NORMAN ELECTION COMMISSION MINUTES
November 28, 2016
The Norman Election Commission of the City of Norman, Cleveland County, Oklahoma, met in the Municipal
Building Conference Room at 201 West Gray on the 28th day of November, 2016, at 2:00 p.m. Notice and
agenda of the meeting were posted at the Municipal Building 48 hours prior to the beginning of the meeting.

Item 4. Consideration and discussion of candidate packet materials, process and date for the Candidate
Orientation Session for 2017 City Council elections.
Chairman Hardiman said the 2017 City Council election date is scheduled for February 14th and because of the
Cleveland County Election Board’s requirement for a 60 day notice prior to an election, the candidate filing
period would take place on Monday, December 12, 2016, through Wednesday, December 14, 2016. He said
generally, the filing dates begin the second Monday in January and a December filing means the Norman
Election Commission (NEC) will need to schedule the Candidate Orientation Session as soon as possible after
the filing period ends. He said the meeting could be held Monday, December 19th or Wednesday,
December 21st. The Candidate Orientation Session is traditionally held in the Council Chambers at 6:00 p.m.
and includes a presentation and distribution of materials regarding election laws. Chairman Hardiman said if
members have no objections, he would like to schedule the Candidate Orientation Session for December 19th at
6:00 p.m. in the City Council Chambers and members concurred.
Chairman Hardiman said the orientation packet includes contribution and expenditure report requirements;
campaign report filing due dates; political sign regulations; NEC meeting date schedule; State Ethics
Commission Handbook; and the Municipal Campaign Finance Disclosure Act. He asked Deputy Clerk Usry if
the Frequently Asked Questions (FAQ) sheet and Public Service Announcement (PSA) would be included in
the materials for the orientation meeting presentation and she said they could be added.
Member Hilbert said the PSA is normally provided to the local newspaper for publication and asked if that
would be done and Chairman Hardiman suggested Member Hilbert speak with Ms. Brenda Hall, City Clerk,
regarding updating the PSA and its publication.

Item 5. Approval of the Norman Election Commission meeting schedule for 2017.
Chairman Hardiman said the NEC Schedule of Regular Meetings for 2017 lists meeting times as 2:00 p.m.;
however, Member Purcell has work conflicts with that time. He asked her what time would be best for her and
she said 3:00 p.m. would be better for her schedule. Chairman Hardiman asked the other members if 3:00 p.m.
would work for them and they said that would not be a problem. Chairman Hardiman asked Ms. Usry to amend
the meeting time to 3:00 p.m.
Chairman Hardiman said January 2, 2017, is the first scheduled meeting date on the schedule, but the City
administrative offices will be closed to observe the New Year’s Day holiday and asked if January 9, 2017,
would work for the members and they concurred it would be fine. He asked Ms. Usry to make that amendment
as well.
Chairman Hardiman said the Council Orientation Meeting should be on the schedule of meetings for NEC and
asked Ms. Usry to add that date to the schedule of meetings for 2017, even though the meeting is in 2016, and
Ms. Usry said the 2016 NEC Schedule of Regular Meetings will be amended to reflect the December 19, 2016,
orientation meeting. Chairman Hardiman said that would be fine as long as the meeting was legally noted.
