CITY OF NORMAN, OK CITY COUNCIL OVERSIGHT COMMITTEE MEETING Municipal Building, Executive Conference Room, 201 West Gray, Norman, OK 73069 Thursday, May 9, 2024 at 4:00 PM MINUTES The City Council Oversight Committee of the City of Norman, Cleveland County, State of Oklahoma, met in Regular Session in the Executive Conference Room on the 9th day of May 2024, at 4:00 p.m. and notice of the agenda was posted at 4:00 p.m., at the Municipal Building at 201 West Gray and the City website at least 24 hours prior to the beginning of the meeting. CALL TO ORDER Chairman Schueler called the meeting to order at 4:00 p.m. PRESENT Councilmember Ward 2 Lauren Schueler (Chair) Councilmember Ward 3 Bree Montoya Councilmember Ward 7 Stephen Holman ABSENT Councilmember Ward 1 Austin Ball OTHERS PRESENT: Councilmember Ward 4 Helen Grant Ms. Beth Muckala, Assistant City Attorney Ms. Jane Hudson, Planning & Community Development Director Mr. Anthony Francisco, Finance Director Mr. Michael Hillary, Food and Shelter Director of Operations Ms. Lisa Webb, Admin Tech IV, City Clerk CITY COUNCIL OVERSIGHT COMMITTEE MEETING - Thursday, May 9, 2024 Page |1 AGENDA ITEMS ITEM 1: EMERGENCY SHELTER UPDATE Mr. Michael Hillary, Food and Shelter Director of Operations, presented the Emergency Shelter report statistics for April 2024. Four guests were assisted in obtaining Photo ID and/or Birth Certificates. Three guests given bus passes to return home where family support was available. Three guests moved to permanent housing in Norman. The nightly average in April was 51, with a slight reduction seen on the women side. 30% of the guests have employment or other income sources. Emergency Services were called to the facility three times in the month of April, two were health related and one was a relationship issue. ***** ITEM 2: PRESENTATION FROM THE CLEVELAND COUNTY HEALTH DEPARTMENT REGARDING THE SHRED THE STIGMA PROGRAM. Committee was informed Oklahoma State Department of Health, OSDH is no longer managing this program. Asked to be put on the agenda for the next meeting to discuss a new program. ***** ITEM 3: DISCUSSION REGARDING POSSIBLE AMENDMENTS TO THE CELL TOWER ORDINANCE. Ms. Jane Hudson, Planning and Community Development Director, presented information on the Cell Tower Ordinance. She said this ordinance change comes as a result of conversations with the City Manager and other municipalities. Proposal would be that no commercial tower be located closer than the height of the structure to the boundary line of any property zoned or used for any residential purpose; or any residential structure located on the same lot. This change will allow a more uniform distance requirement regardless of what zoning the tower is located in. This change will also apply to existing developments, proposing new development in an area with an existing cell tower in place. Councilmember consensus is in support of the ordinance change.
