NORMAN ELECTION COMMISSION MINUTES
May 8, 2017
The Norman Election Commission of the City of Norman, Cleveland County, Oklahoma, met in the
Municipal Building Conference Room at 201 West Gray on the 8th day of May, 2017, at 3:12 p.m.
Notice and agenda of the meeting were posted at the Municipal Building 48 hours prior to the
beginning of the meeting.

The Chairman declared the motion carried and the Municipal Campaign Contributions and
Expenditures Final Report for Friends for Hillian 2017, was accepted.
Ms. Brenda Hall, City Clerk, said the campaign report for Committee Schedule J, Resolution of
Debt, does not depict an amount, which was overlooked when the report was filed. She will contact
Mr. Hillian regarding an amended report for review at the next Norman Election Commission (NEC)
meeting.
Chairman Hardiman said NEC has made a motion to accept the report, so what should their next step
be? City Clerk Hall said NEC can accept receipt of the report with a notation that the candidate
needs to file an amended report. Chairman Hardiman said a scrivener’s error in Mr. Hillian’s report
will be corrected in a future report submitted to NEC; however, NEC will accept receipt of the
current report as noted.

City Clerk Hall said no aggregate totals were brought forward on the report and she will make sure that is
corrected.

Item 4. Discussion of Preliminary Final Election Report to be submitted on City Council’s
Agenda of June 27, 2017.
City Clerk Hall said the campaign reporting dates in Chapter 7.5 of the City’s Code of Ordinances do not
coordinate with new reporting periods under new State regulations. City rules state the NEC must file a
report with Council within 40 days of the Municipal Election and within 90 days of the Run-off Election.
The 40 day regulation was met and the 90 day regulation requires the report to be submitted to Council no
later than the June 27, 2017, meeting; however, the candidates involved in both the Municipal and Run-
off Elections are not required to file another campaign report until July. She said the report to Council in
June would not reflect the final campaign contributions and expenditures. She spoke with the City
Attorney’s Office about the conflict and they suggested a preliminary final report be filed with Council
indicating a final report will be submitted in August 2017. She said Staff is currently working with the
City Council Oversight Committee regarding conflicts between the City’s regulations and State
regulations and will be working to amend the City’s regulations. She said campaign reporting takes place
quarterly so instead of requiring a report with 40 days of the Municipal Election and within 90 days of the
Run-off Election the City should just require an annual report be submitted to Council after the total of
the campaign reports have been filed.
Chairman Hardiman said a preliminary report would at least give Council an idea of what was happening
during the campaign period and if there were any violations reported.

City Clerk Hall said a lot of scenarios have been discussed from changing Council elections to the fall
instead of spring, changing Council terms from two years to three years, changing the Mayor’s term from
three years to four years, etc., so until Council determines what they want to do, Staff will not know when
the elections will be or when the reports would be due. She said no decisions are expected to be made
until August 2017, at the earliest.
Chairman Hardiman said in order to comply with City and State regulations, NEC should file a
preliminary final report with Council in June and a final report in August. He said NEC may have to do
the same thing next year depending on how quickly changes are addressed within the City. City Clerk
Hall said there is currently legislation being considered that could change election dates again so Staff is
waiting to see what happens with the State before discussions on City regulations continue. She will keep
NEC informed of any changes recommended by the City Council Oversight Committee.
Chairman Hardiman said NEC will submit a Preliminary Final Election Report for City Council’s agenda
of June 27, 2017, and submit a Final Election Report in August or September 2017.

Brenda Hall, City Clerk, said the next NEC meeting is scheduled for Monday, August 7, 2017, if needed.
