MINUTES
The Human Rights Commission of the City of Norman, Cleveland County, State of Oklahoma,
met in the Municipal Complex located at 201 West Gray St. on November 28, 2022, at 5:30 p.m.,
and notice and agenda of the meeting were duly posted 24 hours prior to the beginning of the
meeting.

A quorum was present.
MINUTES
1. APPROVAL OF THE MINUTES FOR THE OCTOBER 24, 2022, REGULAR MEETING
Motion was made by Commissioner Nanny to approve the Minutes for the October 24,
2022, regular meeting and the motion was duly seconded by Commissioner Ali. A vote
was taken with the following results: all approved, and none opposed. The Minutes
were approved by unanimous vote.

2. INTRODUCTION OF NEW MEMBER, STEPHEN MACHOVIC
Commissioners briefly introduced themselves to Commissioner Machovic.

3. DISCUSSION AND POSSIBLE ACTION REGARDING 2023 HRC MEETING
CALENDAR
Commissioners unanimously approved the 2023 meeting calendar with monthly
meetings being held on the fourth Monday of every month, with the exception of January
and December. A Schedule of Meetings will be completed and submitted to the City
Clerk’s Office.
4. DISCUSSION AND POSSIBLE ACTION ON 2022 HUMAN RIGHTS AWARD
Commissioners continued group discussion regarding the 10 nominations received for
the 2022 Human Rights Award. A finalist was chosen and a vote was taken with the
following results: all approved, and none opposed. Norman Care-A-Vans was chosen
by unanimous vote as the award recipient. The award is scheduled to be presented at
the City Council meeting on December 13, 2022.
5. DISCUSSION AND POSSIBLE ACTION REGARDING 2023 INTERFAITH
BREAKFAST
Mr. Purinton and Chair Farley discussed tasks required in order to organize the Mayor’s
Interfaith Breakfast. Traditionally, this event is held on Martin Luther King, Jr. Day of
every year and includes a collection of prayers given by members of various faith
organizations. It is held at a host church and breakfast pastry foods are served by a
local caterer, the cost of which comes out of the Mayor’s budget. All Human Rights
Commissioners are required to attend and an agenda will be posted by the City.
Mr. Purinton said City staff will complete the invitation, send out emails and track the
RSVP process. Staff will also complete agreements for service with the church and
caterer. Chair Farley will be the introduction speaker for both the mayor and the keynote
speaker. Commissioners Ali and Nanny volunteered to contact and organize all other
speakers and to distribute paper notices of the event. The remaining commissioners
volunteered for all other needs on the day of the breakfast.
MISCELLANEOUS DISCUSSION
Chair Farley asked commissioners to keep meeting discussions focused on agenda items and
that the discussions should not take so long as to encroach on time needed for the rest of the
agenda. She would like to see everyone involved in the meetings and that commissioners come
prepared by reading materials prior to the meetings.
