BLOCK GRANT PROGRAM
MEETING
The CDBG Policy Committee of the City of Norman, Cleveland County, State of Oklahoma, met
for a virtual meeting on March 3, 2021, at 6:00 p.m. Notice and Agenda of the meeting were
posted at the Norman Municipal Building and at www.Normanok.gov twenty-four hours prior to
the beginning of the meeting.
Lisa Krieg called the meeting to order at 6:00pm.
Item No. 1 being: Call to order.
Item No. 2 being: Introductions/Virtual Roll Call

Item No. 3 being: Approval of the minutes from the February 3, 2021 meeting
Motion by Karen Canavan for approval of the February 3, 2021 minutes as submitted; Second by
Kendel Posey.
Item No. 4 being: Overview of Affordable Housing efforts and the HOME Investment
Partnerships Program/CHDO Activities
• The Federal Government says that housing is “affordable” if a household spends no more
than 30% of their gross income to live there. Affordable Housing – housing or assistance
that is primarily directed towards low and moderate income (LMI) households that earn
80% or below median family income (MFI).
• For more information please see the attached slides 4-27.
Item No. 5 being: Housing Rehabilitation Program Overview
• Assists in the preservation of existing affordable housing for LMI owners
• Provides opportunities for accessibility modifications for both owners and renters
• The City Of Norman’s Housing Rehabilitation Program began in 1976 and employs two
full time staff.
• Thru 7/2020: 1,237 projects completed at a cost of $8,566,318
• All programs are income based
• Currently offer three programs
o Emergency Repair Program (<80% MFI)
o Exterior Property Maintenance Program (<80% MFI)
o Accessibility Modification Program (owner and renter<80% MFI)

Item No. 6 being: Update on Substantial Amendments
• B19 (FYE20) Amendments for CDBG CV funds approved and Rental Assistance Program
is available again
• B17 (FYE19) and B18 (FYE19) Amendments on City Council Agenda for March 9, 2021
– Reprograms funding towards Tree Removal/Pruning Program to address Fall 2020
ice storm damage
• Limited to the CDBG Target Area
• Only available for owner-occupied property
• Program will begin approximately April 1, 2021
• Jointly administered by the Parks and Recreation Department and the
CDBG Program
Item No. 7 being: Upcoming Funding Discussion
• B21 (FYE22) CDBG and M21 (FYE22) HOME Awards announced last week.
– CDBG $927,206 (Increase of $16,723)
– HOME $431,097 (Increase of $18,612)
– Action Plan to be considered by Policy Committee on April 7, 2021
– Action Plan to be considered by City Council on April 27, 2021
– Program year begins on July 1, 2021
• CDBG-CV2 – RFA to be released by the Oklahoma Department of Commerce late Spring.
ODOC Public Hearing March 12.
– These funds will most likely be reviewed and awarded as a Substantial Amendment
to the B19 Action Plan.
• ESG-CV2 - RFA to be released by the Oklahoma Department of Commerce late Spring.
Continuum of Care Committee to review and determine uses.
• CDBG-CV2 – RFA to be released by the Oklahoma Department of Commerce late Spring.
ODOC Public Hearing March 12. (CARES Act; March 2020)
• Will not know the parameters of the allowable activities until RFA is issued
• These funds will most likely be reviewed and awarded as a Substantial Amendment to the
B19 Action Plan.
• ESG-CV2 - RFA to be released by the Oklahoma Department of Commerce late Spring.
(CARES Act; March 2020)
• Continuum of Care Committee to review and recommend funding to service providers
• Cleveland County Rent Assistance Program (Consolidated Appropriations Act; December
2020)
• Awarded 6.4 million dollars from the US Treasury
• County anticipates start of program to be late Spring 2020
