NORMAN FORWARD CITIZENS FINANCIAL OVERSIGHT BOARD MINUTES December 10, 2018 The Norman Forward Citizens Financial Oversight Board (CFOB) of the City of Norman, Cleveland County, State of Oklahoma, met at 3:30 p.m. in the Multi-Purpose Room on the 15th day of October, 2018. Notice and agenda of the meeting were posted in the Municipal Building at 201 West Gray and the Norman Public Library at 225 North Webster 24 hours prior to the beginning of the meeting. PRESENT: Members MacKenzie Britt, Andy Rieger, Chair Bill Nations, Bree Montoya, Tom Sherman, Saidy Orellana, Linda Price, Cynthia Rogers, and Andy Paden ABSENT: None OTHERS PRESENT: Anthony Francisco, Finance Director Jud Foster, Director of Parks and Recreation Leslie Tabor, ADG Evan Dunn, Citizen CALL TO ORDER AND ROLL CALL Chair Nations called the meeting to order at 3:35 pm. A quorum was present. ****** ITEM 1, being APPROVE MINUTES FROM OCTOBER 15, 2018 MEETING After review and discussion of minutes of October 15, 2018 meeting, Member Rieger made a motion and Member Price seconded that motion to approve the minutes as amended. Member Rogers abstained from the vote due to being absent at the October meeting. Motion passed unanimously. Norman Forward Citizens Financial Oversight Board Minutes October 15, 2018. ****** ITEM 2, being DISCUSSION OF FINANCE REPORTS-FINANCE DEPARTMENT Anthony Francisco gave the presentation. He stated that we are currently 3.7% below our fiscal year targets and 8.77% below our sales tax original targets. We are 17% above our use tax target and 39% above our preliminary use tax projection. Both taken together put us 2.68% below fiscal year projections for sales and use tax combined, and we are 6.9% below for combined sales and use tax for our original projections. We will have an updated pro-forma projection for you at the next meeting. Francisco stated that he projects the East Side Library project to close under budget by about $400,000. Norman Forward Sales Tax, Versus Projection ****** ITEM 3, being Norman Forward Citizens Financial Oversight Board Minutes December 10, 2018 Page 3 DISCUSSION OF PREVIOUSLY-APPROVED COUNCIL ACTIONS AND POSSIBLE ACTION Francisco stated that the amendment to contract K-1718-136 states that we will be leasing the Griffin Park land instead of purchasing. We will have a long-term lease that will save us about $7 million dollars of the money that had been set aside to purchase the land. The Council has discussed using the $7 million to build a Senior Center. The Ruby Grant Ad Hoc Committee does not oppose this site as a possible site for the Senior Center, as long as it doesn’t impede the original use of the park and cause heavy traffic. Member Rogers stated that she would have some concerns with the Senior Center being in the Ruby Grant Park due to how far out it is which would make it less accessible to seniors who do not have transportation. Jud Foster stated that the Reaves Park Ad Hoc Committee was asked if they would object to the Senior Center being built in Reaves Park as well. The main concerns for that were accessibility and accommodation. The consensus of the Council as to the preferred site for the Senior Center is the North Base site if the land purchase can be worked out with OU. Francisco stated that the question before the Committee now is if they are okay with the money saved on the land lease being used for other projects such as the Senior Center. The Committee all agreed that they would be okay with this money being used on other Norman Forward projects. Items submitted for the record: 1. K-1718-136 Amd#1 Amendment to Contract K-1718-136 Regarding the Leasing and Right of First Refusal to Purchase Property 5. K-1819-70 Contract between the City of Norman and the Ball Clubs of Norman for the Use of the Griffin Park Baseball/Softball Fields ****** ITEM 4, being AD HOC COMMITTEE LIAISON REPORTS Norman Forward Citizens Financial Oversight Board Minutes December 10, 2018 Page 4 There were no Ad Hoc Committee liaison reports to give. Foster stated that there is a lot of anticipation for the sale of the season passes to Westwood Aquatic Center. ****** ITEM 5, being DISCUSSION OF PROJECT STATUS-PROJECT MANAGERS Foster stated that the Tennis Center is under construction, but has been delayed slightly due to the cold weather. They are scheduled to pour the slab, including foundation, this Friday. The 19th of this month is when the building will begin going up, and they are still on schedule to finish late March or early April. The Ruby Grant construction document process is moving along well and is approaching 60% completion. We just completed the regrading of two more fields and we are finishing up on the punch list. The Reaves Park construction documents are almost 60% complete as well. Leslie Taber stated that the East Branch Library final pay out in on the consent docket for Council and that will close out the project. The Central Library is still tracking for completion in late summer and opening in early fall. ****** ITEM 6, being MISCELLANEOUS DISCUSSION No miscellaneous discussion at this time. ****** ITEM 7, being Norman Forward Citizens Financial Oversight Board Minutes December 10, 2018 Page 5 ESTABLISHMENT OF FUTURE MEETING TIME(S) The next meeting of the Norman Forward Citizen’s Financial Oversight Board will be on February 11, 2019 at 3:30 pm. ****** ITEM 10, being ADJOURNMENT Member Britt made a motion to adjourn. The motion was seconded by Member Rieger. The motion passed unanimously and the meeting adjourned at 4:27 pm.
