Webster Avenue, Norman, OK 73069 Wednesday, April 15, 2026 at 5:30 PM MINUTES The Environmental Control Advisory Board of the City of Norman, Cleveland County, State of Oklahoma, will meet in Regular Session in the Utilities Conference Room at the Development Center, on Wednesday, April 15, 2026 at 5:30 PM and notice of the agenda of the meeting was posted at the Norman Municipal Building at 201 West Gray, Development center at 225 N. Webster, and on the City website at least 24 hours prior to the beginning of the meeting. Artful Inlets at Rotary Park Thursday and Friday 9am-4pm. MINUTES 1. APPROVAL OF MINUTES FOR THE MARCH 25, 2025 MEETING Motion to approve made by Board Member Grzybowski, Seconded by Board Member Howery. DISCUSS EARTH DAY ACTIVITY PLANS Bring ECAB swag and some educational material regarding where water comes from. Games will be the Long Haul and/or the recycling game. Members to work booth will be Cretsinger, Phillips, Smith & Grzybowski. ACTION ITEMS 3. DISCUSSION AND/OR APPROVAL OF THE JAMES O'HARP PERPETUAL PLAQUE PURCHASE Motion to approve made by Board member Cretsinger, Seconded by Board member Bondy. Voting Yea: Board member Cretsinger, Chairman Phillips, Vice Chair Rocher, Board member Bondy, Board Member Grzybowski, Board Member Howery MISCELLANEOUS COMMENTS Audit of recycling data will not be able to begin until fall some time, possibly July. Parks & Rec offered to publish content on their page as well Send list of OU cleanups Adopt a facility, adopt a park, adopt a street, adopt a storm drain. Lets umbrella all these under one name and implement it going forward. Possibly adding it to the MCPA. HOA workshop day, to teach the HOA's about all the things environmental with experts available. Getting a list of HOA's has been tasked to Rocher. She suggested getting the city to require the HOA's to register, which would still require a "maintenance" search of each HOA individually. They can look into adding this into the MCPA. Phillips said that you can search county records for each HOA's covenants. She also suggested focusing on the ones that have the most green space, ponds, and rooftops. ECAB media content has been sent to the Chief Communications Officer for publishing. Posts are seen on Instagram but not on the other platforms. Loudenback will reach back out to the Communications officer to figure out whats going on. ECAB used to have their own "Big Event" cleanup in the past, look into starting this back up.
