NORMAN FORWARD CITIZENS FINANCIAL OVERSIGHT BOARD MINUTES October 26, 2021 The Norman Forward Citizens Financial Oversight Board (CFOB) of the City of Norman, Cleveland County, State of Oklahoma, met at 3:30 p.m. on the 26th day of October, 2021. Notice and agenda of the meeting were posted in the Municipal Building at 201 West Gray and the Norman Public Library at 103 West Acres St. 24 hours prior to the beginning of the meeting. PRESENT: Members Linda Price, Erik Paulson, George Wesley, and Cynthia Rogers ABSENT: Members Tom Sherman, Liz McKown, Saidy Orellana, Bree Montoya, and Chair Andy Rieger OTHERS PRESENT: Anthony Francisco, Director of Finance Jason Olsen, Director of Parks and Recreation Sarah Margaret Hendrickson, ADG Ashley Evans, Admin Tech IV Veronica Tracy, Recreation Manager CALL TO ORDER AND ROLL CALL The meeting began at 3:40 pm and there was not a quorum. ****** ITEM 2, being DISCUSSION OF FINANCE REPORTS-FINANCE DEPARTMENT Norman Forward Citizens Financial Oversight Board Minutes October 26, 2021 Page 2 Anthony Francisco gave the update. He stated that we had another good sales tax collection month and we hope the trend continues. He also pointed out the expenditures for the Community Sports Park (baseball at Reaves Park; football at Ruby Grant Park) are accelerating. Sarah Margaret Hendrickson of ADG gave a presentation. She showed the revised charts comparing revenue collections and project budgets. ****** ITEM 4, being AD HOC COMMITTEE LIAISON REPORTS Jason Olsen stated that the Senior Ad Hoc Committee met to go over designs and made a few small changes. $10.2 million is the approved construction budget for the Senior Wellness Center and the groundbreaking was delayed until Monday (11/1) due to weather. ****** ITEM 7, being ESTABLISHMENT OF FUTURE MEETING TIME(S) The next meeting of the Norman Forward Citizen’s Financial Oversight Board will be December 7, 2021 at 3:30 pm. ****** ITEM 8, being ADJOURNMENT Meeting adjourned at 4:00 pm.
