CITY OF NORMAN, OK HUMAN RIGHTS COMMISSION MEETING Municipal Building, Executive Conference Room 201 West Gray, Norman, OK 73069 Monday, November 24, 2025 at 5:30 PM MINUTES The Human Rights Commission of the City of Norman, Cleveland County, State of Oklahoma, met in Regular Session in the Executive Conference Room at the Municipal Building, on Monday, November 24, 2025, at 5:30 PM and notice of the agenda of the meeting was posted at the Norman Municipal Building at 201 West Gray and on the City website at least 24 hours prior to the beginning of the meeting. COMMISSIONERS PRESENT Aisha Ali, Chair (Ward 3) Romina Navarro Vega (Ward 6) Jessica Schwager (Ward 4) Phillip Moss (Ward 2) COMMISSIONERS ABSENT Rachel Wyatt-Swanson (Ward 8) Brandon Clark (Ward 5) Jackie Farley (Ward 8) Kelly Feille (Ward 7) Deon Osborne (Ward 1) STAFF PRESENT Grace Holloman, Accessibility and Culture Coordinator Jeanne Snider, Assistant City Attorney ROLL CALL Chair Ali called the meeting to order however a quorum was not present. Commissioners discussed the agenda topics but did not take votes. MINUTES 1. APPROVAL OF THE MINUTES FOR THE OCTOBER 27, 2025, REGULAR MEETING No vote was taken due to the absence of a quorum. DISCUSSION AND POSSIBLE ACTION REGARDING PROCLAMATIONS FOR JANUARY, FEBRUARY, AND MARCH 2026 No vote was taken due to the absence of a quorum. 4. DISCUSSION AND POSSIBLE ACTION OF POTENTIAL UPCOMING ACTIVITIES INCLUDING THE MLK PARADE IN OKLAHOMA CITY Chair Ali previously spoke with organizers of the OKC MLK Alliance parade. They extended an invitation for the Norman HRC to participate in the parade on Monday, January 20, 2026, along with similar organizations from other cities in Oklahoma that will be in attendance. Participants register as a sponsor, pay a fee, and incorporate the theme into the march with or without a float. Sponsors are also invited to attend a pre- march dinner the night before with the parade taking place at 2:00 pm the following day. Chair Ali also said she was contacted by the Bahá’ίs of Norman who extended an invitation to their Feast of Sharaf (Honor) on December 30, 2025. Commissioners discussed both opportunities and since the HRC doesn’t have a regular meeting in December, Chair Ali will email Ms. Holloman to request a Special Meeting to obtain a quorum and a vote. Commissioners acknowledged that it may be difficult to participate in these activities in addition to the breakfast due to the coming holidays and time constraints. Chair Ali will communicate with the Alliance to give possible updates. 5. DISCUSSION AND POSSIBLE ACTION REGARDING THE 2026 INTERFAITH BREAKFAST Ms. Holloman will reach out to the Human Rights Award winners to invite them to the breakfast and to see if they will give a speech. Chair Ali suggested publicizing a rubric and the names of all award nominees from this year in addition to the winners. Reasons given in opposition to this idea were: 1. Should unqualified nominations be published; 2. Would this open a door to public criticism for not choosing another nomination; 3. How much additional time would this make the award process; 4. Would nominees consent to this publication. Chair Ali will contact the school about posters and have Commissioner Osborne put together a booth. Ms. Holloman asks that the program be finalized by January 6. Chair Ali will assign commissioners to different posts at the breakfast, such as sign-in tables, time keepers, etc. Ms. Holloman was asked about cost and she said it will be covered by the City. ANNOUNCEMENTS Chair Ali mentioned that Commissioner Wyatt-Swanson had shirts made for all members of the HRC but acknowledges that this should’ve received approval from the Commission and the City first. Ms. Holloman reminded commissioners that approval should always be sought first before doing anything on behalf of the HRC. Ms. Snider asked that the discussion of this topic not continue until it is listed as an item on an agenda, as it was not listed on this agenda for specific discussion.
