Mr. John Priestley, 3844 Cedar Ridge, said he understands the City of Norman is recruiting a City Attorney. He said he is not sure he likes any ofthe City Attorneys currently working at the City but thinks there should be a headhunter hired to recruit David Batton, who has integrity at the State Attorney's Office. He said he had talked with Mr. Batton about the job. * Public Transit. Ms. Helen Koontz, 616 Branchwood Drive, said she made a commitment that if she got a ride on public transit again, she would come to the City Council Meeting. She said it still takes a week to schedule a ride on the paratransit system and it is really difficult to go to social activities. She said the efforts need to continue to provide public transportation to a growing population who cannot drive and have no other transportation. Mayor Clark thanked her for her comments and said there are more drivers being hired. She said it is so powerful to hear who is impacted by public transportation because so many residents are so quick to say that "nobody rides the bus" and Council knows full well that many of our residents depend on this transportation, not only for doctor's appointments but also for quality of life and socializing. She encouraged everyone here and at home to vote yes on November 12th for a 1/8% sales tax to fund this service. Miscellaneous Discussion, continued:  City Council Minutes Page 18 October 8, 2019 Public Transit, continued. Councilmember Bierman said she is glad Ms. Koontz spoke up tonight and that Ward One has many residents who rely on paratransit. She said EMBARK is competing right now with a low unemployment rate and school districts are hiring bus drivers as well. Councilmember Petrone said she had received emails and phone calls from many concerned citizens who are frustrated at not being able to schedule their rides. She urged everyone to keep talking about it. Councilmember Hall thanked Ms. Koontz for arranging for transportation to get here tonight. She said Council is listening and they understand how important it is for paratransit to work for those who need it the most. Councilmember Scott thanked Ms. Koontz for coming tonight to support public transit. She said public transit is also an environmental issue because there will be less emissions if more people ride the bus. She said this public service needs to be a priority. * University North Park Tax Increment Finance District #2 (UNPTIF). Mr. Jason Zimmerer, 3809 Cedarbrook Drive, said three different professors at the University of Oklahoma, all of whom specialize in public finance, think the proposal is unwise overall. These professors said the plan will not advance jobs or sales tax base or overall economic growth overall. * America in One Room. Councilmember Bierman said there was recently a project presented by the Center of Deliberate Democracy at Stanford University and the University of Chicago called "America in One Room". She said 526 registered voters were selected throughout the country that matched the national household demographics by age, income, race, poverty level, region, education, and gender. These people were flown to the University of North Texas for a four-day deliberative exercise of democracy. Those who created the project believed that face-to-face interactions with people who are different from one another would achieve this. She said several topics were introduced such as immigration and health care. She said there were large group presentations and small group discussions. She said when the second poll was taken of their opinions, there were very significant shifts in opinions. She suggested that people talk face-to­ face and should not believe everything they read on the internet. * Norman Regional Health System. Councilmember Bierman said any Non-Profit Hospital under Internal Revenue rules needs to prepare a Community Health Needs Assessment and Implementation Plan every three years. She said this helps to determine what needs are going unaddressed in our community in terms of health care. She said she received the needs assessment from Norman Regional Health System (NRHS) but has not had a chance to make sure that is what it is. Councilmember Petrone said the needs assessment is a companion piece to the feasibility study she requested on September 24 and has not received. She said NRHS plans to discuss the feasibility study at the study session on October 29th but she wants to get it before her ward meeting on October 17th. * Congratulations to Ward Four Board Members. Councilmember Hall congratulated Joan Koos, Brent Swift, and Emily Wilkins for their appointment to the Historic District Commission and Christina Owen who will be serving on the Human Rights Commission. She said having people willing to volunteer and engage to work with our City is such an important aspect to the ward work Council do. *  City Council Minutes Page 19 October 8, 2019 Miscellaneous Discussion, continued: Wearing Pink on October 22nd. Councilmember Scanlon said he will wear pink on October 22nd and although Breast Cancer is primarily a woman's health issue, he has a male friend who had breast cancer and suffered throughout all the treatments. Councilmember Scanlon said there was a Ward 6 meeting last night and the discussion had been primarily about the Transportation tax and health care. * Mental Health Awareness Week. Councilmember Scott said this is Mental Health Awareness Week. She said it is important to take the time to address mental health. * Missing and Murdered Indigenous People. Councilmember Scott said the State Legislature is currently pursuing an interim study on missing and murdered Indigenous people which is an epidemic rooted in colonialism. She said Oklahoma is in the top ten of states where this happens. She said if a crime is committed on tribal land, the perpetrator literally gets off scot free due to the jurisdictions and this is something that needs to be addressed. * Ward 8 Meeting Held. Councilmember Scott said there was a great turnout at the Ward 8 meeting. She said staff and Mayor Clark were in attendance. She said the Sierra Club talked about "Ready for 100". She said Amanda Nairn, Environmental Control Advisory Board, was one of the speakers. She said they also discussed transportation bonds and NRHS. * Thanks for Scheduling Ward Meetings. Mayor Clark thanked Council for scheduling the ward meetings because there are a lot of big issues going on and Council is doing an excellent job of getting feedback from their constituents. She appreciated all of the time they spent. She said Council volunteers a lot of time for meetings, etc. * OU/Texas Game Saturday. Mayor Clark said the OU/Texas game is coming up on Saturday and she and Mayor Holt, Oklahoma City, may be in the middle of a bet with Mayor Johnson of Dallas and Mayor Adler of Austin. All she has to say is "We' re coming for you." * **** Upcoming Events: Ward 3 Meeting. Councilmember Petrone said there will be a Ward Meeting on October 17th at Fire Station No. 4. She said the sales tax proposal for public transit is on the agenda and leadership from Norman Regional Health System will be giving a short presentation. 2nd Friday Art Walk. Councilmember Hall said Friday, October 11th, is the Second Friday Art Walk in historic downtown Norman and urged everyone to come.  City Council Minutes Page 20 October 8, 2019 Upcoming Events, continued: Crop Walk. Councilmember Hall reminded everyone about the Crop Walk at Andrews Park on Sunday, October 20th. Ward 4 Meetings. Councilmember Hall said she had a successful Ward Four meeting a few weeks ago and had a great turnout. She said she reached out to Norman Regional Health System (NRHS) because one of the reasons she voted to postpone the NRHS item was so Ward 4 residents would have an opportunity to be a part of the conversation and able to ask questions. She asked Ward 4 residents to mark their calendar for Monday, October 12th from 7-8 p.m. at the NRHS Porter Campus Education Center in Jimerson Auditorium; Sunday and October 27th from 3:30-5:00 p.m. at the same location. Ward Five Meeting. Councilmember Wilson announced a Ward Five meeting at 10:30 a.m., Saturday, October I 2th, at Franklin Baptist Church on Franklin Road east of 72nd Avenue N .E. She said she has meetings the second Saturday of every month. Fire Academy Graduation. Councilmember Scanlon said the Fire Academy Graduation will be Friday, October 25th, at 3:00 p.m. at the National Guard Armory. Joint Ward 2 and Ward 7 Meeting. Councilmember Holman announced a Joint Ward Meeting for Ward 2 and Ward 7 on Sunday, October 20th at the Reaves Center on the comer of Jenkins and Constitution at 4:00 p.m. He said the discussions will be about Transportation sales tax, University North Park Tax Increment District 2, OG&E, and Nonnan Regional Health System. Ready for 100 Meeting. Councilmember Scott said there will a meeting at the East Side Library on Wednesday, October 9th at 6:30 p.m. to discuss Ready for 100. Moonlight Masquerade. Mayor Clark said the Moonlight Masquerade Family Dance will be Friday, October 18th from 6:30-8:30 p.m. at the 12th A venue Recreation Center located at 1701 12th Avenue N.E. She said her sons have gone the last three years.
