The meeting was called to order by Mr. Shawn O’Leary at 3:32 p.m.
Item No. 1, Approval of Minutes:
Five members of the committee were present, a quorum was established, and Amy Shepard
called roll. Ms. Sherri Stansel and Mr. Scott Sturtz were absent. Mr. O’Leary called for a motion
to approve the minutes from the meeting of June 7, 2021. A motion was made to approve the
minutes by Ms. Lora Hoggatt. The motion was seconded by Ms. Jane Hudson. Mrs. Shepard
called roll for approval, and the minutes were approved 5-0.
Item No. 2, Floodplain Permit Application No. 637:
Mr. O’Leary stated this application is for repairs to three segments of an existing natural gas
pipeline, A-1000 Newcastle to Draper Lake corridor. Dr. Carrie Evenson gave the staff report
for Floodplain Permit Application No. 637. Dr. Evenson said the Floodplain Permit Application
is for repairs to three segments of an existing natural gas pipeline, A-1000 Newcastle to Draper
Lake pipeline: first NCDL-20-F7 which is located south of West Robinson Street east of 72nd
Ave NW in the Canadian River Floodplain, second NCDL-20-F9 which is located north of

West Rock Creek Road east of 60th Ave NW in the Ten Mile Flat Creek Floodplain, and third
NCDL-20-F10 which is located north of W. Rock Creek Road west of 48th Ave NW in the Ten
Mile Flat Creek Floodplain. Dr. Evenson said the Applicant and Engineer is ONEOK Gas
Transporation, LLC. Dr. Evenson said Bryce Smith with ONEOK Gas Transporation, LLC was
in attendance representing the Applicant. Dr. Evenson said there is an existing natural gas
pipeline owned by the Applicant that is generally located west of 72nd Ave NW south of
Robinson Street to 48th Ave NW north of W. Rock Creek Road in the Canadian River and Ten
Mile Flat Creek floodplains within Norman city limits. Dr. Evenson said according to the
Applicant, each project repair location will disturb a maximum of approximately 1,600 square
feet of ground within the floodplain. Dr. Evenson said the ground will be cleared above the
identified anomaly location to allow the pipeline to be excavated and repaired. Dr. Evenson
said once the repair is complete, the excavated area will be backfilled using existing materials
and returned to pre-activity conditions. Dr. Evenson reviewed aerial photographs of the location
of the gas line repair locations. Dr. Evenson said the Applicant’s Engineer cerified that the
project will not cause a rise in the Base Flood Elevation (BFE). Dr. Evenson reviewed all the
applicable floodplain ordinances and confirmed all ordinance requirements have been met. Dr.
Evenson said staff recommended approval of Floodplain Permit Application No. 637. Mr.
O’Leary asked if there were any comments from the engineer. Mr. Smith said the presentation
was thorough and reiterated that the project is typical integrity maintenance and will meet all
ordinance requirements. Mr. Scanlon asked about the selection of these locations for
insepection and repair. Mr. Smith said ONEOK Gas Transporation, LLC completes pipe
inspections periodically, and these locations were flagged for further inspection. Mr. Smith said
these locations are being excavated for investigation and repair if needed. Mr. Scanlon thanked

Mr. Smith for the explanation and asked if access is an issue. Mr. Smith said that each of the
pipelines has an easement that will be used for access. Mr. O’Leary asked for questions from
the committee or a motion. Mr. Ken Danner recommended approval of Floodplain Permit
Application No. 637. Mr. Scanlon seconded the motion. The committee voted to approve the
application 5-0.
Item No. 3, Miscellaneous Discussion:
a) Mr. O’Leary said the meeting on July 6, 2021 is cancelled due to lack of applications.
b) Mr. O’Leary said the deadline for the July 19, 2021 meeting is Wednesday, June 30,
2021, and there are three (3) pending applications.
Item No. 5, Adjournment:
Mr. O’Leary called for a motion to adjourn. Mr. Danner motioned to adjourn and was seconded
by Mr. Scanlon. Mrs. Shepard called roll, and the motion was approved 5-0. Meeting adjourned
at 3:43 p.m.

b. The filing deadline for application submittals for the July 19, 2021 meeting is Wednesday, June
30, 2021. Currently, there are no pending applications.
