Norman Public Library Board Meeting December 16, 2024 The Norman Public Library Board will meet on Monday, December 16, 2024 at 4:30 p.m. at The Norman Library East Branch, 3051 E. Alameda, Norman, Oklahoma 73071 Meeting Minutes Roll Call Present: Sue Ringus (Chair), Jason Bingham (Vice-Chair), Jody Foote, Debra Engel, Megan Straughan (Secretary), Laura Doughty Absent: Jayme Shelton Introduction of Staff and Guests Caroline Dulworth, Director Kelsey Williamson, Branch Manager Norman East Leann Cheek , Reading Services Coordinator Consider and vote to approve/ disapprove/ take other action on minutes from previous meeting Secretary Straughan motioned to approve, Vice-Chair Bingham seconded. Minutes were approved unanimously. Old Business None New Business ● New website updates needed ○ Two open board positions available ○ Former member still listed as active ● Chair Ringus will contact the city clerk to update website Approve 2025 meeting schedule ● Usually 3rd Monday of the month of the last month of the quarter (excepting March, second Monday), alternating between locations ● 4:30 ● Member Foote moved to approve the 2025 meeting schedule, Member Engel seconded. 2025 meeting schedule approved unanimously Election of Officers Chair Vice-Chair Bingham nominated Member Shelton, Chair Ringus seconded Member Shelton elected Chair unanimously Vice Chair Secretary Straughan nominated Vice-Chair Bingham, Member Engel seconded. VIce-Chair Bingham reelected unanimously Secretary Chair Ringus nominated Secretary Straughan, Member Foote seconded. Secretary Straughan was reelected unanimously Guest presentation: PLS Readers’ Services/ Selection ● Reader’s services does the curating of library collections, chooses material through the “collection development policy” ● Addresses with intellectual freedom issues ● General selection criteria must be met ○ Accuracy ○ Authors/Artist reputation/credential ○ Funds ○ Community interest ○ Diversity ○ Favorable reviews ○ Quality of presentation ○ Social significance ○ Suitability for audience ○ Timeliness ● Should someone have concerns regarding material, these areas are used to identify the need for material ● Schools vs Public libraries have different purposes and responsibilities regarding materials, with schools assuming responsibility for children while PLS serves the entire community ● Material is identified in order to help guardians determine appropriateness of materials based on their own values ○ Sections ○ Aged-based labels ● Reader Services attempts to keep each county in mind, and decides in which collection/branch/format each item will be housed depending on several factors ○ Popularity/Demand ○ Size ○ Budget ○ Time of year ○ Usage data and communication with staff representatives at individual branches ● Consumers can fill out an online form or use OverDrive to request materials ● Consumers can use interlibrary loan if the library is unable to purchase the item ● Digital Books/Audio books have different usage practices ○ Hoopla is an open catalogue ○ OverDrive/Libby is specific titles purchased by the library ■ One Copy/One User (library owns) ■ Metered copies use a title for 12 months or 24 checkouts and then the library has to re-buy ■ CPC (cost per circulation), library is charged each checkout ■ Some publishers only use one lending model, sometimes libraries are able to choose ○ Professional library associations advocate for reasonable pricing structures from publishing companies ● Budget changes ○ Some of Norman Central’s budget went to replacing material in other libraries that is no longer available at Central ○ Converted other material to digital  ● Material complaints ○ In 2023 informal complaints were more common discussing items that were featured on news sites ○ 2024 has not seen another increase Branch updates ● 1/19/24- Dolly Parton’s birthday, Imagination Library celebration ● Crown’s Tea is the last Sunday in February at The Well ● Continuing programming and access to meeting space ● Norman East expanding early literacy programming ● Working with Norman Arts Council grant on visiting artists ● Continuing outreach services with schools, social services, etc. Comments from the Public Community Member Olivia Daily spoke about the difficulty of not having the Central Library active, needing more space for community gathering, and frustration regarding the lack of information about the process of negotiating the renovation costs of the library. Board Comments Discussion of Norman Central Library Improvements Member Engel suggested writing a letter to the city council regarding the Central Library. Board discussed major objectives of the letter: Better communication with the community to establish trust in the process Essential nature of a third space that the other branches cannot fulfill Reaffirming the need for a central library accessible to all Seek information regarding the timeline Chair Ringus motioned to have Secretary Straughan draft a letter to the city council and mayor regarding the board discussion that requests more information regarding the legal processes and planning for the central library. Member Engel seconded the motion. Motion to have Secretary Straughan draft a letter on behalf of the board to the council approved unanimously. Next Meeting: Mar. 10, 2025, 4:30 pm; Norman Library Lab Adjournment Vice-Chair Bingham motioned to adjourn. Member Doughty seconded. Motion to adjourn approved unanimously.
