NORMAN FORWARD CITIZENS FINANCIAL OVERSIGHT BOARD MINUTES March 9, 2020 The Norman Forward Citizens Financial Oversight Board (CFOB) of the City of Norman, Cleveland County, State of Oklahoma, met at 3:30 p.m. in Building A, Conference Room D on the 9th day of March 2020. Notice and agenda of the meeting were posted in the Municipal Building at 201 West Gray and the Norman Public Library at 103 West Acres St. 24 hours prior to the beginning of the meeting. PRESENT: Chair Bill Nations, Members MacKenzie Britt, Andy Rieger, Tom Sherman, Cynthia Rogers, Linda Price, Saidy Orellana, and Bree Montoya ABSENT: Member McKown OTHERS PRESENT: Anthony Francisco, Director of Finance Jud Foster, Director of Parks and Recreation Kathryn Walker, City Attorney Robert Castleberry, Citizen Roger Gallagher, Citizen Paul Arcaroli, Citizen Anne Gallagher, Citizen Sarah Margaret Hendrickson, ADG Randy Hill, ADG CALL TO ORDER AND ROLL CALL Chair Nations called the meeting to order at 3:30 pm and a quorum was present. ****** ITEM 1, being APPROVE MINUTES FROM January 27, 2020 MEETING Norman Forward Citizens Financial Oversight Board Minutes March 9, 2020 Page 2 After review and discussion of minutes of January 27, 2020 meeting, Member Price made a motion and Member Rieger seconded that motion. Norman Forward Citizens Financial Oversight Board Minutes January 27, 2020. ****** ITEM 2, being DISCUSSION OF FINANCE REPORTS-FINANCE DEPARTMENT Francisco stated that the biggest change is that we broke out the completed projects table, but there are no changes on it. We still have a few outstanding payments on the Central Library, but hopefully we will be able to finalize those figures in the next few months. February was a bad month for sales tax collection. We are tracking on about a 2% growth. The combined sales and use tax are about 1% below our fiscal projections and about 8% below our original projections. ****** ITEM 3, being DISCUSSION OF PREVIOUSLY-APPROVED COUNCIL ACTIONS AND POSSIBLE ACTION Francisco stated that the biggest things were the platting related to the North Base and Ruby Grant Park projects. There is also an appointment to replace Andy Paden. Her name is Liz McKown. Items submitted for the record: 1. K-1920-112 Contract by and between the Norman Municipal Authority and the Oklahoma City Dodgers for the Reaves Park Field Improvements Project 5. O-1920-28 Consideration of Ordinance upon second and final reading 6. PP-1920-9 Consideration of a preliminary plat for Ruby Grant Park (2) 7. R-1920-67 Resolution of the Council of the City of Norman, Oklahoma amending the Norman 2025 Land use and Transportation Plan 8. O-1920-29 Consideration of Ordinance O-1920-29 upon second and final reading 9. PP-1920-8 Consideration of preliminary plat for the City of Norman North Base Complex ****** ITEM 4, being DISCUSSION OF UNIVERSITY NORTH PARK TIF ORDINANCE PETITION AND LAWSUIT Kathryn Walker stated that on February 24th the court ruled in favor of the plaintiffs and found that the gist of the petition was insufficient. We are now waiting the required 30 days to see if the ruling will be appealed by March 30th. If no appeal is filed, the funds that the City appropriated from the UNP TIF Fund would go to the General Fund immediately and would give us some certainty with our budget. If an appeal is filed, we don’t know how long it will take for the Supreme Court to take up the case of assign it to a civil court, or how quickly a decision will be made. ****** ITEM 5, being DISCUSSION AND POSSIBLE ACTION ON POTENTIAL SUPPLEMENTAL CITY FUNDING FOR NORMAN FORWARD PROJECTS Francisco stated that the total needed to complete all of the Norman Forward projects is an additional $85.5 million on top of the project budgets. The Norman Forward sales tax collection is projected to have a shortfall of $14 million. Member Rogers made a motion to make a recommendation to City Council to advocate for the issuance of a GO Bond to cover the projected shortfall of the Norman Forward projects and caution about the projected $14 million shortfall of the sales tax. The motion was duly seconded by Member Britt. The motion passed unanimously. ****** Norman Forward Citizens Financial Oversight Board Minutes March 9, 2020 Page 4 ITEM 6, being AD HOC COMMITTEE LIAISON REPORTS Jud Foster stated that the Ruby Grant Ad Hoc Committee had a meeting and they reviewed the master plan versus the current plant. They voted to recommend that the City Council request additional funding to complete the master plan. Member Price stated that the Griffin Park Ad Hoc Committee had a meeting and decided to request additional funding for this project from Council to complete the master plan. Member Rieger stated that the Reaves Park Ad Hoc Committee met and looked over the final plans for the projects. They also decided to seek additional funding to complete the master plan instead of the scaled back plan. Member Rogers stated that the Aquatic Center and Multi-Purpose Center Ad Hoc Committee met in January and decided to request additional funding from Council in order to complete the master plan and not have to scale back. Member Sherman stated that the Senior Center Ad Hoc Committee met and they took action to recommend to the Council to move the wellness center to the Porter campus. They gave the architects a list of everything they want, and the architects estimated about $12.7 million for everything. They are in a holding pattern now until we see the outcome of the vote on the GO Bond. ****** ITEM 7, being DISCUSSION OF PROJECT STATUS-PROJECT MANAGERS Foster stated that there is great progress of construction happening at Ruby Grant Park. Also, there is some great progress being made on the fields at Griffin Park. ****** ITEM 8, being Norman Forward Citizens Financial Oversight Board Minutes March 9, 2020 Page 5 MISCELLANEOUS DISCUSSION Sarah Hendrickson showed the Committee different ways to present the information to the CFOB Committee that they receive. ****** ITEM 9, being ESTABLISHMENT OF FUTURE MEETING TIME(S) The next meeting of the Norman Forward Citizen’s Financial Oversight Board will be on May 4, 2020 from 3:30 pm-5pm at Building A in Conference room D. ****** ITEM 10, being ADJOURNMENT Member Price made a motion to adjourn, which was duly seconded by Member Rieger. The motion passed unanimously. Meeting adjourned at 4:35 pm.
