NORMAN FORWARD CITIZENS FINANCIAL OVERSIGHT BOARD MINUTES
December 7, 2020
The Norman Forward Citizens Financial Oversight Board (CFOB) of the City of Norman,
Cleveland County, State of Oklahoma, met at 3:30 p.m. on the 7th day of December, 2020. Notice
and agenda of the meeting were posted in the Municipal Building at 201 West Gray and the
Norman Public Library at 103 West Acres St. 24 hours prior to the beginning of the meeting.
PRESENT: Chair Andy Rieger, Members Cynthia Rogers, Linda Price, MacKenzie
Britt, Saidy Orellana, Liz McKown, Bree Montoya, and Tom Sherman
ABSENT: Member MacKenzie Britt
OTHERS PRESENT: Anthony Francisco, Director of Finance

CALL TO ORDER AND ROLL CALL
Chair Rieger called the meeting to order at 1:35 pm and a quorum was present.

ITEM 1, being
APPROVE MINUTES FROM October 5, 2020 MEETING
After review and discussion of minutes of October 5, 2020 meeting, Member Price made a motion
and Member Sherman seconded that motion. Motion passed unanimously.

ITEM 2, being
DISCUSSION OF FINANCE REPORTS-FINANCE DEPARTMENT
Anthony Francisco gave the update. He stated that the funds appropriated by Council from the
Cares Act money has been added to the Senior Center project. We are accepting bids on the
financing of the Multi-Sport and Aquatic Center. Fingers crossed that we will get good bids and
good interest rates. We hope to get a 3% or below interest rate. We are remaining steady on sales
and use tax.
Sarah Henderson of ADG gave a presentation. She showed the revised charts comparing revenue
collections and project budgets.
Member Price made a motion to accept the finance reports as presented, which was duly seconded
by Member McKown. The motion passed unanimously.

ITEM 3, being
DISCUSSION OF PREVIOUSLY-APPROVED COUNCIL ACTIONS AND POSSIBLE
ACTION
Francisco stated that the Park Maintenance Facility would begin construction soon. There have
been several delays related to the land purchase for the Multi-Sport and Aquatic Facility, but that
was finally unanimously approved by the Council.

2. K-2021-35 Consideration of Awarding Bid 2021-22; approval of contract K-2021-35 by
and between the City of Norman, the Norman Municipal Authority, and Flintco
3. R-2021-63 Resolution of the Council appropriating Cares Act Reimbursement funding to
be used for identified high priority projects.
4. K-2021-65 Purchase and Sale Agreement between the Norman Tax Increment Finance
Authority, the City of Norman, and University Town Center for the purchase of 12 acres
5. K-2021-46 Consideration of awarding RFP-2021-25, approval of contract K-2021-46 by
and between the Norman Municipal Authority and RGroup

6. K-1718-123 AMD #2 Amendment No. Two to Contract K-1718-123 by and between the
Norman Municipal Authority and Howell and Vancuren, Inc.
7. R-2021-66 Resolution authorizing the Norman Municipal Authority to seek financing
proposals in connection with the issuance of the Authority’s sales tax revenue note, Series
2020
8. K-1920-21 FINAL Final Acceptance and Final Payment of Contract K-1920-21 by and
between the Norman Municipal Authority and American Ramp Company for the Andrews
Park Skate Park Construction project.

ITEM 4, being
AD HOC COMMITTEE LIAISON REPORTS
There have not been any Ad Hoc Committee meetings since the last CFOB meeting.

ITEM 5, being
DISCUSSION OF PROJECT STATUS-PROJECT MANAGERS
Jud Foster stated that the Senior Ad Hoc Committee looked at 4 different site options on the Porter
Hospital campus for the Senior Center. The two most preferred sites were on the east side. The
Ruby Grant Park is now open, with just a little bit of construction still going on in the north side.
There have been many citizens showing up to check out the new park. The Andrews Skate Park
opened in November. Griffin Park is starting Phase 4. The most activity has been with the Multi-
Sport and Aquatic Facility. The land purchase agreement has been completed by Council and we
have also done operator interviews and are working on details for a Memorandum of
Understanding (MOU) to be presented to Council. RFPs are going out later this week for a
construction manager for this project. Norman Regional Health System is drafting up an MOU
for operating their part of the Multi-Sport Facility. Rotary Park has construction going on for a
new restroom facility and multi-purpose field house.
Member Sherman made a motion to request that members of the CFOB Committee be included in
the review of drafts of any 3rd party contract related to the operation of Norman Forward projects.
The motion was duly seconded by Member Prices and was passed unanimously.
