NORMAN FORWARD CITIZENS FINANCIAL OVERSIGHT BOARD MINUTES October 25, 2022 The Norman Forward Citizens Financial Oversight Board (CFOB) of the City of Norman, Cleveland County, State of Oklahoma, met at 3:30 p.m. on the 25th day of October, 2022 at the Reaves Park Community Center. Notice and agenda of the meeting were posted in the Municipal Building at 201 West Gray and at the Reaves Park Community Center (121 East Constitution Street) 24 hours prior to the beginning of the meeting. Items submitted for the record: Norman Forward Citizens Financial Oversight Board Minutes September 6, 2022, ****** ITEM 2, being DISCUSSION OF FINANCE REPORTS-FINANCE DEPARTMENT Anthony Francisco gave the update. He stated that sales tax collections are holding steady with the prior year’s high levels. Use tax collections have been strong. Taken together, revenues are above fiscal year projections and approaching original projections. He stated that over a million dollars per month is being drawn down for the Young Family Athletic Center construction costs. Sarah Margaret Hendrickson of ADG gave a presentation. She showed the revised charts comparing revenue collections and project budgets. Chair Rieger asked if future expenditure reports could group related projects together (i.e. Griffin grading project shown next to Griffin construction project, etc.). Member Price made a motion to approve the Finance Reports, which was duly seconded by Member Paulson. The motion passed unanimously. Item submitted for the record: Final Acceptance, Vineyard Park Construction Project ****** ITEM 4, being AD HOC COMMITTEE LIAISON REPORTS No reports were given. ****** ITEM 5, being PROJECT MANAGER REPORTS Erinn Gavaghan gave a report on the status of Norman Forward Public Art projects. The artist for the (approximately) $192,000 exterior art piece for the Young Family Athletic Center (YFAC) has been selected; Vito DiBari from Miami, Florida. Three finalists have been selected for the $100,000 public art installation at the Senior Wellness Center. 47 responses have been received to the Request for Proposals (RFP) for the $62,000 public art installation in the Reaves Park Softball/Baseball complex, and finalists will be selected by a panel of stakeholders and experts. A Request for Proposals has been issued for the (+/- $89,000) public art installation at the Griffin Park Soccer Complex, and an RFP is being prepared for the public art installation in the center of the James Garner/Flood Avenue Roundabout (similar in siting to the East Main Street Roundabout art piece, “Prairie Grass”). The final Norman Forward public art installation will be at Saxon Park. City Engineer Scott Sturtz gave an update on the status of the Norman Forward James Garner Avenue Extension, Phase 2 project (extending from the end of the Phase 1 project at the Acres Street intersection at the Central Library, north to the intersection with Flood Avenue). He stated that there was good news, in that bids had been received by the Oklahoma Department of Transportation for the project and that construction is scheduled to begin in early 2023. He stated bad news, in that the lowest and best bid, from Redlands Construction, was approximately $2,000,000 over the engineer’s estimate and over the available Norman Forward allocation for the project. The Board had extensive discussion of the funding status of the project, including the $1,500,000 that was re-allocated from the James Garner project to the YFAC project, based on the previous engineer’s cost estimate for the James Garner project. After the discussion, Member Price moved and Member Sherrer seconded the motion to recommend to the Council that $1,500,000 in Norman Forward funds be re-allocated or re-appropriated from the Central Branch Library project to the James Garner Avenue project, and that the Council allocate adequate funding from the City’s General Fund or other City resources to fund the remaining (approximately Norman Forward Citizens Financial Oversight Board Minutes October 25, 2022 Page 4 $600,000) costs to award the bid for the James Garner Avenue project and begin construction on the current ODOT schedule. The motion passed unanimously. Jason Olsen, Veronica Tracy and Bethany Grissom gave information on the status of the Griffin Park, YFAC and Senior Center projects. A “topping out” ceremony is scheduled for the Senior Center project in early December, 2022, beginning with a luncheon at the Norman Regional Hospital Education Center. James Briggs gave a presentation on the Reaves Park Baseball/Softball Complex project. He stated that the project is on schedule for completion in time for the spring 2023 baseball/softball seasons.
