GREENBELT COMMISSION MINUTES OF November 18, 2019 The Greenbelt Commission of the City of Norman, Cleveland County, State of Oklahoma, met for the Regular Meeting on November 18, 2019 at 6:00 p.m. Notice and Agenda of the meeting were posted at 201 W Gray Building A, the Norman Municipal Complex and at www.n.ormaook.gov twenty-four hours prior to the beginning of the meeting. ITEM NO. 1 BEING: CALL TO ORDER. Chair George Dotson called the meeting to order at 6:00 p.m. ITEM NO. 2 BEING: ROLL CALL. MEMBERS PRESENT: George Dotson Cody Franklin Samantha Luttrell Mark Nanny Colin Zink MEMBERS ABSENT Marguerite Larson LizMcKown STAFF MEMBERS PRESENT: Janay Greenlee - Planner Tara Reynolds, Admin Tech III Jack Burdett, Subdivision Development Coordinator Jason Spencer, Public Works Engineering James Briggs, Parks Department GUESTS PRESENT: ITEM NO. 3 BEING: Approval of the Minutes from October 21, 2019 Regular Meeting. Motion by Cody Franklin for approval; Second Mark Nanny. All approve. Norman Greenbelt Commission November 18, 2019 Page 2 ITEM NO. 4 BEING: Review of the Greenbelt Enhancement Statements: CONSENT DOCKET GBC 19-22 Applicant: City of Norman Project: Ruby Grant Park Location: South side of Franklin Road between 3 6th Ave NW and I-35 Frontage Road Request: Preliminary Plat and Rezone to Parkland Zoning: A-2, Rural Agricultural District NORMAN 2025 Land Use: Parkland Motion by Mark Nanny to move Item 19-20 off the consent docket; Second by Cody Franklin. All approve. GBC 19-23 Applicant: City of Norman Project: North Base Campus Location: South of Rock Creek Road between Flood Avenue and Goddard Avenue Request: Preliminary Plat, Rezone to I-1 with Special Use for Municipal Uses Zoning: A-2, Rural Agricultural NORMAN 2025 Land Use: Current - Industrial Designation and Amend to Institutional Designation Motion by Cody Franklin to move item 19-23 off the consent docket; Second by Colin Zink. All approve. ITEM No. 5 BEING NON-CONSENT DOCKET GBC 19-22 Applicant: City of Norman Project: Ruby Grant Park Location: South side of Franklin Road between 36 th Ave NW and I-35 Frontage Road Request: Preliminary Plat and Rezone to Parkland Zoning: A-2, Rural Agricultural District NORMAN 2025 Land Use: Parkland James Briggs addressed the Commission about this project. 147 acres to be platted into Parkland, and will provide connectivity to Scissortail trail. WQPZ will be maintained. The Commission Norman Greenbelt Commission November 18, 2019 Page 3 congratulates the City of Norman for making this incredible park that serves as a node for the Tecumseh and 36 th trails, and in the future they envision this as being a trailhead because it is a critical piece of the trail system. Motion by Samantha Luttrell to forward item 19-22 with no comment; Second by Cody Franklin. All approve. GBC 19-23 Applicant: City of Norman Project: North Base Campus Location: South of Rock Creek Road between Flood Avenue and Goddard Avenue Request: Preliminary Plat, Rezone to I-1 with Special Use for Municipal Uses Zoning: A-2, Rural Agricultural NORMAN 2025 Land Use: Current - Industrial Designation and Amend to Institutional Designation Jason Spencer addressed the Commission regarding this project. This will be a maintenance facility for the bus system, parks, and firetruck storage. There will be controlled access, and no trail opportunities. The City already owns this property. Current maintenance facilities will continue to operate. Motion by Samantha Luttrell to forward item 19-23 with no comment; Second by Cody Franklin. All approve. ITEM NO. 6 BEING: Miscellaneous Discussion of Greenbelt Commissions & Staff. • The Oversight Committee is reviewing Boards & Commissions. • Commission would like a discussion item next month about forming an Ad Hoc Committee to discuss updating Commission goals, implementation strategies, ordinance review, and possible code changes. • Ms. Greenlee -Warnken discussed the consent vs non-consent decision process, and how staff evaluates the trail opportunities. • A focus group for green incentives for developers would help facilitate public trails. Staff recommends that Items GBC 19-20 and 19-21 be placed on the consent docket for a Finding of No Greenbelt Opportunity.
