GREENBELT COMMISSION MINUTES OF February 17, 2020 The Greenbelt Commission of the City of Norman, Cleveland County, State of Oklahoma, met for the Regular Meeting on February 17, 2020 at 6:00 p.m. Notice and Agenda of the meeting were posted at 201 W Gray Building A, the Norman Municipal Complex and at www.normanok.gov twenty-four hours prior to the beginning of the meeting. ITEM NO. 1 BEING: CALL TO ORDER. Chair George Dotson called the meeting to order. ~~~~~ ITEM NO. 2 BEING: ROLL CALL. MEMBERS PRESENT: George Dotson Samantha Luttrell Mark Nanny Robert Huskey Marguerite Larson Andrew Hewlett MEMBERS ABSENT Cody Franklin Colin Zink STAFF MEMBERS PRESENT: Janay Greenlee – Planner Jack Burdett, Subdivision Development Coordinator GUESTS PRESENT: Gunner Joyce ~~~~~ ITEM NO. 3 BEING: Approval of the Minutes from January 27, 2020 Regular Meeting. Motion by Mark Nanny for approval; Second Robert Huskey. All approve. ~~~~ ITEM NO. 4 BEING: Review of the Greenbelt Enhancement Statements: CONSENT DOCKET Norman Greenbelt Commission February 17, 2020 Page 2 GBC 20-03 Applicant: Larry Battison; Pattison Properties, L.L.C. Project: Automobile Dealership and Services Location: Near the northwest corner of North Interstate Drive and Franklin Road Request: Preliminary Plat and Norman 2025 Land Use & Transportation Plan Amendment Zoning: A-2, Rural Agricultural District NORMAN 2025 Land Use: Medium Density Residential, SPA, Special Planning Area 5, and Future Urban Service Area Motion by George Dotson to move Item 20-03 off the consent docket; Second by Robert Huskey. All approve. NON-CONSENT DOCKET GBC 20-03 Applicant: Larry Battison; Pattison Properties, L.L.C. Project: Automobile Dealership and Services Location: Near the northwest corner of North Interstate Drive and Franklin Road Request: Preliminary Plat and Norman 2025 Land Use & Transportation Plan Amendment Zoning: A-2, Rural Agricultural District NORMAN 2025 Land Use: Medium Density Residential, SPA, Special Planning Area 5, and Future Urban Service Area Motion by Robert Huskey to forward item 20-03 with the recommendation for a sidewalk from CCS to Ruby Grant; Second by Marguerite Larson. All approve. ITEM NO. 5 BEING: Report and update from Commissioner Mark Nanny of the meeting(s) regarding review of Article 21 and the resulting outcomes, followed by a discussion of how the GBC would like to move forward. Mark Nanny presented a list of items to update in Article 21. These included clarifying the priority trails, green incentives, development input, tracking the plat designs, implementing green design, and how the Commission can make recommendations. During the next meeting the proposed amendments to Article 21 will be presented. Norman Greenbelt Commission February 17, 2020 Page 3 ITEM NO. 6 BEING: Discussion regarding Greenbelt meeting time. Propose new Greenbelt Commission meeting time; instead of a 6pm meeting the commissioners will vote on a new time to hold the meeting. They will vote on either a 4pm, 4:30pm, 5pm meeting time. ITEM NO. 7 BEING: Miscellaneous Discussion of Greenbelt Commissioners and Staff. None ITEM NO. 8 BEING: Adjournment. The meeting was adjourned at 7:10 pm.
