Norman Forward Senior Wellness Center Ad Hoc Advisory Group and Public Meeting October 30, 2019 The Norman Forward Senior Wellness Center Ad Hoc Advisory Group of the City of Norman, Cleveland County, State of Oklahoma, met in the Municipal Building City Council Chambers on the 30th day of October, 2019 at 6:00 p.m. and notice and agenda of the meeting were posted at 201 West Gray Street, 24 hours prior to the beginning of the meeting. ITEM 1, being: CALL TO ORDER AND ROLL CALL Present: Co-Chairperson Bailey and Members Jewell, Knudsen, Terry, and Vaughn Absent: Chairperson Hobson and Bonner Staff Present: Jud Foster, Director of Parks and Recreation, Randy Hill, ADG, and Karla Sitton, Administrative Technician IV ITEM 2, being: REVIEW OF MINUTES FROM SEPTEMBER 18, 2019 MEETING AND OCTOBER 9, 2019 MEETING Member Jewell made the motion seconded by Member Knudsen to approve the minutes. The vote was taken with the following results: YEAH: Co-Chairperson Bailey and Members Jewell, Knudsen, Terry, and Vaughn NAY: None Co-Chairman Bailey turned the meeting over to the Design Team. _____________________________________________________________________________________ ITEM 3, being: REVIEW SURVEY RESULTS Mr. Bill Clifford, BRS, highlighted the Norman Wellness Center public outreach results to include the survey results. He said a card game exercise was done at a Norman Wellness Center Ad Hoc Group and Public Meeting held on September 17, 2019. Those in attendance split up into two groups and were given cards reflecting specific programming, size, and approximate cost(s). The groups worked together adding programs they envisioned in a Norman Wellness Center while keeping within budget. GROUP 1 envisioned the following: Phase I: Lobby & Support Services; Administration; Locker Spaces; 120 Person Community/Event Room; Catering Kitchen; Dry Arts and Crafts Room; Wet Arts and Crafts Room; 50 Person Classroom Space; Norman Adult Lounge; and an Elementary School Size Gym. NF Senior Citizen Ad Hoc October 30, 2019 Phase II: Wellness Pool; Elevated Walk/Jog Track; 30-35 Person Aerobics Dance Studio; Game Room; and Healthy Cooking Kitchen. GROUP 2 envisioned the following: Phase I: Lobby and Support Services; Locker Spaces; Administration; Aquatics Support; Wellness Pool; Norman Adult Lounge; 120 Person Community Events Room; Healthy Cooking Kitchen; Dry Arts and Craft Room; Wet Art and Craft Room and a Fitness & Weights Room. Phase II: 30-35 Person Aerobics Dance Studio; Game Room; 25 Person Classroom; Screened in Porch; Child Care/Watch; Multi-Purpose Gym; and Elevated Walk/Jog Track. Mr. Clifford said Group 2 also envisioned Outside Donors and/or Partners to include Partnering for a Hospital Wellness Center; Norman Wellness Center and Wellness/Therapy/Fitness Testing Rooms. Mr. Clifford highlighted program input from the comment cards to include the following results: Indoor Activity Preference: Social Gathering 27 Billiards 11 Group Exercise 20 Norman Meals Prep On-Sight 11 Warm Water Aquatics 19 Court Sports 10 Card & Board Games 18 Norman Meals Prep Off-Sight 7 Large Gathering/Receptions 17 Health Services 6 Educational Classes 17 Hot Water Aquatics 6 Indoor Walking 16 Cooking Classes 5 Wet Arts Classroom 15 Health Services 5 Dry Arts Classroom 15 Cool Water Aquatics 4 Fitness 13 Music Practice 3 Outdoor Activity Preference: Outdoor Walking 26 Covered Porch 20 Gardening 19 Picnic Shelter 15 Outdoor Exercise Stations 11 Scenic View from Hill 5 Mr. Clifford explained another exercise the public participated in at the September 18, 2019 Public Meeting called the Dotocracy. He said each participant was given seven (7) dots (stickers) and they placed a dot on what programming/activities they would most like to see at the Norman Wellness Center. Mr. Clifford highlighted the input gathered from the Dotocracy exercise to include the following results: Indoor Space Preference: Wellness Therapy Pool 37 Outdoor Covered Porch 15 Adult Lounge 27 Arts and Crafts 14 Community Events Hall 25 Teaching Kitchen 13 Group Fitness Room 20 Game Room 10 Multi-Purpose Classroom 18 Outdoor Tennis/Pickleball 9 Indoor Walking Track 18 Norman Health Services 5 Fitness Equipment 16 Whirlpool/Spa 5 Mac Gym (Pickleball) 16 Shuffleboard 2 NF Senior Citizen Ad Hoc October 30, 2019 Mr. Clifford said 1,457 survey responses were received; 891 Online responses and 566 Written responses. He highlighted the results stating 26.14% of the responses were from 65-70 year olds; 17.84% from 61-65 year olds; 16.02% from 55-60 year olds; 12.16% from 71-75 year olds; 10.23% from 75 or older; 8.86% from 50 or younger; and 8.75% from 50-55 year olds. He highlighted how long they lived in Norman stating 55.43% had lived in Norman more than 25 years. Mr. Clifford said 68.51% had visited the current Norman Senior Wellness Center and 89.37% would visit a new Norman Wellness Center if it had the amenities and program they desired. Mr. Clifford said the Indoor Activity Priorities are as follows: Indoor Walking; Group Exercise; Educational Classes; Social Gathering; Fitness; Aquatics Warm Water; Senior Meals Prepared on-site; Aquatics Cool Water; Wet Arts & Crafts; Card & Board Games; Health Services; Large Gathering; Dry Arts & Crafts; Physical Therapy; Aquatics Hot Water; Cooking Classes; Court Sports; Senior Meals Prepared Off-Site; Billiards; and Music Practice. The Outdoor Activity Priorities for the survey include: Outdoor Walking; Picnic Shelter; Covered Vehicle Drop-Off; Outdoor Exercise Stations; Gardening; and Scenic View from Elevated Ground. Mr. Craig Bousk, said the people that attended the September 17, 2019 Norman Wellness Center Public Meeting were asked to “tell about their community”. He said in order to understand the goals/vision for a new Norman Wellness Center, the participants were requested to think about five separate questions and give their answer to each. The five questions included: 1. How do you describe where you live when you are away from Norman? 2. What places or events must visitors experience when they are here in Norman? 3. Why do you live in Norman? 4. How do you want to be perceived as a community? 5. How do you not want to be perceived as a community? Mr. Bousk said all the data was entered for the exercise into a program that counts how many times a particular/specific word may have been used over and over. The following are results for the above five questions are as follows: 1. Town; Community; College; City; Friendly; Norman; People; and Activities 2. OU; Museum; Arts; Sports; Music; Campus; and Walk 3. Community; Town; Norman; University; Family; and Good 4. Inclusive; Friendly; Welcoming; Safe; and Diverse 5. Closed-Minded; Town; College; and Rigid Mr. Bousk summarized the defining guidelines for the vision/goals of a new Norman Wellness Center stating some felt Norman is an inclusive community (i.e. diversity in culture and arts); therefore, Radiant could be a vision/goal. He said others felt Norman was experiential (i.e., many festivals, OU activities; and museums) and another vision might be Energy Within. _____________________________________________________________________________________ ITEM 4, being: INITIAL FLOOR PLAN OPTIONS Mr. Bill Clifford, BRS, showed two facility plan diagram options for the Norman Wellness Center. NF Senior Citizen Ad Hoc October 30, 2019 Option 1, Phase 1 includes: Senior Lounge, Dry Arts and Crafts Area; Wet Arts and Crafts Area; Catering Kitchen; 120 Person Event Space with an option for Patio/Porch; 50 Person Classroom; Wellness Pool; Lockers; Mechanical Storage; Pool Mechanical and Aquatic Support; Lobby Area; and Administrative Space. Option 1, Phase 2 includes: Healthy Cooking Kitchen; Game Room; Senior Wellness; Gym and Walking/Jogging Track; Fitness & Weights; and 30-35 Aerobic/Dance Space. Option 2, Phase 1 includes: Senior Lounge; Healthy Cooking Kitchen; 120 Person Event Space; Wet Arts and Crafts; Lobby Area; Fitness/Weights; a larger Wellness Pool (than option 1) with an entry coming off of the south; Lockers; Storage/Mechanical/Aquatics Support; and Administrative Space. Option 2, Phase 2 includes: Mac Gym/Aerobics Area and Walking/Jogging Track; Game Room; 25 Person Classroom; Partner-Wellness Space; and a Patio/Porch Space. Mr. Fred Schmidt, FSB, highlighted two exterior options to include a contemporary style plan that includes a flatter roof and covered walkways and entrances while the second option was a more traditional plan that borrows styles from other historic buildings around town, mirroring the pitched and/or sloped roof look, and covered patios and extended walkways. _____________________________________________________________________________________ ITEM 5, being: INITIAL SITE PLAN OPTIONS Mr. John Semtner, FSB, highlighted the Reaves Park Master Plan Project and presented site plans for the new Norman Wellness Center to be located in the southwest corner of Reaves Park. Option one site plan would push away from Constitution Street and move further south while the Option two site plan would shift the building farther down so the corner of the building lands on the existing roadway. Mr. Semtner said Option 2 takes advantage of future growth and land, i.e., there will be a triangle area created when the construction/realignment of Constitution Avenue occurs south of its current location. He said Option 2 also reflects a driveway/parking that will be constructed to tie into proposed parking within the Reaves Park Master Plan. _____________________________________________________________________________________ ITEM 6, being: MISCELLANEOUS DISCUSSION Mr. Jim Allison, concerned citizen, felt the new Senior Wellness Center should not have a flat roof because flat roofs cause problems. Mr. Dave Boeck, concerned citizen, felt the floor plans options needed to have more covered walkways and covered parking. He also mentioned the hallways were too long and the front door entrance needed to be closer to the parking lot to accommodate those visiting the Senior Wellness Center. Ms. Jan Blakely, concerned citizen, said she did not like that the name of the new Senior Center includes the verbiage “Wellness” in the name. Ms. Patricia Billingsley, concerned citizen, asked whether a tornado shelter would be constructed in the Senior Wellness Center and said she liked the more “compact” floor plan option. She asked if there would be a coffee bar in the Senior Wellness Center and Mr. Semtner, FSB, said yes, in the Senior Lounge area. Ms. Nadine Jewell, Senior Wellness Center Ad Hoc Member, said more money was needed in order to construct a Norman Senior Wellness Center that will accommodate 200-300 people every day. She asked how can she find out if more funding is available and Mr. Jud Foster, Director of Parks and Recreation, NF Senior Citizen Ad Hoc October 30, 2019 said a joint Study Session meeting with City Council and the Norman Forward Senior Wellness Center Ad Hoc Group is scheduled for November, 12, 2019. He said the Ad Hoc Committee can discuss funding with Council at that time. Mr. Montgomery Johnston, concerned citizen, asked the potential costs of Phase 2; specifically, how is the Design Team making sure Phase 1 will accommodate Phase 2. Mr. Semtner said when designing the Senior Wellness Center, the Design Team makes certain all the sizing is large enough and the infrastructure is in place so phasing is easy to expand. Mr. Bill Terry, Senior Wellness Center Ad Hoc Member, said parking, to include covered parking, has always been a top priority and the parking should be closer to the door. Mr. Semtner asked how much covered parking and Member Terry said 25-30 spaces or enough to take care of handicapped people and/or those with disabilities. Member Terry said the design should also allow for CART bus access.. Member Jewell said she agrees the parking should be covered for disabled people and during inclement weather. Mr. Richard Bailey, Senior Wellness Center Ad Hoc Member, said there were (only) 11 parking spaces covered in the original/previous architectural design plan. Ms. Kala Jolie-Stewart, concerned citizen, asked if there is a maintenance difference between Site Plan Option 1 and Option 2 and Mr. Semtner said a pool option would be more expensive to maintain whether in phase 1 or phase 2 of either Site Options. He said RFPs bids have gone out for Senior Center Operators which includes pool maintenance. Ms. Jolie-Stewart asked how many seniors would need to visit the Senior Wellness Center to keep it operational and Mr. Semtner said he did not know that figure at this time. Ms. Veronica Devine, concerned citizen, asked what the monthly fee would be for the Senior Wellness Center and Mr. Semtner said the monthly fee has not been determined yet; however, the survey results regarding monthly fees were as follows: $10 – 30%; $5.00 – 20%; $20 – 16%; Zero Fees - 14%; and $15 – 13%. Mr. Art Chapman, concerned citizen, asked how large the event room in Option 1 is and Mr. Craig Bousk, BRS, said the space is approximately 2,500 square feet. Mr. Chapman asked whether or not the space can be divided for stages, storage, and/or musical events and Mr. Bill Clifford, BRS, said the initial site plan(s) are very diagrammatic; therefore, storage will be factored in later when it is more clear on space(s) wanted. Mr. Clifford said classrooms can be elevated to become a stage that includes a ramp, stairs, or both. _____________________________________________________________________________________ ITEM 7, being: ADJOURNMENT Member Knudsen made the motion seconded by Member Jewell to adjourn.
