MINUTES
The Human Rights Commission of the City of Norman, Cleveland County, State of Oklahoma,
will meet in Regular Session in the Executive Conference Room at the Municipal Building, on
Monday, April 28, 2025 at 5:30 PM and notice of the agenda of the meeting was posted at the
Norman Municipal Building at 201 West Gray, and on the City website at least 24 hours prior to
the beginning of the meeting.

ROLL CALL
A quorum was present. Chair Ali called the meeting to order at 5:39 p.m.
MINUTES
1. APPROVAL OF THE MINUTES FOR THE MARCH 24, 2025, REGULAR MEETING
Motion was made by Commissioner Farley to approve the Minutes for the March 24,
2025, regular meeting and motion was duly seconded by Chair Ali. A vote was taken
with the following results: all approved and none opposed. The Minutes were approved
by unanimous vote.

2. DISCUSSION AND POSSIBLE ACTION TO FINALIZE PROCLAMATIONS /
RECOGNITIONS RECOMMENDATIONS FOR CALENDAR YEAR 2025
Chair Ali reviewed the list she composed of proclamations to be suggested to the Mayor
for the next 12 months. Chair Ali plans to review this list with the mayor-elect once he
fills vacancies. The proclamation for Mental Health Awareness Month has been moved
to May and Chair Ali said she would send proposed language for the Cultural Diversity
proclamation to Ms. Encinias.

3. CONSIDERATION OF APPROVAL, REJECTION, AMENDMENT, AND/OR
POSTPONEMENT OF PROPOSED AMENDMENTS TO THE NOMINATION
CRITERIA OF THE HUMAN RIGHTS AWARD
Commissioners reviewed the annotated and clean versions of the amendments
regarding the nomination criteria. The changes were accepted by unanimous vote.
ANNOUNCEMENTS
Chair Ali said she is aware that there will be several human rights violation complaint forms
coming through soon. Ms. Snider said the forms can be obtained from the City Clerk’s office
who will then receive the completed forms.
It was announced that the next meeting will occur on May 19, or a week sooner, due to the 4th
Monday being a holiday. Ms. Farley said she will be unable to attend this meeting.
Also, Chair Ali told members that their term ends in July 2025 and if they’re interesting in
continuing to serve on the commission, they should reapply with the City Clerk’s office.
