Norman Forward Indoor Aquatic and Multi-Sport Facility Ad Hoc Advisory Group December 2, 2019 The Norman Forward Indoor Aquatic and Multi-Sports Facility Ad Hoc Advisory Group of the City of Norman, Cleveland County, State of Oklahoma, met in the Oklahoma-Redbud Conference Room at the Norman Central Library on the 2nd day of December, 2019 at 3:05 p.m. and notice and agenda of the meeting were posted at 201 West Gray Street, 48 hours prior to the beginning of the meeting. __________________________________________________________________________________________________ ITEM 1, being ROLL CALL Present: Chairman Hurley and Members Brockus, McDaniel, Migliorino, Nicholson, Paslay, Tramel, Vinyard, and Yoch and Ex-Officios Isacksen, Favors and Rogers Absent: Members Roberts and Splitt City Officials Present: Jud Foster, Director of Parks and Recreation Jason Olsen, Recreation Superintendent Josh Holman, Recreation/Pool Supervisor Sara Kaplan, Retail Marketing Coordinator Karla Sitton, Administrative Technician IV ITEM 2, being: APPROVAL OF THE AGENDA Member Yoch made the motion and Member McDaniel seconded to approve the minutes. The vote was taken with the following results: YEAH: Chairman Hurley and Members Brockus, McDaniel, Migliorino, Nicholson, Paslay, Tramel, Vinyard, and Yoch and Ex-Officios Isacksen, Favors and Rogers NAY: None Norman Forward Indoor Aquatic & Multi-Sports Facility Page 2 of 5 December 2, 2019 ITEM 4, being: PRESENTATION OF FLOOR PLAN AND COST ESTIMATE OPTIONS BY FSB Mr. Fred Schmidt, FSB, highlighted the Indoor Aquatic and Multi-Purpose Facility project site proposed to be constructed at the University Town Center located at University North Park (UNP). He said there may be an opportunity to have “shared parking” with Embassy Suites that can be placed to the north of Embassy Suites on the far east side of the proposed site lot. Mr. Schmidt said the Indoor Aquatic and Multi-Purpose Facility is proposed to be located on the “backside” or east side of the proposed project site lot and eventually store fronts/future retail will be constructed along 24th Avenue on the “frontside” or west side of the proposed project site lot. Mr. Schmidt highlighted a proposed floor plan that included eight (8) courts, a 25 yard x 25 meter pool, a 6 lane cool down pool, a Sports Medicine Clinic. He said the natatorium is 60,950 sf, Sports Center: 42,570 sf, Sports Medicine Clinic: 10,000 sf, and the Office Area(s): 27,800 sf. He said 8,100 sf locker space is proposed below stadium seating for a total building square footage of 141,400. Mr. Schmidt highlighted the current building construction budget to include:  $18,000,000: Construction  $ 4,500,000: Soft Costs (Design Fees, Admin Costs, Permits/Inspections, FF&E, & Contingency)  $ 0.00: Land Acquisition & Site Prep (other sources) $22,500,000 Total He said the current total building construction estimate, (*reminding the Ad Hoc Group that there is a $2,100,000 donation for the Sports Medicine Clinic and a $400,000 donation for Support Space) is as follows:  $18,520,114: Construction & Soft Cost – Indoor Aquatic  $15,555,858: Construction & Soft Cost – Multi-Sport  $ 2,600,877: Construction & Soft Cost –Wellness Clinic (*less $1,100,000 donation included)  $ 4,799,935: Support/Common Space (*less $400,000 donation included) $41,476,784 Total Mr. Schmidt showed project renderings for the exterior design which included parking lots; sports/gym and 50 M indoor pool. He showed pictures depicting the exterior concepts and how the facility would set on the project site. Member Trammel asked what the square footage is for the proposed courts and Mr. Schmidt said approximately 42,570 sf. Ex-Officio Rogers asked whether or not the City would own the Clinic/Building and Mr. Jud Foster, Director of Parks and Recreation, said the City would own the building. He said the City can have a lease/operating agreement with Norman Regional Hospital (NRH) to operate the clinic. Ex-Officio Rogers said if NRH donates $2.1 million towards the clinic; then most likely there would not be a lease/agreement and Mr. Foster said the City would have to work through those discussions with NRH. Member Brockus asked how many parking spaces are on the proposal and Mr. Schmidt said he does not know the exact number; however, the building code/zone will dictate the number of spaces and at least that amount will be constructed, possibly more. Member Brockus asked if the cost(s) for the parking/spaces were included in today’s cost estimate and Mr. Schmidt said yes. Member Nicholson asked whether the City has discussed shared parking with Embassy Suites and Mr. Foster said yes. Member Paslay felt a (full-on) swim event could not occur with a (full-on) basketball event with the amount of proposed parking and Member Vinyard said “minimum” parking is never enough parking. Norman Forward Indoor Aquatic & Multi-Sports Facility Page 3 of 5 December 2, 2019 Member Trammel suggested having two (2) entrances and Mr. Schmidt said he would note that; however, security issues may need to be factored into the final decision. Member Nicholson asked about the numbers on different sizes of pools and Mr. Schmidt said the options/numbers looked at included a 50x10 lane single pool, 1,000 seats, 6-courts, and clinic - $39 million; and 50x10 lane, 6 lane warm up, 1,000 seats, 8 courts, and clinic - $44 million. Member Nicholson asked if the pool numbers can be pulled out of the total equation and how much more would it cost to have a 50 meter pool. Member McDaniel felt it would cost at least $3.5 million more. Chairman Hurley asked if the common area/occupancy count needs to change if additional square footage is added for the pool and/or gym and Mr. Schmidt said no. Chairman Hurley asked if there is dedicated locker space for Norman Public School (or other school) students in the proposal and Mr. Schmidt said there is space under the bleachers as well as a boys locker room and girls locker room on the pool side. Member Migliorino said the student locker rooms would need to be separated from other locker room areas. Member Paslay asked whether the boys/girls locker rooms and pool storage area would be reversed (as shown on proposal) so the students could access the pool deck and Member Nicholson agreed. Mr. Schmidt said the areas could be flipped. Member Brockus said the proposal would still need to have the right amount of deck space. __________________________________________________________________________________________________ ITEM 5, being: MISCELLANEOUS DISCUSSION Member Vinyard said he has spoken to numerous people who have had projects built; even with an operating budget they are revenue generators for the communities. Member Trammel agrees stating a new facility built correctly can revitalize the basketball and/or volleyball interest in Norman while also paying for itself with state and regional events. He said the facility needs to take care of the needs of Norman kids first and hosting tournaments would be a bonus as well as an economic revenue. Member McDaniel felt the number of hours that the existing facilities use (Junior Jammers and Optimist) will need to be determined in order to maximize the use of a new facility. Member Vinyard said the needs of other facility goers (charter schools, prep, and home schools) will need to be met too. Member McDanaiel said if Norman had a facility comparable to Farha Sports Facility in Wichita, Kansas it could utilize school students as well as events. Chairman Hurley asked if most of the sports facilities have concession areas and Member Vinyard said most of the facilities have general concession and/or meeting rooms to eat or stretch in; however, most people go to near-by restaurants. He said 60 teams can participate in a weekend tournament with 10 kids per team as well as parents and having a facility that can accommodate tournaments would bring a lot of economy to Norman. Member Vinyard felt the facility would need 12 courts to accommodate tournaments and future growth needs. Chairman Hurley said a pool cannot be constructed in stages and asked whether or not the courts could be expanded in the future. Mr. Schmidt said yes, two courts can be added at a time depending on the land and felt a 50-meter pool can be constructed first and add a 25-meter pool later. He said the same can be done with bleachers; build some and add additional later. Member Vinyard asked the number of bleachers in today’s proposal and Mr. Schmidt said the plan reflects 5-row removable seats. Member Brockus said she is still gathering pool numbers and will bring them back to the Ad Hoc Group. Member Nicholson said he is assisting Member Brockus and they are not looking at having swim meets every weekend. He felt a facility should be constructed to be a regional draw as well as host 1 or 2 state swim meets per year. Member Nicholson said a 50-meter pool could host local events but not draw a Norman Forward Indoor Aquatic & Multi-Sports Facility Page 4 of 5 December 2, 2019 national meet. He said the biggest impact is Norman kids and what can be done for them as well as the entire community. Member Vinyard agreed stating there is improvement and opportunity for all the Norman Forward projects and they need to be done correctly. Member Brockus said aside from an economic benefit, there is a health savings and improvement benefit. __________________________________________________________________________________________________ Member Migliorino left the meeting at 4:28 p.m. ________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________ Chairman Hurley said an email was sent to Staff just before today’s meeting requesting information be given to the Ad Hoc Group to include the following: 1. Any studies performed by the City pertaining to the NF Indoor Aquatic & Multi-Sport Facility; 2. Copy of executed contract with FSB pertaining to the NF Indoor Aquatic & Multi-Sport Facility; 3. Copy of executed contract with ADG, related to the NF Projects, specifically the NF Indoor Aquatic & Multi-Sport Facility; 4. Copy of preliminary budgets pertaining to the NF Indoor Aquatic & Multi-Sport Facilities provided to the City but not to the Ad Hoc Committee, if any; 5. Copy of the RFP to manage the NF Indoor Aquatic & Multi-Sport Facilities; 6. Three-year history of Junior Jammer Information to include the number of teams, number of participants; cost to participants; number of scholarships provided; accounting of revenue/expense related to the Multi-Sport facilities used with Junior Jammers; and 7. Three-year history of any other revenue/expense from the use of Whittier and Irving Gyms. Mr. Foster said Staff may not have all the information requested; however, we will be happy to provide the information to the Ad Hoc Group. Member Vinyard asked if the City stopped running the soccer program in Norman and Mr. Foster said the Norman Youth and Soccer Association (NYSA) has always ran the soccer program – not the City. INDOOR AQUATIC MUST HAVES Mr. Foster requested the Ad Hoc Group state what they need at the indoor aquatic center and Member Nicholson said 1. 50x25 pool with two (2) bulkheads; 2. 25 yard six (6) lane pool; 3. 1,000 spectator seats; 4. 15-20 foot deck space around the pool; and 5. Separate locker rooms. MULTI-FACILTY MUST HAVES Staff asked whether today’s proposal for gym seating is adequate and Members Vinyard and Trammel said five (5) bleachers is sufficient. Member Vinyard requested FSB look at the Farha Sports Center, specifically look at the space between the courts because they accommodate foot and seating traffic as well as not constricting the walk space behind the seating. Mr. Foster requested FSB go back and re-draw as well as re-price the Indoor Aquatic & Multi-Sport Facility and the Ad Hoc Group agreed. Norman Forward Indoor Aquatic & Multi-Sports Facility Page 5 of 5 December 2, 2019 Public Comments: Mark Campbell, concerned citizen, said he hopes there is a dedicated non-parking space for citizens as well as courts, lanes, and locker spaces should be rented to schools. Steve Ellis, concerned citizen, said an indoor aquatic and multi-sport facility can be an economic benefit. He hopes the facility can pay for operating costs or generate enough money to pay investment back. Member Vinyard said a correctly-built facility can certainly pay for operating expenses and Chairman Hurley said no one has claimed the facility could generate enough to pay investment back. Robert Castleberry, former Ward 3 Councilmember, said originally, citizens brought forward a $210 million Norman Forward (NF) package to Council; however, all the NF projects were cut in order to bring a $150 million Norman Forward package to the voters. He said all the NF project budgets were too low to begin with and he agreed all the NF projects needs to be done correctly. He said the citizens need to charge Council to come up with the money and possibly extending the NF sales tax will help. Mr. Castleberry suggested this Ad Hoc Group figure out the best way to build the facility and have Council figure out the money. He said all the NF projects are under budget. Chairman Hurley agreed but felt FSB has been good to work within the budget. Mary Francis, concerned citizen, said if a 50-meter pool is not constructed at the beginning, the project will be a failure. Dan Schemm, Visit Norman, said basketball and volleyball are the fastest growing sports in the area and deck space, including spectator seating, are extremely important. Chairman Hurley said the next scheduled meeting is January 22, 2020, and asked whether the Group should meet before then. Staff felt information and numbers are still being gathered and suggested not scheduling a meeting before January 22, 2020. Member Brockus requested information/numbers on a 50-meter pool and eight (8) courts and Mr. Foster said Staff will send out to the Group if FSB gathers information before the next meeting; otherwise, the information will be brought to the January 22, 2020 meeting. __________________________________________________________________________________________________ ITEM 6, being: ADJOURNMENT Member McDaniel made the motion and Member Trammel seconded to approve to adjourn.
