HUMAN RIGHTS COMMISSION MINUTES CITY OF NORMAN January 22, 2018 The Human Rights Commission of the City of Norman, Cleveland County, State of Oklahoma, met in the Municipal Complex located at 201 West Gray Street on January 22, 2018, at 5:30 p.m., and notice and agenda of the meeting were duly posted 24 hours prior to the beginning of the meeting. Item 1, being: ROLL CALL PRESENT: Commissioners Kay Ham, Mary Lou Drywater, Marjaneh Seirafi-Pour, Daniel Dukes, Kirsten T. Edwards, Jackie Farley, Chris Nanny, Sage Mauldin ABSENT: Commissioner Mary Womack STAFF PRESENT: Mayor Lynne Miller, Assistant City Attorney Kristina Bell, Major David Teuscher, Officer Ali Jaffery, Legal Admin Tech Sarah Encinias Item 2, being: APPROVAL OF THE MINUTES OF THE OCTOBER 23, 2017, HUMAN RIGHTS COMMISSION MEETING Commissioner Farley moved to approve the Minutes of the October 23, 2017, meeting and motion was duly seconded by Commissioner Edwards. Chair, Kay Ham, called for a vote: all approved and none opposed. The Minutes for the October 23, 2017, meeting were approved by unanimous vote. Item 3, being: APPROVAL OF THE MINUTES OF THE NOVEMBER 15, 2017, HUMAN RIGHTS COMMISSION MEETING Commissioner Farley moved to approve the Minutes of the November 15, 2017, meeting and motion was duly seconded by Commissioner Drywater. Chair, Kay Ham, called for a vote: all approved and none opposed. The Minutes for the November 15, 2017, meeting were approved by unanimous vote. Item 4, being: APPROVAL OF THE MINUTES OF THE JANUARY 15, 2018, MAYOR’S INTERFAITH BREAKFAST Commissioner Farley moved to approve the Minutes of the January 15, 2018, Mayor’s Interfaith Breakfast, and motion was duly seconded by Commissioner Drywater. Chair, Kay Ham, called for Norman Human Rights Commission January 22, 2018 Page 2 a vote: all approved and none opposed. The Minutes for the January 15, 2018, Mayor’s Interfaith Breakfast, were approved by unanimous vote. Item 5, being: DISCUSSION AND POSSIBLE ACTION REGARDING DISABILITY COMMUNITY’S PUBLIC TRANSPORTATION CONCERNS Chair Ham introduced this agenda item and then gave the floor to Commissioner Nanny. Commissioner Nanny referred members to her handout included in today’s packet entitled “Discussion Points” which listed her concerns with the availability of accessible transportation, particularly for the disability community. Also, she states it has been 24 years since the City conducted a self-assessment to measure the needs of the community and she wished for the City to review and update its ADA Transition Plan. Mayor Miller supported this idea and acknowledged that the update is long overdue. Mayor Miller also wants to see the broadening of regional transportation accessibility in the area and advised that a consultant is currently tasked by the City to analyze the need for items such as additional bike lanes, sidewalks, trails, etc. Item 6, being: DISCUSSION OF 2018 INTERFAITH BREAKFAST Commissioner Nanny explained the hardship on the disability community trying to find reliable and accessible transportation to the Interfaith Breakfast. Committee members discussed different ideas and came to the agreement that the best option was to change the starting time of the breakfast from 7:30 am to 9:00 am. If OU agreed to run CART during Martin Luther King, Jr. Day, the later time would allow CART to run prior to the breakfast, allowing enough time to provide rides to those that needed one. It would also be asked that CART provide rides after the breakfast as well. Members then spoke of the overall success of this year’s Interfaith Breakfast. Mayor Miller mentioned that she received several comments regarding how well each prayer tied together. Articles in the newspaper were well received and many compliments were received regarding keynote speaker, Jabar Shumate. Item 7, being: DISCUSSION AND POSSIBLE ACTION ON FUTURE PROCLAMATIONS Chair Ham had to exit the meeting at this time. Vice-Chair Mary Lou Drywater requested a motion for the approval of proclamation recommendations. Motion is made by Commissioner Farley, seconded by Chris Nanny, and passed unanimously regarding the following recommendations: March 2018 – Women’s History Month April 2018 – Sexual Assault Awareness Month May 2018 – National Mobility Awareness & Mental Health Awareness Month Norman Human Rights Commission January 22, 2018 Page 3 Item 8, being: MISCELLANEOUS DISCUSSION Local attorney, Katherine Trent, made a presentation to the Committee entitled, “Norman Ready for 100, Energy Impacts on Human Rights.” Ms. Trent handed out information which detailed several different ways clean energy has a positive impact on local jobs, economic opportunities, healthy communities and ultimately impacting environmental health. She is encouraging wind and solar energy incorporation into the City and asks members to learn more by visiting their Facebook page, “Norman Ready for 100,” and website at https://www.sierraclub.org/ready-for-100. She also plans to present ideas to City Council for consideration. Item 9, being: ADJOURNMENT Commissioner Farley motion the meeting be adjourned and said motion was seconded by Commissioner Nanny. A unanimous vote was taken and the meeting was adjourned at 7:02 pm.
