Mr. Gary Curry, 1321 Amhurst Avenue, asked why the City Code would not allow a person to add a carport on their property. He said he just purchased a new truck and when a storm comes in, he's afraid of damage to the truck. He said he wants to install a carport approved by the City. He said there are neighbors who feel the same as he does. Mayor Clark thanked Mr. Curry for his comments and asked Ms. Jane Hudson, Director of Planning and Community Development, to meet with Mr. Curry after the meeting about this issue. * City Property in Zoning Notification Area. Mr. Robert Huskey, 3615 Chatham Court, said he had not heard anything about a decision to take City-Owned property out of the 300-foot radius for notification of zoning changes. He said having City property included makes a big different in the percentage of protests. He asked for an update on this. * Victory Gardens. Mr. Evan Dunn, 1400 Garfield Avenue, said he has become a propagandist and he is passionate about victory gardens. He read a flyer to Council and the audience about victory gardens. * Happy New Year. Councilmember Scott wished everyone a Happy New Year. * Loveworks. Councilmember Scanlon said he and the Mayor attended a function at Loveworks on Monday, January 13th, where they heard four young people give impassioned presentations on homelessness, sexual violence, wildlife conservation, and pollution. He said he came away from the presentation thinking that everyone would be well taken care of by these hard-working impassioned high school students. * Warming Shelter. Councilmember Scanlon said he went to the Warming Shelter last night and there were 35 people staying the night at the shelter. He said since the opening of the shelter, there have been 89 new people that have been added to Staffs list. Councilmember Wilson said Staff has been working very hard to provide a Warming Shelter and it has been eye-opening to serve on the Homeless Committee. She said there are a lot of resources out there. She said currently the Warming Shelter could use donations of Clorox Wipes. She said the donations could be dropped off at any of her businesses or the Warming Shelter. She said new socks are also needed. She thanked Susan Smith who donated a cot. She said they could use some more camping cots. She said they do not need any clothing. Councilmember Petrone said new socks and any donations could also be dropped off at the Warming Shelter at 1:30 p.m. on Wednesdays or at Transition House located at 700 Asp Avenue, Suite #2, on Friday afternoons. Councilmember Carter expressed gratitude to Councilmember Scanlon for all of his efforts regarding the Warming Shelter. He said he appreciates all the Councilmember who have been diligent about this issue. He said he is proud to serve with them. *  City Council Minutes Page 21 January 14, 2019 Miscellaneous Discussion, continued: Successful Ward Five Meeting. Councilmember Wilson said last Saturday was a very significant Ward Meeting and more people attended this meeting than any other ward meeting. She thanked City Staff for attending. * Homeless Shelter in Oklahoma City. Councilmember Petrone thanked Councilmember Scanlon for organizing a tour of the Oklahoma City Homeless Alliance. * Oversight Committee Reports. Councilmember Bierman said one of her City Council resolutions was to prepare an annual report of the Oversight Committee with a monthly update of topics discussed. She said the full 2019 Overview will be posted on Facebook. She said in February there will be continued discussion ofNorman Zoning Overlay District and tools to address density; updating ordinance related to tobacco to include vaping; and a review and possible changes of our support and protest zoning maps. She said in March discussion will be continued about rescoping and possible restructuring to add requirements to our boards and commission; an update on our E-Scooter Program; continuing discussion of residential lighting; in April building codes will be discussed and possible changes and interpretation related to solar panels; a recycling update overview and possible future opportunities; and in May there will be discussion about anything the City can do regulating or banning Wastewater Disposal Wells. She said the Oversight Committee meets the second Thursday of each month. * Upcoming Meetings and Events. Ward 8 Meeting. Councilmember Scott announced a Ward 8 meeting on Sunday, January 26th, from 1:30-3:00 p.m. at Fire Station No. 7. She said Councilmember-Elect Matt Peacock, her successor, will be co-hosting the meeting. Ward 5 Meeting. Councilmember Wilson announced that the next Ward 5 Meeting will be Saturday, February 11th at Thunderbird Baptist Church located at 1416 142nd Avenue S.E. at 10:30 a.m. Read and Ride. Mayor Clark announced "Read and Ride" will be Thursday, January 23rd at 6:00 p.m. at the Central Library. She said they will ride the bus and she will read some winter­ themed books. She said the event is on Facebook. Interfaith Breakfast. Councilmember Hall reminded everyone that the Interfaith Breakfast honoring Martin Luther King, Jr., will be held Monday, January 20th hosted by the Mayor and the Human Rights Commission with registration at 8:00 a.m. and the breakfast is at 8:30 a.m. at Mcfarlin Methodist Church. Ward 4 Meeting. Councilmember Hall said there will be a Ward 4 Meeting at the Central Library TBA. Point in Time. Councilmember Petrone said Thursday, January 23rd, is Point in Time, an annual event where a census is collected ofthe homeless population. She said if anyone wants to volunteer to help, please contact City Staff. Annual Chili Supper.
