About the Community Development Block Grant Program Norman is an entitlement community that receives annual funding from the Department of Housing & Urban Development through the Community Development Block Grant Program. There is a Target Area designated within the Consolidated Plan utilizing Census Data where small neighborhood projects are undertaken. This meeting is for the residents, both owner and renter, to discuss neighborhood issues. This program provides the community with resources to address needs such as housing rehabilitation, affordable housing, homelessness assistance, and neighborhood projects. 100% of the projects benefits individuals considered to be low- moderate income. Norman also receives HOME Investment funding for affordable housing. The Housing Rehabilitation program helps low-moderate income households across Norman with emergency home repairs and accessibility modifications. COMMUNITY DEVELOPMENT BLOCK GRANT POLICY COMMITTEE - Wednesday, January 18, 2023 Page |1 A neighborhood revitalization project for the Mid-Main district, which is Original Townsite and First Courthouse neighborhoods, will be kicking off soon. DISCUSSION ITEMS 2. Neighborhood Alliance & Organization Efforts Neighborhood Alliance is a grassroots organization effort for facilitating neighbors to come together in voluntary neighborhood associations. They have left flyers in the Mid-Main district, and they will be having a series of workshops over the coming months. 3. Discussion of neighborhood issues with representatives of the Norman Police Department & Code Compliance Lt. Cary Bryant from Norman Police Department and Janita Hatley from Code Compliance attended to answer questions. Common Code Compliance complaints are for tall grass, parking on the grass, trash, unsecured structures, and inoperable vehicles. General discussion touched on homelessness, porta-potties, common areas of speeding, and the need for flashing stop signs. 4. Solicitation of CDBG Policy Committee Representatives An email will be sent to attendees inviting them to participate and attend the next monthly meeting of the policy committee.
