NORMAN ELECTION COMMISSION MINUTES August 7, 2017 The Norman Election Commission of the City of Norman, Cleveland County, Oklahoma, met in the Municipal Building Conference Room at 201 West Gray on the 7th day of August, 2017, at 3:00 p.m. Notice and agenda of the meeting were posted at the Municipal Building 48 hours prior to the beginning of the meeting. Discussion of Final Election Report to be submitted on City Council’s Agenda of August 22, 2017. Chairman Hardiman said each year he prepares final report for City Council, which is due in August. He will review all meeting minutes for this election cycle and establish a summary of issues or protests that may have been filed with the City. The final report will include a complete set of meeting minutes, candidate reports, and campaign materials. He asked Ms. Brenda Hall, City Clerk, if she would email the report to Norman Election Committee (NEC) members prior to the report being placed on Council’s agenda so they have an opportunity to review it and City Clerk Hall said she would be happy to do that. She said candidate reports are no longer included in the final report because they are available online as well as in the City Clerk’s Office. ***** Item 5. Miscellaneous Discussion. Chairman Hardiman said in the May 8, 2017, the final report for Friends of Hillian 2017, had a scrivener errors and while NEC accepted the report, they asked that it be corrected and resubmitted to NEC. He asked City Clerk Hall if that was still going to happen and City Clerk Hall said yes, she will contact Mr. Hillian regarding an amended report; however, it may not be submitted in time to be placed in the final report to Council. Ms. Kristina Bell, Assistant City Attorney, said City Council will hold an election on November 14th to amend portions of the City Charter as well as portions of Chapter 7.5 of the Code of Ordinances clarifying language regarding NEC’s final report submission date due to changes in State law on municipal elections. She said the language change is simple and removes specific timeframes for the report. Chairman Hardiman asked how often the City’s Charter is modified and Ms. Bell said the Charter is reviewed at least once every ten years. Chairman Hardiman said in aligning the City’s election process with the State’s election process, has there been discussion regarding changing municipal election dates or length of terms? City Clerk Hall said yes, the Charter currently states that Council sets the election date by resolution in November of each year and filing for Council seats occurs in January; however, last year the January date was too late to meet the election cycle of the Cleveland County Election Board so the filing period was held in December. The proposed changes to the Charter will modify language regarding filing and election dates, but will not address any other issues. Ms. Bell said Chapter 7.5 will be an ordinance amendment that does not require a vote of the people while the Charter amendments require a vote of the people. She said the new language will give the City more flexibility if there are future changes to State law. She said there has been discussion regarding spring versus fall election dates, changing term of office from two years to three years for Council and three years to four years for the Mayor, and changing the swearing in date to take place during the first meeting after the election instead of in July. She said these are issues Council would like to have more public discussion before moving forward. There is a preference for February/April election cycles while traditionally, election cycles have been April/June, but June election dates are not available in odd number years due to State law changes. She said Council would like to keep the election cycle consistent each year. Chairman Hardiman asked how the public will be informed of what is going to be on the ballot and the reasons for amendments and City Clerk Hall said the City Manager generally prepares an informational brochure for every election to be distributed to the public. ***** Item 6. Adjournment. Chairman Hardiman declared the meeting adjourned at 3:42 p.m.
