CITY OF NORMAN, OK HUMAN RIGHTS COMMISSION MEETING Municipal Building, Executive Conference Room 201 West Gray, Norman, OK 73069 Monday, September 22, 2025 at 5:30 PM MINUTES The Human Rights Commission of the City of Norman, Cleveland County, State of Oklahoma, will meet in Regular Session in the Executive Conference Room at the Municipal Building, on Monday, September 22, 2025 at 5:30 PM and notice of the agenda of the meeting was posted at the Norman Municipal Building at 201 West Gray, and on the City website at least 24 hours prior to the beginning of the meeting. COMMISSIONERS PRESENT Aisha Ali, Chair (Ward 3) Jackie Farley (Ward 8) [arrived at 5:50 pm] Romina Navarro Vega (Ward 6) Kelly Feille (Ward 7) Jessica Schwager (Ward 4) Phillip Moss (Ward 2) Rachel Wyatt-Swanson (Ward 8) COMMISSIONERS ABSENT Deon Osborne (Ward 1) Brandon Clark (Ward 5) STAFF PRESENT Grace Holloman, Accessibility and Culture Coordinator Jeanne Snider, Assistant City Attorney Sarah Encinias, Legal Admin Tech ROLL CALL A quorum was present. Chair Ali called the meeting to order at 5:31 p.m. 1. NEW MEMBER WELCOME AND INTRODUCTION Chair Ali welcomed new members and brief introductions followed. Chair Ali also reminded those in attendance that new members are chosen by the Mayor and approved by City Council. She requested during meetings that Commissioners not talk over one another and to limit side conversations. MINUTES 2. APPROVAL OF THE MINUTES FOR THE AUGUST 25, 2025, REGULAR MEETING Motion was made by Commissioner Wyatt-Swanson to approve the Minutes for the August 25, 2025, regular meeting and motion was duly seconded by Commissioner HUMAN RIGHTS COMMISSION MEETING - Monday, September 22, 2025 Page |1 Schwager. A vote was taken with the following results: all approved and none opposed. The Minutes were approved by unanimous vote. ACTION ITEMS 3. DISCUSSION AND POSSIBLE ACTION REGARDING PROCLAMATIONS Chair Ali spoke about how the purpose of proclamations is to help bring awareness to important community issues. The HRC makes recommendations which are sent to the Mayor, who then coordinates with the City Clerk whether they are included in council meetings. The Mayor has to balance and sometimes limit the number of proclamations at each council meeting because other groups can also request proclamations. Commissioners also discussed creating a webpage to publicize proclamation information by the HRC and Ms. Snider said she would discuss this possibility with the City Communications Officer for insight. Commissioners unanimously approved the following recommendations: October: Domestic Violence Awareness Month; LGBTQ History Month; National Bullying Prevention Month; Breast Cancer Awareness Month November: American Indian/Indigenous Peoples’ Heritage Month; World Kindness Day December: Human Rights Day combined with Universal Human Rights Month 4. DISCUSSION AND POSSIBLE ACTION REGARDING THE 2026 INTERFAITH BREAKFAST Commissioners discussed having the breakfast at either the Norman Public Schools Center for Arts and Learning building or at the City’s Young Family Athletic Center building. Chair Ali and Ms. Holloman will gather more information about these locations for discussion at the next HRC meeting. Chair Ali discussed her choice for Keynote speaker. The preferred date for the breakfast is Monday, January 19, at a time to be determined. 5. DISCUSSION REGARDING THE HUMAN RIGHTS AWARD PROCESS Ms. Holloman said three nominations have been received so far. Commissioners received posters publicizing the award for placement around the city. 6. DISCUSSION AND POSSIBLE ACTION REGARDING ESTABLISHING A MISSION OR VISION FOR THE DEVELOPMENT OF THIS COMMISSION This topic was tabled at this time. MISCELLANEOUS Commissioners questioned if a quorum would be made at their November meeting. Responses from Commissioners indicated there would be a quorum.
