NORMAN FORWARD CITIZENS FINANCIAL OVERSIGHT BOARD MINUTES June 10, 2019 The Norman Forward Citizens Financial Oversight Board (CFOB) of the City of Norman, Cleveland County, State of Oklahoma, met at 3:30 p.m. in the Multi-Purpose Room on the 10th day of June, 2019. Notice and agenda of the meeting were posted in the Municipal Building at 201 West Gray and the Norman Public Library at 225 North Webster 24 hours prior to the beginning of the meeting. PRESENT: Members MacKenzie Britt, Andy Rieger, Tom Sherman, Linda Price, Cynthia Rogers, Chair Bill Nations, Bree Montoya, and Andy Paden ABSENT: Member Saidy Orellana OTHERS PRESENT: Anthony Francisco, Finance Director Jud Foster, Director of Parks and Recreation Terry Floyd, Development Coordinator CALL TO ORDER AND ROLL CALL Chair Nations called the meeting to order and a quorum was present. ****** ITEM 1, being APPROVE MINUTES FROM APRIL 15, 2019 MEETING After review and discussion of minutes of April 15, 2019 meeting, Member Price made a motion and Member Sherman seconded that motion to approve the minutes. Norman Forward Citizens Financial Oversight Board Minutes April 15, 2019. ****** ITEM 2, being DISCUSSION OF FINANCE REPORTS-FINANCE DEPARTMENT Anthony Francisco gave the presentation. He stated that the correction was made to the revised budget for the appropriation by the City Council. There are still major expenditures going on for the Central Library and the total expenditures to-date are $27.8 million. This leaves about $11.2 million in this budget. We are about to start having some neighborhood park project expenditures. The Senior Center project is a new budget of $7.6 million available, and all of this money will be appropriated by July 1, 2020. Member Sherman asked about a line item for River Park. Francisco stated that this money has been budgeted, but it has not been appropriated as of yet. Member Britt asked about the balance of the Pay-Go account. Francisco stated that he could get the information put together. Francisco stated that we are 3.17% below fiscal year sales tax variances and 9.96% below the original projections going back to July of 2015. We are 21.8% above fiscal year variances for use tax and 47% above the original projections from 2015. With both things taken together, we are 1.9% below fiscal year variances and 7.7% below the original projections. Items submitted for the record: 1. Norman Forward Expenditure Report 2. Norman Forward Sales Tax, Versus Projection ****** Norman Forward Citizens Financial Oversight Board Minutes June 10, 2019 Page 3 ITEM 3, being DISCUSSION OF PREVIOUSLY-APPROVED COUNCIL ACTIONS AND POSSIBLE ACTION Francisco stated that Reaves Park is the preferred site for the Senior Center, and that has now moved to a funded Norman Forward project. Items submitted for the record: 1. K-1819-135 Consideration of Awarding of BID 1819-48 2. K-1819-120 Consideration of Awarding Request for Proposal RFP-1819-50 3. R-1819-110 Resolution of the Council identifying Reaves Park as the Preferred Site for the Norman Senior Center 4. GID-1819-76 Consideration of Adjourning into an Executive Session to Discuss Property for Recreational Purposes 5. Minutes from the Joint City Council with TIF Oversight and Other Representatives Study Session ****** ITEM 4, being AD HOC COMMITTEE LIAISON REPORTS Member Rieger gave the Reaves Park report. He stated that the plans were 60% complete. Jud Foster stated that we expect 90% completion by the end of this week and then we will have an Ad Hoc Committee meeting to review the plans. Foster stated that the Ruby Grant Ad Hoc Committee met to review the 90% plans. 100% plans are expected by Friday. Once these are received, we anticipate the construction manager will accept bids for all components of the project. We will start construction this summer. Member Paden stated that the art installation for the Central Library is currently being installed. Terry Floyd stated that the we will be getting this Committee together to organize a walkthrough of the Central Library and organize a ribbon cutting. Chair Nations stated that he attended the ribbon cutting for the Westwood Tennis Indoor Facility and it is very nice. Norman Forward Citizens Financial Oversight Board Minutes June 10, 2019 Page 4 Foster stated that there has not been an Ad Hoc meeting for the Griffin project. We continue to work on the third phase of the project. We are waiting on Flintco to give us their final estimation on the renovation of the restrooms. Member Sherman stated that he attended the Ad Hoc meeting for the Senior Center and the discussion was about starting over with the design. ****** ITEM 5, being DISCUSSION OF PROJECT STATUS-PROJECT MANAGERS Foster stated that we have interviews scheduled with six different design teams in regards to the Indoor Aquatic Facility and the Senior Center. Chair Nations asked about the federal matching dollars from ACOG for James Garner. Francisco stated that the timeline for all the federal matching projects have been pushed back a year. We now believe the James Garner project will be in the fiscal year 2022. Member Rogers asked about the land acquisition for the Indoor Aquatics Facility. Francisco stated that the plan for these projects state that money for the land acquisition could come out of the UNP TIF Funds. There has been no change to the Norman Forward projects related to land acquisition. Member Rieger asked about the budget for land acquisition for the Softball and Flag Football projects. Foster stated that the budget has $500,000 for land acquisition. Chair Nations asked what projects need Ad Hoc Committee liaisons. Francisco stated that the next projects needing liaisons would be the Indoor Sports and Aquatic projects, and those should be appointed in the next few months. ****** ITEM 6, being MISCELLANEOUS DISCUSSION Member Britt stated that bidding is going well, but construction costs are escalating. Member Paden stated that he hopes that we try to keep the original projects on track and intact. The motion was seconded by Member Rieger. The motion passed unanimously and the meeting adjourned.
