CITY OF NORMAN, OK CITY COUNCIL OVERSIGHT COMMITTEE MEETING Municipal Building, Executive Conference Room, 201 West Gray, Norman, OK 73069 Thursday, March 14, 2024 at 4:00 PM MINUTES The City Council Oversight Committee of the City of Norman, Cleveland County, State of Oklahoma, met in Regular Session in the Executive Conference Room on the 14th day of March 2024, at 4:00 p.m. and notice of the agenda was posted at 4:00 p.m., at the Municipal Building at 201 West Gray and the City website at least 24 hours prior to the beginning of the meeting. CALL TO ORDER Chairman Schueler called the meeting to order at 4:00 p.m. PRESENT Councilmember Ward 2 Lauren Schueler (Chair) Councilmember Ward 3 Bree Montoya Councilmember Ward 7 Stephen Holman ABSENT Councilmember Ward 1 Austin Ball OTHERS PRESENT: Councilmember Ward 4 Helen Grant Mr. Darrel Pyle, City Manager Ms. Kathryn Walker, City Attorney Mr. Anthony Purinton, Assistant City Attorney Ms. Beth Muckala, Assistant City Attorney Ms. Jane Hudson, Planning & Community Development Director Ms. Lora Hoggatt, Planning Services Manager Mr. Taylor Johnson, Transit and Parking Program Manager Ms. Shaakira Calnick, Internal Auditor Ms. April Dosier, Food and Shelter Director Ms. Lisa Webb, Admin Tech IV, City Clerk CITY COUNCIL OVERSIGHT COMMITTEE MEETING - Thursday, March 14 2024 Page |1 AGENDA ITEMS ITEM 1: EMERGENCY SHELTER UPDATE Ms. April Dosier, Food and Shelter Director, presented the Emergency Shelter report statistics for February 2024 and let the committee know 12 people, were turned away each night. 33 of the 83 guests reported having income at entry, averaging $1,000 per month, with some having jobs and others on disability. Largest increase of the guests were seniors or domestic abuse victims, with 29 of the guests being over the age of 50 years old. ***** ITEM 2: PRESENTATION FROM THE CLEVELAND COUNTY HEALTH DEPARTMENT REGARDING THE SHRED THE STIGMA PROGRAM. Postponed to April 11, 2024 Meeting. ***** ITEM 3: DISCUSSION REGARDING PARKING REQUIREMENTS FOR ACCESSORY DWELLING UNITS. Ms. Jane Hudson, Planning and Community Development Director, presented information on the Accessory Dwelling Unit Ordinance coming to Council soon. There was prior discussion about eliminating the parking requirement for Accessory Dwelling Unit’s (ADU’s) and staff wanted to get input from the committee and consensus to proceed this week in order to meet the required publication for the April Planning Commission meeting. Councilmember Schueler asked for clarification of Non-Conforming. Ms. Hudson said this means there is not two spots per unit and adding an ADU does not require additional parking spots. Councilmember Schueler, Councilmember Holman and Councilmember Grant were in support of this if it is providing more housing units, especially in Core Norman, allowing neighborhoods to use road space more efficiently.
