CITY OF NORMAN COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM Public Hearing The CDBG Policy Committee of the City of Norman, Cleveland County, State of Oklahoma, met for a virtual meeting on February 3, 2021, at 6:00 p.m. Notice and Agenda of the meeting were posted at the Norman Municipal Building and at www.Normanok.gov twenty-four hours prior to the beginning of the meeting. Lisa Krieg called the meeting to order at 6:04pm. Item No. 1, being: Introductions/Virtual Roll Call Members: Halee Threatt David John Kendel Posey Karen Canavan Linn Blohm Heidi Smith Kyle Lankford Kamala Jolly Stewart City Staff: Lisa Krieg Tara Reynolds Michelle Evans Item No. 2 being: Update on Substantial Amendments CDBG B19 Entitlement Grant; Actions on April 14, 2020  Substantial Amendment #1 to the B19 award  Reallocated $75,000 towards rent/utility assistance  CDBG-CV1 $535,688; approved May 12, 2020  Substantial Amendment #2 to the B-19 award  Addition of Staff to administer Rent/Utility Program  Rent/Utility Assistance $376,688 (all expended)  Non-Profit Assistance (all expended)  Housing Start-up Funding CDBG-CV3; $737,568 • Approved January 26, 2021 • Extension of the Street Outreach Program until 6/30/2023 • $286,200 • Program was established by the Emergency Solutions Grant CR. Funding ends 6/30/2021. • Street Outreach Case Manager • Housing Navigator  • Rent/Utility Assistance $401,368; Rent program currently paused until contracts received from HUD. Estimate resuming assistance March 2021. • Cleanup of Abandoned Encampments $50,000 Item No. 3 being: Consideration of Substantial Amendment #1 to the B18 Action Plan To be considered by the Policy Committee at this meeting: • Substantial Amendment #1 to the B18 (2018-2019) Program Year • B18; GC0078 CDBG Land Acquisition $25,000 • Scope of Activity reduced. • B18; GC0074 CART Sidewalk Project $22,340 • Scope of activity reduced due to NPS development of Alternative School and route modifications after the City of Norman assumed operation of the bus system • Funding Summary • $ 92,600; B17 (Reprogrammed) • $ 47,340; B18 (Reprogrammed) • $ 32,370; B20 (Current Funding) • $172,310 total funding Motion by Linn Blohm, second by Karen Canavan. All approve. Item No. 4 being: 4. Upcoming Funding Discussion • CDBG-CV2; CARES Act RFA to be released in Spring 2021 from Oklahoma Department of Commerce. Programming required to be programmed to “prevent, prepare for, and respond to” the coronavirus. • Will not know amount available until ODOC completes their Action Plan • Staff will conduct outreach to non-profit’s that serve LMI clients to evaluate unmet needs • The Policy Committee will review proposals for the programming of these funds • Cleveland County accepted 6.4 million dollars for rental assistance • Discussions underway with CC pertaining to the criteria and timing of their program • City of Norman will evaluate need for additional rent assistance funding • ESG-CR2; CARES Act RFA to be released in Spring 2021 from Oklahoma Department of Commerce. Programming required to be programmed to “prevent, prepare for, and respond to” the coronavirus. • Norman/Cleveland County CoC formula allocation totals $1,220,314 • Will not know the entire scope of eligible activities until RFA is announced • Norman/Cleveland County CoC is responsible for the review and programing of the funding Item No. 5 being: Neighborhood Organization and Projects • Tree Planting Project B20; First round of trees planted, $32,370 remains. Will be utilized in conjunction with the Ice Storm Damage Tree Project • Cate Park Equipment; finalizing quote from equipment supplier. Installation Spring 2021  • Original Townsite Improvement Project; Currently on hold due to focus on CARES Act Funding There was discussion about contacting Neighborhood Alliance for some workshops about neighborhood organizing. Item No. 6 being: Announcements There was discussion about different neighborhood projects, such as clean-up days, outreach, street sweeping storm debris, and public art. The Committee also requested an updated project list. The next meeting is March 3. Item No. 7 being: Adjournment. This meeting was adjourned at 7:00pm.
