FLOODPLAIN PERMIT COMMITTEE MEETING 201 West Gray, Building A, Conference Room D Monday, August 2, 2021 3:30 p.m. Minutes PRESENT: Shawn O’Leary, Director of Public Works Scott Sturtz, City Engineer Jane Hudson, Director of Planning & Community Development Lora Hoggatt, Planning Services Manager Bill Scanlon, Citizen Member Sherri Stansel, Citizen Member OTHERS PRESENT: Carrie Evenson, Stormwater Program Manager Michele Loudenback, Stormwater Program Specialist Chris Parcell, Phillips 66 Pipeline Company The meeting was called to order by Mr. Shawn O’Leary at 3:30 p.m. Item No. 1, Approval of Minutes: Six members of the committee were present, a quorum was established, and Michele Loudenback called roll. Mr. Ken Danner was absent. Mr. O’Leary called for a motion to approve the minutes from the meeting of June 21, 2021. A motion was made to approve the minutes by Mr. Bill Scanlon. The motion was seconded by Ms. Lora Hoggatt. The minutes were approved 6-0. Item No. 2, Floodplain Permit Application No. 638: Mr. O’Leary stated this application is for the repair of an existing segment of a crude oil pipeline, OK-01, located on the north side of Stoney Brook Drive west of Interstate Drive, which is in the Brookhaven Creek Floodplain. Mr. O’Leary said Application No. 638 was submitted to address an emergency repair to a gas line and was originally planned for review during the Floodplain Permit Committee meeting on July 19, 2021. Mr. O’Leary said due to lack of quorum, the July 19, 2021 meeting had to be cancelled and that since that time the work Floodplain Permit Committee Meeting August 2, 2021 Page 2 has been completed. Mr. O’Leary said this situation is rare, and as the Floodplain Administrator, temporary authorization was given to the Applicant to complete the repair. Dr. Carrie Evenson gave the staff report for Floodplain Permit Application No. 638. Dr. Evenson said the Floodplain Permit Application is for the repair an existing segment of a crude oil pipeline, OK- 01, located on the north side of Stoney Brook Drive west of Interstate Drive, which is in the Brookhaven Creek floodplain. Dr. Evenson said the Applicant and Engineer is Phillips 66 Pipeline Company. Dr. Evenson said Chris Parcell with Phillips 66 Pipeline Company was in attendance representing the Applicant. Dr. Evenson said there is an existing 12” crude oil pipeline owned by the applicant that is generally located on the north side of Stoney Brook Drive west of Interstate Drive, which is in the Brookhaven Creek Floodplain. Dr. Evenson said according to the Applicant, the project will disturb a maximum of approximately 1,500 square feet of ground within the floodplain. Dr. Evenson said the ground will be cleared above the repair location to allow the pipeline to be excavated and repaired, and once the repair is complete, the excavated area will be backfilled using existing materials and returned to pre- activity conditions. Dr. Evenson said that due to the emergency authorization, the Applicant was asked to notify staff when the work began and when it was completed so that staff could verify conditions were met. Dr. Evenson said this repair began on July 21, 2021, and was completed as an emergency repair on July 23, 2021, to maintain the integrity of the pipeline. Dr. Evenson said no changes in elevation or contours resulted due to this project. Dr. Evenson reviewed aerial photographs of the location of the pipeline repair location. Dr. Evenson said the Applicant’s Engineer cerified that the project will not cause a rise in the Base Flood Elevation (BFE). Dr. Evenson reviewed all the applicable floodplain ordinances and confirmed all ordinance requirements have been met. Dr. Evenson said staff recommended approval of Floodplain Permit Committee Meeting August 2, 2021 Page 3 Floodplain Permit Application No. 638. Mr. O’Leary asked if there were any questions from the committee. Ms. Stansel asked if this section of pipe was the same pipeline as in previous Application No. 634. Mr. Parcell with Phillips 66 Pipeline Company confirmed this is the same pipeline. Mr. Scanlon asked if there were any issues that came up during the repair. Mr. Parcell said there were no issues during the repair and it had been completed. Mr. Parcell said that they did find damage to the pipe and were able to repair the pipe. Mr. Parcell said follow up on the location will be done to ensure replacement vegetation continues to grow back to previous conditions. Mr. O’Leary asked for questions or comments from the audience. Mrs. Alicia Steer said she came to ask if the fence from a bordering property would need to be moved, but since the repair was complete and there was no impact to the fence, she had no further questions. Mr. Scott Sturtz recommended approval of Floodplain Permit Application No. 638. Mr. Sturtz thanked the Applicant for returning to complete the application process and for being a great community partner. Mr. Scanlon seconded the motion. The committee voted to approve the application 6-0. Item No. 3, Miscellaneous Discussion: a) Mr. O’Leary said the meeting on August 16, 2021 has one (1) pending application. b) Mr. O’Leary said the deadline for the September 7, 2021 meeting is Wednesday, August 18, 2021. Currently, there are no pending applications. Mr. O’Leary gave a staff update to the Floodplain Committee, Dr. Evenson has accepted a new position in Colorado and Ms. Loudenback will be working as the Sustainability Coordinator for the Utilities Department of the City of Norman. Mr. O’Leary said there will be a period of rebuilding in the Stormwater Division and in the interim Mr. Todd McLellan will be assisting with Floodplain Permit Committee meetings. Floodplain Permit Committee Meeting August 2, 2021 Page 4 Item No. 5, Adjournment: Mr. O’Leary called for a motion to adjourn.
