CITY OF NORMAN, OK ENVIRONMENTAL CONTROL ADVISORY BOARD MEETING Municipal Building, Executive Conference Room, 201 West Gray, Norman, OK 73069 Wednesday, April 19, 2023 at 5:30 PM MINUTES It is the policy of the City of Norman that no person or groups of persons shall on the grounds of race, color, religion, ancestry, national origin, age, place of birth, sex, sexual orientation, gender identity or expression, familial status, marital status, including marriage to a person of the same sex, disability, retaliation, or genetic information, be excluded from participation in, be denied the benefits of, or otherwise subjected to discrimination in employment activities or in all programs, services, or activities administered by the City, its recipients, sub-recipients, and contractors. APPROVAL OF MINUTES FOR THE MARCH 22, 2023 MEETING. ENVIRONMENTAL CONTROL ADVISORY BOARD MEETING - Wednesday, April 19, 2023 Page |1 Motion made by Board member Phillips, Seconded by Board member Bondy. Voting Yea: Board member Cretsinger, Board member Phillips, Board member Nairn, Board member Rocher, Board member Bondy ANNOUNCEMENTS Environmental Services is now the Division of Environmental Resilience & Sustainability (DoERS) Stormwater has been split with Stormwater Maintenance staying under Public Works and Stormwater Quality moving to the DoERS Division. DISCUSSION ITEMS 3. Presentation by Rachel Koch HIGHLIGHTS: ● A decrease in per capita emissions from 2000 to 2021 ● A decrease in both gross and per capita emissions for buildings and facilities from 2000 to 2021 (29% and 45%, respectively) ● Streetlights and traffic signal emissions very low compared to cities of similar sizes, likely due to LEDs ● An 88% decrease from 2000 to 2021 in emissions from energy use on wastewater treatment facilities WHAT DOES THIS TELL US: ● Switches to more efficient and renewable energy sources is reducing emissions ● Norman is on track to keep reducing per capita emissions ○ Estimated reduction in 2026 to 0.31 MT CO2e ● Great progress has been made and more can be done to keep reducing Norman GHG emissions ● Final report will be available early May 4. Discussion of the Mayors Climate Protection Agreement Not all items were turned in, we are still missing items 5, 6, 7 & 10. We will work towards getting these last items together for the next meeting to hopefully have a final draft completed. Discussion of the following completed activities: BIG EVENT It went great, cleaned out the creek and took a couple of truck loads to dump. Nairn's crew did amazing. ARTFUL INLETS 5 inlets are installed and look awesome. There will be a Mayor's walk through with toast sometime in May. COMPOST WORKSHOP It was fun. Took place in the Development Center and limited it to 10 participants 6. Discussion of the Earth Day Festival and Signup for Volunteers Cretsinger said that she would be there to help out with the event. Loudenback stated that if they would like to help out to just email her so she could get her added to the list. MISCELLANEOUS COMMENTS Nairn let everyone know that April 25th is the last Presidential Dream Course Lecture and will follow-up with a panel discussion and May 4th is their final Environmental Science and Engineering Capstone Presentation in City Council Chambers where they will talk about the design of a waste water treatment wetland initiative.
