CITY OF NORMAN, OK CITY COUNCIL BUSINESS & COMMUNITY AFFAIRS COMMITTEE MEETING Municipal Building, Executive Conference Room, 201 West Gray, Norman, OK 73069 Thursday, June 02, 2022 at 4:00 PM MINUTES The City Council Business & Community Affairs Committee of the City of Norman, Cleveland County, State of Oklahoma, met in Regular Session in the Executive Conference Room on the 2nd day of June, 2022, at 4:00 p.m. and notice of the agenda of the meeting were posted at the Municipal Building at 201 West Gray and on the City website at least 24 hours prior to the beginning of the meeting. DISCUSSION REGARDING CHARGING A TAX ON RENTAL CARS. Ms. Kathryn Walker, City Attorney, said we are here to talk about a proposal to levy a tax on rental car rentals in Norman, Oklahoma. The state does levy a tax on motor vehicle rentals. using authority from title 68 section, 2701. It is just a question on how it would be collected. The state rental tax on motor vehicle rentals is 6% on gross receipts. It does not apply to lease agreements over 90 days, trailers, semi- trailers, or tractors that have a weight of 8000 pounds or more, those vehicles are registered under a different section of state law. Ms. Walker also stated that in order to charge this tax or fee The City of Norman would have to amend our sale tax ordinance, which requires a vote of the people, and has to be classified as a tax. Mr. Jacob Huckabaa, Budget Technician, said he has done research and estimates the suggested tax at 4% could generate $14,000, 5% $18,000 and 6% $33,000 monthly. Councilmember Lee Hall, said the funds could support tourism efforts, particularly youth sports, which seem to be pandemic-resistant. The councilmembers also considered a tiered system to mitigate regressive impacts and requested more data on other cities' practices.
