CITY OF NORMAN, OK ENVIRONMENTAL CONTROL ADVISORY BOARD MEETING Development Center, Conference Room, 225 N. Webster Avenue, Norman, OK 73069 Wednesday, August 21, 2024 at 5:30 PM MINUTES The Environmental Control Advisory Committee of the City of Norman, Cleveland County, State of Oklahoma, met in Regular Session in Conference Room B at the Development Center, on the 21st day of August, 2024, at 5:30 p.m., and notice of the agenda of the meeting were posted at the Norman Municipal Building at 201 West Gray, Development Center at 225 N. Webster and on the City website at least 24 hours prior to the beginning of the meeting. ROLL CALL 1. PRESENT Board member Dane Heins Board member Deborah Cretsinger Board member Inger Giuffrida Board member Lainey Phillips Board member Bob Nairn Board member Nathalie Rocher Board member Debbie Smith Board Member Eileen Grzybowski ABSENT Board member Sara Bondy INTRODUCE NEW MEMBERS, GUESTS & STAFF Staff Present: Jerry Gates, Environmental Services Assistant Manager Katrina Boteler, Stormwater Compliance Inspector ANNOUNCEMENTS EV Charging Stations were installed at City Hall and Ruby Grant Park MINUTES 2. APPROVAL OF MINUTES FOR THE JUNE 26, 2024 MEETING ENVIRONMENTAL CONTROL ADVISORY BOARD MEETING - Wednesday, August 21, 2024 Page |1 Motion made by Board member Cretsinger, Seconded by Board member Phillips. Voting Yea: Board member Heins, Board member Giuffrida, Board member Nairn, Board member Rocher, Board member Smith, Board Member Grzybowski DISCUSSION ITEMS 3. DISCUSSION AND UPDATE OF THE INDIVIDUAL DEPARTMENT HEAD MEETINGS FOR MCPA Smith spoke with Water and Sewer Line Maintenance Supervisors and they stated that both units are using more battery powered equipment. She spoke with Croft at the Water Plant as well. Giuffrida will be speaking to Public Works about the MCPA in the near future and is also working with AIM on the water and wastewater issues and plans. ACTION ITEMS 4. DISCUSSION AND/OR APPROVAL OF THE FRESHWATER CHALLENGE Nairn stated that the Fresh Water Challenge has approximately 160 member groups of which 60 are communities. He had contacted the White House regarding tools and more information for water challenge initiative. No response as of meeting time just yet. Nairn wants to make sure Norman is on the community list. Grzybowski stated that the fresh-water initiative is also a worldwide challenge, particularly with metals contamination in Southeast Asia. Cretsinger asked if any grants are provided for the Challenge. Rocher stated that there were not any grants she was aware of for cities. Boteler mentioned that the City of Norman (DoERS/Stormwater) has a pilot program called Blue Neighborhood (area bounded by S Rock Creek, Porter, 12th, and Tecumseh) whose focus is reduction of nitrogen and phosphorus fertilizer pollution. No motion was put forward so item will be tabled. MISCELLANEOUS COMMENTS Grzybowski spoke about the Student Education Initiative and will send out an email to the group. Boteler provided information on Fertile Grounds placement of 45 gallon food composters around Norman. Also mentioned that if the group would like to be at this year’s Monarch Festival that they would need to book a booth online as a vendor. QUESTIONS FROM THE PUBLIC None ADJOURNMENT 5.
