MINUTES
The Human Rights Commission of the City of Norman, Cleveland County, State of Oklahoma,
met in the Municipal Complex located at 201 West Gray St. on October 24, 2022, at 5:30 p.m.,
and notice and agenda of the meeting were duly posted 24 hours prior to the beginning of the
meeting.

A quorum was present.
MINUTES
1. APPROVAL OF THE MINUTES FOR THE JULY 25, 2022, REGULAR MEETING
Motion was made by Commissioner Weng to approve the Minutes for the July 25, 2022,
regular meeting and the motion was duly seconded by Commissioner Tallbear. A vote
was taken with the following results: all approved, and none opposed. The Minutes
were approved by unanimous vote.
2. APPROVAL OF THE MINUTES FOR THE SEPTEMBER 26, 2022, REGULAR
MEETING
Motion was made by Commissioner Tallbear to approve the Minutes for the September
26, 2022, regular meeting and the motion was duly seconded by Commissioner

Woodfork. A vote was taken with the following results: all approved, and none opposed.
The Minutes were approved by unanimous vote.
ACTION ITEMS
3. INTRODUCTION OF NEW MEMBER, STEPHEN MACHOVIC
Commissioner Machovic was not present at this meeting. This item was moved to the
next agenda.
4. DISCUSSION AND POSSIBLE ACTION ON HUMAN RIGHTS AWARD
Mr. Purinton said 10 nominations were received for this year’s award and this was more
than has ever been received in previous years. Commissioners then continued
discussions to develop standards in a rubric to help measure nominations against each
other in an equal manner. Commissioners ultimately decided to move the vote for this
item to the next agenda to allow more time to go over the nominations on their own.
5. DISCUSSION AND POSSIBLE ACTION ON 2023 INTERFAITH BREAKFAST
Mr. Purinton said the Mayor’s Interfaith Breakfast will occur on the morning of Monday,
January 16, 2023. Commissioners asked about the tasks they needed to complete for
the event and Mr. Purinton said he would compile a list of items and distribute it at the
next HRC meeting so commissioners could review it and determine assignments at that
time.
MISCELLANEOUS DISCUSSION
Commissioner Nanny asked why the original Minutes for the September 26, 2022, HRC meeting
didn’t include her statement about placing notices for the Human Rights Award in public
buildings. Mr. Purinton explained meeting minutes are not verbatim but a summary of items
discussed at the meeting. Also, Ms. Encinias said that the minutes are sent to commissioners
before the meeting so she can be notified if the minutes contain errors or omissions.
Commissioner Nanny then spoke of discussions she had with Commissioner Ali who
acknowledged she forgot to post the notices.

The meeting was adjourned at 6:55 p.m.
