NORMAN FORWARD CITIZENS FINANCIAL OVERSIGHT BOARD MINUTES April 15, 2019 The Norman Forward Citizens Financial Oversight Board (CFOB) of the City of Norman, Cleveland County, State of Oklahoma, met at 3:30 p.m. in the Multi-Purpose Room on the 15th day of April, 2019. Notice and agenda of the meeting were posted in the Municipal Building at 201 West Gray and the Norman Public Library at 225 North Webster 24 hours prior to the beginning of the meeting. Norman Forward Citizens Financial Oversight Board Minutes February 11, 2019. ****** ITEM 2, being DISCUSSION OF FINANCE REPORTS-FINANCE DEPARTMENT Anthony Francisco gave the presentation. He explained the increased budget for the professional services and the ongoing major expenditures for the Central Library project, Westwood Indoor Tennis project, and the James Garner project. The Reaves Park, Griffin project, and Ruby Grant project will also have major upcoming expenditures. Member Rogers questioned the budget figures for the professional consultant. Norman Forward Sales Tax, Versus Projection ****** Norman Forward Citizens Financial Oversight Board Minutes April 15, 2019 Page 3 ITEM 4, being DISCUSSION OF PREVIOUSLY-APPROVED COUNCIL ACTIONS AND POSSIBLE ACTION Jud Foster gave an update on the Westwood Indoor Tennis Center and stated that there will be an early May ribbon cutting. Chair Nations introduced Randy Hill from ADG. Member Rogers questioned contract 1516-110 Amendment #2, which was an increase to $3.2 million in the contract with ADG. Terry Floyd and Jud Foster both explained that the increase was due to the expansion to the scope of work that ADG has been asked to do. Member Sherman made a motion to draft a letter to the City Council voicing their concern over the budget increase for the ADG contract. Member Rieger seconded the motion and the motion passed unanimously. Member Sherman agreed to assist Francisco in drafting the letter. Member Rogers stated that she has reservations that there was no Ad Hoc Committee for the Tennis Center and the change in the design plans for the Tennis Center. Moving forward she wants to make sure there are Ad Hoc Committees for the projects. Foster stated that you should make your recommendations for Ad Hoc Committees to the Mayor. K-1819-133 Contract between the City of Norman and Crossland Construction Company, Inc. ****** ITEM 5, being AD HOC COMMITTEE LIAISON REPORTS Jud Foster gave the update on Ruby Grant. He stated that the plans are 60% complete and are being reviewed. 95% plans are expected this month and is near completion. We will be reviewing the plans with the Ad Hoc group before the next meeting. Member Rieger gave the update on the Reaves Park project. He stated that progress is being made and the 60% plans are being reviewed. Terry Floyd gave the update on the Central Library project. He stated that we have about a $600,000 savings on what was budgeted for furniture for this project. Most of the interior work is underway, and the art project will be installed in May. Substantial completion of the building contractually is in July; then we will be delivering the furniture, and the Library operation will move in. Foster gave the update on the Griffin Park project. He stated that 100% plans are supposed to be received this week on the second grading project. Beth Muckala stated that she has been in contract with the Department of Mental Health about the land and there have been some hold- ups with the language of the lease. We are now hopeful that an agreement has been made on the lease and the deadline for this is May 1st. Foster gave the update on the Reaves Park project and the Senior Center. The Senior Center is gaining traction at this location due to the City already owning this land. It can be located in the southwest corner of the land where the “Teen Center” used to be. The Ad Hoc Committee showed interest in this location for the Senior Center. There will be about a 5-acre increase in land for the Medieval Fair when the project is completed. We have a presentation scheduled at the April 30th City Council Study Session to review all of the site options for the Senior Center. Member Sherman stated that the seniors seem to be supportive of the Reaves location, but nothing can happen until the Griffin Park land lease occurs, which will free up the money for the Senior Center. Foster stated that the Senior Association voted to approve the Reaves location for the new Senior Center. Foster also stated that the Senior Visioning Session had a turnout of about 70 people that generated a lot of information on what other centers across the country look like, and also input Norman Forward Citizens Financial Oversight Board Minutes April 15, 2019 Page 5 on what people would like to see in our Senior Center operation. Francisco stated that two things that came out of the visioning session that surprised him were that people were not opposed to doing a monthly membership fee-style center like what is done in Oklahoma City and that the Center could be built in phases. ****** ITEM 6, being DISCUSSION OF PROJECT STATUS-PROJECT MANAGERS Francisco stated that the indoor multi-sport and indoor aquatic facility is being proposed in the University North Park area at two sites as an alternative to putting them at North Base. The negotiations are ongoing currently. Member Sherman asked if this would be a land purchase. Francisco stated this was part of what was being negotiated. Member Sherman asked if the North Base would also be a land purchase.
