GREENBELT COMMISSION MINUTES OF April 19, 2021 The Greenbelt Commission of the City of Norman, Cleveland County, State of Oklahoma, met for the Regular Meeting on April 19, 2021 at 5:30 p.m. Notice and Agenda of the meeting were posted at 201 W Gray Building A, the Norman Municipal Complex and at www.normanok.gov twenty-four hours prior to the beginning of the meeting. The meeting was held by Zoom as a virtual meeting. ITEM NO. 1 BEING: CALL TO ORDER. Chair George Dotson called the meeting to order at 5:32. ~~~~~ ITEM NO. 2 BEING: ROLL CALL. MEMBERS PRESENT: George Dotson Mark Nanny Robert Huskey Andrew Hewlett Rachel Wyatt-Swanson Maureen Chittenden MEMBERS ABSENT Marguerite Larson Samantha Schraeder Cody Franklin STAFF MEMBERS PRESENT: Brevin Ghoram, Planner I Jack Burdett – Subdivision Development Coordinator Jane Hudson – Planning Director GUESTS PRESENT: Zoom Meeting ITEM NO. 3 BEING: Election of Officers: Chair George Dotson Commissioner Huskey nominated George Dotson Vice-Chair Mark Nanny Commissioner Dotson nominated Mark Nanny No votes were taken. Motion by Commissioner Huskey for approval; Second by Commissioner Chittenden. All approve. ITEM NO. 5 BEING: Review of the Greenbelt Enhancement Statements: CONSENT DOCKET GBC 21-09 Applicant: Shaz Investments, LLC Project: Eagle Cliff West Location: South and West of Existing Eagle Cliff Subdivision Request: Rezoning and Preliminary Plat Zoning: A-1, General Agricultural District, and A-2, Rural Agricultural District Norman 2025 Land Use: Low Density Residential, Floodplain, and Lakepool/Floodway Commissioner Comments: No additional comments from the Commissioners to forward to Planning Commission. GBC 21-10 Applicant: Conrad & Susan Draper Project: Office Use Location: 911 N Lahoma Avenue Request: Rezoning and Land Use Plan Amendment Zoning: R-1, Single-Family Dwelling District Norman 2025 Land Use: Industrial and Institutional Commissioner Comments: No additional comments from the Commissioners to forward to Planning Commission. GBC 21-11 Applicant: McGregor Ranch Project: Gordon’s Acres Location: NW corner of E Lindsey and 120th Ave SE Request: Norman Rural Certificate of Survey Zoning: A-2, Rural Agricultural District Norman 2025 Land Use: Country Residential Commissioner Comments: No additional comments from the Commissioners to forward to Planning Commission. GBC 21-12 Applicant: Austin Beauchamp Norman Greenbelt Commission April 19, 2021 Page 3 Project: McDaniel Meadows Location: East side of N Porter Ave. approx. 1/4-mile south of Indian Hills Rd. Request: Norman Rural Certificate of Survey Zoning: A-2, Rural Agricultural District Norman 2025 Land Use: Country Residential Commissioner Comments: No additional comments from the Commissioners to forward to Planning Commission. GBC 21-13 Applicant: Kirk and Teresa Williams Project: Blackberry Ridge Location: North of Tecumseh Rd. on 113th Ave NE Request: Norman Rural Certificate of Survey Zoning: A-2, Rural Agricultural District Norman 2025 Land Use: Country Residential Commissioner Huskey – Technical question: 29.95 acres, Tract 3 is less than 10-acres - 9.946; A-2 requires 10-acres: City Staff Jack Burdette stated this is a short section, some acreages the surveying reveals there is not 640 acres and end up with a short section and forwarded to Planning Commission with a letter from applicant asking for the variance. Commissioner Comments: No additional comments from the Commissioners to forward to Planning Commission. Motion by Commissioner Wyatt for approval; Second by Commissioner Huskey. All approve. ITEM NO. 5 BEING: Miscellaneous Commissioner Nanny – Regarding Article 21, where are we now? Staff: We believe it already went to Legal and see where we are for the next step. Commissioner Dotson – Inquired if Greenbelt had seen the Destin Landing development. Appears to be a very large development on 36th and Cedar Lane where clearing a large amount of land. Trail along Cedar Lane. Staff: Yes, GB had seen Destin Landing. Staff will double check timeline. Staff: Welcome to the new Commissioners, Commissioner Huskey – Is the Planning Department understaffed? Norman Greenbelt Commission April 19, 2021 Page 4 Staff: Planning has staff and they all do a great job but we could all use the help; I will say Planning has many – Greenbelt, Board of Adjustment, Pre-Development, Planning Commission, Historic District, CCFBC and CompPlan – so we are a bit understaffed, we all could use some help. ITEM NO. 6 BEING.
