said Council will hear a quick review of all the sites considered and recommended by the Senior Center Ad Hoc Group, Reaves Park Ad Hoc Group, and Senior Association Group. He said if there is a consensus with Council on the location, the Mayor will request a Resolution to be adopted on May 14th to proceed with design team interviews. The Westwood Tennis project continues to progress and a ribbon cutting ceremony is scheduled for May 15th, unless inclement weather holds up any work such as sod installment, etc. Mr. Foster said the City continues to have discussion regarding a land purchase of approximately 40-50 acres on West Robinson Street, East of 60th Avenue S.W., for the Adult Softball Program, i.e., the old Travis property. He said information will be presented to Council in the near future. Land discussions regarding the NF Indoor Pool and Indoor Sports Facility at University North Park continue and Griffin land lease negotiations are near completion. He said he did not have any new details to provide at this time. Mr. Foster said the Ruby Grant Park plan review is 95% complete. He said the playground contractor will produce graphics that can be used for the fund raising campaign. Crossland Construction, the Construction Manager at Risk (CMaR) is working to finalize the construction documents and cost estimates with the design contractor, Howell and Vancuren, to get the project into budget. He felt the bidding process will begin within four to six weeks. Mr. Foster said the annual Park Tour is typically scheduled in May, but it will be scheduled for the June 6th meeting. He said the meeting will be brief and Staff will provide a City vehicle to transport any Commissioner who desires to go on the tour. Mr. Foster suggested sites to include on the park Park Board Regular Meeting Page 4 of 4 May 2, 2019 tour as follows: Senior Center Site at Reaves Park; Adult Softball site; Songbird Park; Indoor Aquatic and Multi-Sport Facilities site; Ruby Grant Park; and Westwood Tennis. Chair Wright asked if the tour could include Creekside Bike Park and Mr. Foster said yes. He asked if the Board had any other suggestions and said he would select a route to include as many sites as possible. Commissioner Moxley asked if the cannons at Legacy Park could be scheduled to go off every 30 minutes (versus every hour) at least on the weekends so more people could enjoy them. Mr. Foster said he would check with Staff to see if that is possible. Commissioner Moxley asked how late the Adult Softball Program can play ball and Mr. Jason Olsen, Recreation Superintendent, said they must start the last game by 10:00 p.m. Commissioner Moxley suggested having senior passes for senior citizens to use for all the new and/or future facilities, i.e., tennis, pool, indoor gym, etc., and Mr. Foster said this has and will continue to be discussed. Commissioner Moxley said there is a Bishop Creek Cleanup this Saturday, May 4th from 10:00 a.m. to 12:00 p.m. if anyone would like to help. Commissioner Favors asked how the Ruby Grant fundraising was progressing and Mr. Foster said an email recently went out to approximately 10 people in the Norman area that will assist with the fundraising. Chair Wright asked about the Senior Games and Mr. Foster said this is an event the Senior Center used to do in the past but stopped due to non-participation. He said this is the first year since to have the Senior Games which is a State and National Event. Mr. Foster said Staff has added more events and made the events more affordable. _____________________________________________________________________________________________ ITEM 9, being ADJOURNMENT Commissioner Salmond made the motion and Commissioner Starke seconded to adjourn.
