NORMAN FORWARD CITIZENS FINANCIAL OVERSIGHT BOARD MINUTES May 4, 2020 The Norman Forward Citizens Financial Oversight Board (CFOB) of the City of Norman, Cleveland County, State of Oklahoma, met at 3:30 p.m. virtually on the 4th day of May 2020. Notice and agenda of the meeting were posted in the Municipal Building at 201 West Gray and the Norman Public Library at 103 West Acres St. 24 hours prior to the beginning of the meeting. PRESENT: Members MacKenzie Britt, Andy Rieger, Tom Sherman, Cynthia Rogers, Linda Price, Saidy Orellana, Liz McKown, and Bree Montoya ABSENT: Chair Bill Nations OTHERS PRESENT: Anthony Francisco, Director of Finance Jud Foster, Director of Parks and Recreation Kim Coffman, Budget Manager Brenda Hall, City Clerk Ashley Evans, Administrative Technician Paul Arcaroli, Citizen Sarah Margaret Hendrickson, ADG Randy Hill, ADG CALL TO ORDER AND ROLL CALL Member Rogers called the meeting to order at 3:30 pm and a quorum was present. ****** ITEM 1, being APPROVE MINUTES FROM March 9, 2020 MEETING After review and discussion of minutes of March 9, 2020 meeting, Member Price made a motion and Member Montoya seconded that motion. Norman Forward Citizens Financial Oversight Board Minutes March 9, 2020. ****** ITEM 2, being DISCUSSION OF FINANCE REPORTS-FINANCE DEPARTMENT Francisco stated that the Central Library project was near final and would have a savings of about $4 million. The federal grant money that the City was hoping to get for the James Garner Avenue project has been pushed back, but it looks like we will still be able to receive it. ****** ITEM 3, being DISCUSSION OF PREVIOUSLY-APPROVED COUNCIL ACTIONS AND POSSIBLE ACTION No discussion or questions at this time. Items submitted for the record: 1. K-1617-86 Final acceptance and final payment of Contract K-1617-83 2. K-1617-114 AMD #3 Amendment No. Three to Contract K-1617-114 3. K-1819-119 Final acceptance and final payment of Contract K-1819-119 4. K-1819-132 AMD #1 final acceptance and final payment of amendment No. one to Contract K-1819-132 ****** Norman Forward Citizens Financial Oversight Board Minutes May 4, 2020 Page 3 ITEM 4, being DISCUSSION AND POSSIBLE ACTION ON POTENTIAL SUPPLEMENTAL CITY FUNDING FOR NORMAN FORWARD PROJECTS Francisco stated that there are ongoing meetings being had by Council on this subject. A General Obligation (GO) Bond referendum is proposed to be sent to voters on the fourth Tuesday of August. $91 million of the request is the Norman Forward part of the Bond. The Ad Hoc groups have decided that they don’t want to continue cutting the scopes of projects anymore and that they would rather request additional funding from voters. Member Sherman stated that he is in complete agreement with the GO Bond vote, however he is concerned about the timing of the vote due to the state of the economy due to the COVID-19 pandemic and people being out of work. Francisco stated that State law won’t let them push the vote back past August unless we then want to wait until the November Presidential election to put the issue to the voters. The City Council delayed the referendum from a June 23rd date due to economic concerns. ****** ITEM 5, being AD HOC COMMITTEE LIAISON REPORTS Member Sherman stated that the Senior Ad Hoc Committee had no meeting, but was very supportive of the proposed GO Bond for additional funding. Member Price stated that the Griffin Ad Hoc Committee had no meeting. Member Rieger stated that the Reaves Ad Hoc Committee had no meeting. All Ad Hoc Committees are holding to see the outcome of the vote for additional funding for Norman Forward projects before continuing with their projects. Jud Foster stated that the Ruby Grant project is under construction and the completion is set to be in November. ****** ITEM 6, being DISCUSSION OF PROJECT STATUS-PROJECT MANAGERS Norman Forward Citizens Financial Oversight Board Minutes May 4, 2020 Page 4 Foster stated that the Ruby Grant project is making great progress and all other projects are on hold. The design for the skate park at Andrews Park is finished and ready to move forward. We are currently taking bids on the first phase right now. We expect the construction to occur over summer. ****** MISCELLANEOUS DISCUSSION Sarah Hendrickson showed the Board reformatted reports of revenue analysis, expenditure analysis, and budget analysis. ****** ITEM 8, being ESTABLISHMENT OF FUTURE MEETING TIME(S) The next meeting of the Norman Forward Citizen’s Financial Oversight Board will be on June 29, 2020 from 3:30 pm-5pm. ****** ITEM 9, being ADJOURNMENT Meeting adjourned at 4:36 pm.
