MINUTES OF
May 4, 2020
The Historic District Commission of the City of Norman, Cleveland County, State of Oklahoma,
met for the Regular Meeting on May 4, 2020, at 5:30 p.m via Zoom. Notice and Agenda of the
meeting were posted at 201 West Gray Building-A, the Norman Municipal Building and at
www.Normanok.gov twenty-four hours prior to the beginning of the meeting.
Commissioner Russell Kaplan called the meeting to order at 5:36 p.m.
Item No. 1, being: Roll Call.

Item No. 2, being: Approval of the Minutes from the March 2, 2020 Regular Meeting
Motion by Barrett Williamson for approval of the minutes from the March 2, 2020 regular
meeting; Second by Michael Zorba.
The motion was passed unanimously.

Item No. 3, being: (20-03) Consideration of a Certificate of Appropriateness request for the
installation of garage with carport, a patio cover, and the replacement of rear wood siding
with cement board for property located at 447 College Ave.

Motion by Mitch Baroff to approve item #3; Second by Elizabeth Foreman.
Anais Starr presented the staff report.
The applicant, Jim Long, 447 College Ave, discussed the reasons for the project:
The applicant is requested the re-construction of the garage, patio cover, carport, and
installation of new siding on the house after a fire destroyed these items.
No public comments were made.
Commission comments and discussion touched on several items:
There was discussion about the fire rating of the materials being used to re-build the
garage/carport, and water control from the eaves. Gutters will be required.
The applicant looked at relocating the garage in the back yard, but OGE has a 7.5 easement
which prevents this.
Several commissioners noted that due to the circumstances they would approve the
application.
The motion was approved unanimously.
Ms. Starr noted that there is a 10-day waiting period until the COA will be issued.

Item No. 4, being: Staff report on active Certificates of Appropriateness and
Administrative Bypass issued since March 2, 2020 and consideration of six-month
extension requests for expiring COAs.
720 W Boyd – No work has started.
510 Shawnee – No work has started.
535 E Boyd Street – Work continues with the garage, finished on house.
904 Miller – Applicant has until March 9 to initiate action, delay due to Pandemic.
323 E Apache – Work complete.
No 6 month extensions requests.
Administrative bypass:
616 Tulsa Street for the installation of solar panels on the rear of the house.

Consultant met with Commission to present to Outline of Draft January 2020
Guideline revision continues, it was delayed due to the Pandemic.

Consultant is behind due to the Pandemic. Staff working with consultant and SHPO to ensure
delivery by end of June.

Item No. 7, being: Discussion and consideration of application for funds for the FY 2020-
2021 CLG Program with the Oklahoma State Historic Preservation Office.
