FINANCE COMMITTEE MINUTES February 17, 2022 The City Council Finance Committee of the City of Norman, Cleveland County, State of Oklahoma, met virtually at 4:00 pm in the Municipal Building Executive Conference Room on the 17th day of February, 2022, and notice and agenda of the meeting were posted in the Municipal Building at 201 West Gray and the Norman Public Library at 225 North Webster, 24 hours prior to the beginning of the meeting. PRESENT: Chair Clark, Members Foreman, and Tortorello ABSENT: OTHERS PRESENT: City Council Member Holman City Council Member Hall Anthony Francisco, Director of Finance Shawn O’Leary, Director of Public Works Jacob Huckabaa, Budget Technician Kim Coffman, Budget Manager Lisa Krieg, CDBG/ Grants Manager Darrel Pyle, City Manager Mindy Wood, Norman Transcript Item 1, being: DISCUSSION AND REVIEW OF OUTSIDE AGENCY REPORTS AND/OR REQUESTS All requested Outside Agency funding was approved. See attachment. ***** Item 2, being: DISCUSSION REGARDING THE MONTHLY REVENUE AND EXPENDITURES REPORTS Anthony Francisco stated that sales tax collection continues to be up. Norman is the fastest growing city in Oklahoma according to our sales tax collection statistics over the last 10 months. Items submitted for the record: 1. Inter-City Sales Tax Growth Comparison ***** Finance Committee Minutes February 17, 2022 Page 2 Item 3, being: SUBMISSION OF THE REPORT ON OPEN POSITIONS City Manager Pyle stated that the new HR Director will be here in a few weeks and her name is Dawn James. She is from Norman originally and worked for Parks and Rec many years ago. We had 360 applicants for the upcoming Fire Academy. We are having problems getting many candidates for our Police Academy. Mayor Clark asked if we have considered hiring bonuses for Police. City Manager Pyle stated that we are considering doing some radio spots for recruiting, but questioned the usefulness of hiring bonuses. *****
