NORMAN FORWARD CITIZENS FINANCIAL OVERSIGHT BOARD MINUTES May 24, 2021 The Norman Forward Citizens Financial Oversight Board (CFOB) of the City of Norman, Cleveland County, State of Oklahoma, met at 1:30 p.m. on the 24th day of May, 2021. Notice and agenda of the meeting were posted in the Municipal Building at 201 West Gray and the Norman Public Library at 103 West Acres St. 24 hours prior to the beginning of the meeting. PRESENT: Chair Andy Rieger, Members Cynthia Rogers, Linda Price, Liz McKown, Tom Sherman, Erik Paulson, and George Wesley ABSENT: Member Bree Montoya and Saidy Orellana OTHERS PRESENT: Anthony Francisco, Director of Finance Kathryn Walker, City Attorney Jason Olsen, Director of Parks and Recreation Sarah Margaret Hendrickson, ADG Randy Hill, ADG Ashley Evans, Admin Tech IV CALL TO ORDER AND ROLL CALL Chair Rieger called the meeting to order at 1:31 pm and a quorum was present. He welcomed new member Erik Paulson. ****** ITEM 1, being APPROVE MINUTES FROM March 29, 2021 MEETING Member Price made a motion to approve the minutes from March 29, 2021, which was duly seconded by Member McKown. Norman Forward Citizens Financial Oversight Board Minutes March 29, 2021. ****** ITEM 2, being DISCUSSION OF FINANCE REPORTS-FINANCE DEPARTMENT Anthony Francisco gave the update. He stated that the May sales tax return was up by 33% from last year and was the largest return the City has ever seen. He speculates it was due to stimulus payments. He stated most cities in Oklahoma were up similarly. We hope it wasn’t a blip and will continue. Combined sales and use tax collection is down 8.8% from our original projections. We are going to start seeing some significant expenditures due to construction starting on multiple big projects. Sarah Henderson of ADG gave a presentation. She showed the revised charts comparing revenue collections and project budgets. ****** ITEM 3, being DISCUSSION OF PREVIOUSLY-APPROVED COUNCIL ACTIONS AND POSSIBLE ACTION Francisco stated that there isn’t much to talk about this time period. The contracts for operations of the Senior Wellness Center and Multi-Sport and Aquatics Center were approved by Council. Member Rogers asked about Norman Regional’s expansion to fields at the Multi-Sport Facility. She wondered if the City was going to be maintaining the field that Norman Regional will be paying for. Kathryn stated she will be addressing this in the final contract. Items submitted for the record: 1. AP-2021-21 Consideration of the Mayor’s Appointments 2. K-2021-109 A Memorandum of Understanding with Healthy Living & Fitness for the purpose of developing a contractual relationship related to the lease and management of the City’s Senior Wellness Center Norman Forward Citizens Financial Oversight Board Minutes May 24, 2021 Page 3 3. K-2021-111 Contract with Wallace Engineering Structural Consultants for reimbursable expenses to provide professional design services for the Norman Forward Saxon Park Project. 4. K-2021-115 Contract with Crossland Construction Company to provide construction management at risk services for the Norman Forward Senior Wellness Center Project. ****** ITEM 4, being AD HOC COMMITTEE LIAISON REPORTS Member Rogers stated that the Multi-Sport and Aquatics Ad Hoc group met about projected costs being higher due to construction costs. Norman Regional wants to add an outdoor private futsal field for training. The projected costs are about $5 million more than the budget. There was a discussion about where to find that money. Francisco stated that the Ad Hoc Committee accepted the proposed changes to save money, and they discussed using the Parks and Recreation portion of the Room Tax Fund. We are working to find out how much we can come up with out of this revenue stream. Somewhere between $3.5-$4 million, he estimates. Member Sherman gave an update for the Senior Ad Hoc group. H stated that the Committee ran into funding issues due to increasing construction costs, but were able to correct this with some changes to the design and some material changes. ****** ITEM 5, being DISCUSSION OF PROJECT STATUS-PROJECT MANAGERS Francisco reiterated the shortfall in funding for the Multi-Sport and Aquatics Center, but stated that we are also looking into additional funding sources in addition to than the Room Tax Fund portion. ****** ITEM 6, being Norman Forward Citizens Financial Oversight Board Minutes May 24, 2021 Page 4 MISCELLANEOUS DISCUSSION None at this time. ****** ITEM 7, being ESTABLISHMENT OF FUTURE MEETING TIME(S) The next meeting of the Norman Forward Citizen’s Financial Oversight Board will be July 19, 2021 from 3:30-5:00 pm. ****** ITEM 8, being ADJOURNMENT Meeting adjourned at 2:31 pm.
