MINUTES
The Environmental Control Advisory Board of the City of Norman, Cleveland County, State of
Oklahoma, will meet in Regular Session in the Utilities Conference Room at the Development
Center, on Wednesday, February 18, 2026 at 5:30 PM and notice of the agenda of the meeting
was posted at the Norman Municipal Building at 201 West Gray, Development center at 225 N.
Webster, and on the City website at least 24 hours prior to the beginning of the meeting.

ANNOUNCEMENTS
Update on recycling ribbon cutting
Finally all came together and most of them have been installed. There will be a photo op
2/19/26 with the participating rotary clubs at 3 PM at Rotary Park. 5 bins will be placed at
Rotary Park and 5 at Legacy Park.

1. APPROVAL OF MINUTES FOR THE JANUARY 14, 2026 MEETING

DISCUSSION ITEMS
2. DISCUSSION OF UPCOMING SPRING EVENTS
Spring Break Camp will begin with a spring activity partnered with Parks & Rec. at the
Rec. center during Spring break, March 16th-20th. First day will be about back yard
Eco systems, second day will be about the importance of water. Third day will be
about seeds so they will make seed bombs. Day four will be about composting with
worms, participants will get their hands dirty. The fifth and final day will be gardening at
the Rec. Center. The group is more than welcome to attend if they would like but
attendance is not needed.
Green Norman ecobration will consist of the following: a tour of the water reclamation
facility, a native plant workshop. Artful inlets will be at Rotary Park this year. April 18th
will be the first watershed cleanup event at Eastwood Park where they will educate on
invasive plants while removing them. The next cleanup event will be at Reaves Park
the day before Earth Day followed up with the Earth Day event.
H2Oklahoma, which is for all 4th graders will be held at Ruby Grant Park, just wanted
to remind those that said they would volunteer. There will be a training March 9th &
February 25th if they wanted to take part in those. Cretsinger said she could go to the
March 9th. Additional information will be emailed out to the group.
May 3rd-9th is drinking water week. Water taste test will be held at the Development
Center May 6th. There will also be another tour of the water treatment plant.
May 16th is the E-waste collection event at Ruby Grant Park.
April 11th will be the Big Event where the OU students will go to different parks to
clean up, plant plants and do whatever is needed. There are 3 different areas for them
to renovate and cleanup, one of which is the OMS grant garden planting at City Hall.
They could use help if the group is willing and able.
April 10th will be the Uncanny art show during the Art Walk. Group is requested to at
least make an appearance that Friday or Saturday. Judging will take place at the
March ECAB meeting.
ACTION ITEMS
3. DISCUSSION AND/OR APPROVAL OF GREEN NORMAN EARTH DAY ACTIVITIES
Cretsinger, Phillips, Smith & Grzybowski will be able to work the booth. Hours will be
split into two shifts and the activity will be the recycling game. Need to find out about
the freebies for the booth and check into getting seeds from Okies for Monarchs.
Request that the booth be near Wildcare and Nairn's booth so they are able to help
each other with the booth if needed.
Motion to have a booth at Earth Day was made by Board member Cretsinger,
Seconded by Board member Giuffrida.

4. DISCUSSION AND/OR APPROVAL OF THE JAMES O. HARP ENVIRONMENTAL
RECOGNITION AWARD WINNER
There were two submissions; Dr. Daniel Mains and Mary Sallee. People seemed
enthusiastic about Mary. It was asked if there was a process for carrying over
nominees into the next year so that the ones that didn't get it would automatically be
submitted in the following year.
Motion to nominate Mary with the stipulation that they carry over the other applicants
into the next year made by Board member Nairn, Seconded by Board member
Giuffrida.
