CITY OF NORMAN, OK ENVIRONMENTAL CONTROL ADVISORY BOARD MEETING Development Center, Conference Room B, 225 N. Webster Avenue, Norman, OK 73069 Wednesday, June 18, 2025 at 5:30 PM MINUTES The Environmental Control Advisory Board of the City of Norman, Cleveland County, State of Oklahoma, will meet in Regular Session in the Utilities Conference Room at the Development Center, on Wednesday, June 18, 2025 at 5:30 PM and notice of the agenda of the meeting was posted at the Norman Municipal Building at 201 West Gray, Development center at 225 N. Webster, and on the City website at least 24 hours prior to the beginning of the meeting. 1. PRESENT Board member Deborah Cretsinger Board member Inger Giuffrida Chairman Lainey Phillips Vice Chair Nathalie Rocher Board member Sara Bondy Board Member Eileen Grzybowski Board Member Todd Howery ABSENT Board member Bob Nairn Board member Debbie Smith INTRODUCE NEW MEMBERS, GUESTS & STAFF Jerry Gates, Environmental Services Assistant Manager Michele Loudenback, Environmental & Sustainability Manager ANNOUNCEMENTS Update on the recycling bins, they are moving forward with it. MINUTES 2. APPROVAL OF MINUTES FOR THE APRIL 16, 2025 MEETING Motion to approve minutes made by Board member Cretsinger, Seconded by Board member Bondy. Voting Yea: Board member Cretsinger, Board member Giuffrida, Chairman Phillips, Vice Chair Rocher, Board member Bondy, Board Member Grzybowski, Board Member Howery ENVIRONMENTAL CONTROL ADVISORY BOARD MEETING - Wednesday, June 18, 2025 Page |1 DISCUSSION ITEMS 3. DISCUSSION OF EDUCATIONAL TOPICS FOR POSTING They would like to see the video on the city website. Cretsinger would like to see educational information like do's and dont's on mowing, landscaping, household hazardous waste, water conservation, native plants, composting, and recycling. Also information highlighting groups that we are associated with such as Fertile Ground and their services which could tie into the Green Business Recognition Program that is being developed. It was suggested to do posts around the City's established "awareness" posts or monthly reminders. Would like to reach out the the social media liaison about what social media accounts are available. Need to check the budget to be able to decide how to move forward with the educational information. Highlight a couple educational postings to work on for the coming year for the next meeting; native plants, reduce, reuse, and recycle. Proposition an ordinance where if someone has all native plants in their yard, they don't get dinged for it. One that supersedes HOA's. Loudenback stated that ACOG has money and help to assist with projects and possibly supplies. 4. DISCUSSION OF POTENTIAL ADVOCACY TOPICS An ordinance for the Mayor's Climate Protection Agreement, specifically for the trees. Cretsinger is working with the City's forester in to get information from the public in regards to what they are looking for or what problems they have with the trees. 5. DISCUSSION OF FYE26 BUDGET FYE 26, the board will have $7000. 6. PRESENTATION OF THE RECYCLING VIDEO Group watched the video. ACTION ITEMS 7. DISCUSSION AND/OR APPROVAL OF THE WATERS WORTH IT PROCLAMATION Loudenback needs someone to accept the proclamation, Bondy volunteered. It was suggested to include something in regards to when they do get too much of a resource, such as flooding; how do they turn a "waste" into a "resource", purchase rain barrels. Look into better guidelines and flood control for our neighborhood detention ponds. Reiterate that water conservation is necessary when we have an abundance of rain. Motion made to change #8 to include the following: "find innovative solutions for conserving water in times of abundance" by Board member Giuffrida, Seconded by Board member Cretsinger.
