The Tax Increment Finance District #2 – University North Park (“UNP TIF”) Citizen’s Oversight
Committee met at 1:30 p.m. in the Municipal Building Executive Conference Room on the 16th day
of October, 2018.
PRESENT: Chair Fred Walden, Greg Burge, Ted Smith, William Wilson,
and Chris Dragg
ABSENT: Dr. Nick Migliorino, Janese Shepard, Anthony McBride, and
Paula Price
OTHERS PRESENT: Anthony Francisco, Finance Director

APPROVAL OF MINUTES FROM September 18, 2018
The meeting was called to order at 1:37 pm by Chair Walden. Walden declared a quorum and a
motion was made by Member Smith to approve the minutes, which was seconded by Member Dragg.
The motion was unanimously approved.

DISCUSSION AND POSSIBLE ACTION ON ANNUAL REPORT FOR FISCAL YEAR 2017-
2018
Anthony Francisco stated that we tried to include everything that was discussed and all
recommendations made to Council in the draft of the Annual Report.
Member Burge stated that he would like to add an asterisk next to June 30, 2018 on the property tax
schedule to note the fiscal year to date and not calendar year.
A motion to accept the Annual Report as amended was made by Member Burge and was seconded
by Member Smith. The motion was approved unanimously.

Item 3, being:
UPDATE AND POSSIBLE ACTION ON NEW BUSINESSES AND ONGOING PROJECTS
Francisco stated that there has been some new development north of the UNP TIF area on Tecumseh,
but this is not actually in the UNP TIF area.

Item 4, being:
FINANCIAL REPORTS
Member Dragg asked if OU is coming up with a new arena proposal. Jeff Bryant stated that they are
not coming up with a new deal for Norman, but that they are talking to the City of Moore and the
Chickasaw Nation.
Chair Walden asked if there has been any movement on the reduction of apportionment to the UNP
TIF. Francisco stated that there has been no formal meeting as of yet.

Item 5, being:
MISCELLANEOUS COMMENTS
Francisco addressed the status of recommendations made to the Council. Member Wilson stated that
some members of Council claim that they do not receive the recommendations that the TIF
Committee has been sending. Member Smith stated that the recommendations from all Oversight
Councils go in the packets for the City Council meetings. Francisco then stated that anyone can go to
the City Clerk’s office and request copies of the City Council packets, and that there have been
questions and comments from individual Council members related to the Committee’s recent
recommendation on the re-apportionment of UNP sales tax.
Member Smith asked about the recommendation from last month that would reduce the
apportionment percentage to the UNP TIF. He stated that City Council Member Castleberry did talk
with him about the reduction of apportionment to 20%, the Senior Center, and the OU land deal.

A motion was made by Member Smith and seconded by Member Wilson to adjourn the meeting.
The motion passed unanimously and the meeting adjourned at 2:10 pm.
