Norman Public Library Board Minutes March 12, 2018 The Public Library Board of the City of Norman, Cleveland County, State of Oklahoma, met in the Room A/B of the Norman Public Library (Central Branch), 225 North Webster Avenue, Norman, OK 73069 on the 12th day of March, 2018, at 4:30 p.m., and notice and agenda of the meeting were posted at the Norman Public Library at 225 North Webster 24 hours prior to the beginning of the meeting. The vote was taken with the following results: AYE: Chairman Mauldin, Vice Chair Kimberling, Engle, Foote, Turner, McCutcheon, Bird, Moran, and Ringus NAY: None ITEM 4, being: NORMAN LIBRARIES AND NORMAN SCHOOLS: REMARKS BY DR. NICK MIGLIORINO, SUPERINTENDENT OF THE NORMAN PUBLIC SCHOOL DISTRICT Dr. Nick Migliorino has held many roles since leading him to his current position as Superintendent of the Norman Public School District, and at all stages the impact of the library was significant. When he began his teaching career as a math teacher at Irving Middle School in 1994 the library was the only place in the school with computers and he used them to find grade inputting software. As a Norman High School math teacher he would have meetings and breakouts in the library utilizing the librarians as a resource and “keepers of the knowledge.” As a Director of Secondary Education and Assistant Superintendent, now libraries are designed as the nexus of middle schools, designed so you have to pass them. Currently, the library is still a place to hang out with a coffee shop, adding food and computer use together. Now there is a 25% increase to serving kids at lunch and in the cafeteria, rather than students going off campus. He wants our school and public libraries to be kind of place students want to be and to help lead to their successful navigation of college and post college libraries. The evolution to interweave the partnership of school and the public library is the best he’s seen of any community he’s lived in. Going back to his background, Dr. Migliorino described being a child of two teachers in Ardmore where he spent every day at the library. The Ardmore library even allowed his father to keep his materials in a locked up space as he worked on his law degree in the evenings. Tolkien is Dr. Migliorino’s favorite author and he loves audio books, especially after learning in college he is an auditory learner. In the Norman School Library Services, with the recent state budget cuts the libraries lost assistants. However, besides that, not one other library source has been cut in spite of the state waiving library requirements which would otherwise allow school to cut libraries and librarians all together in the state of Oklahoma. Although many districts took advantage of the waived requirement to save funds, Dr. Migliorino insists that is not the culture or goal of our district and instead sought a $540,000 grant from the Institute of Museum and Library Services to research maker space and the effect on libraries. “Libraries, fine arts, and athletics: if you cut in this district you might as well close the school.” Further describing the role of technology and resources for teaching, Dr. Migliorino described the Intelligent Classroom to breakdown walls for the student and make learning more available and extensive instead of only using static text books and the limit of what a teacher knows. Technology gives kids the power to ask questions. Technology is a tool and will not replace anything, but it does give updated information and a chance for teachers to teach real life talents like how to vet information online. The goal is to find a balance. With students with lap tops in class, a teacher can call for Respect Mode, and screens are closed to halfway to focus. To address concern of using laptops for non-school related activity in the classroom, part of the teacher’s job is to walk around and find other interests the student may have to engage with them on. Many adults check e-mail during meetings but that does not mean they are not listening. Teachers and adults need to be role models with technology because children mirror what they see. The district is currently vetting software to move to an electronic “Thursday Folder” for sending parents and students updates and information. This may possibly be implemented next year and may be cheaper overall as a one-time fee. Dr. Migliorino pointed out that the library can utilize the Thursday folder program to make parents of aware of the many programs the library has going on. Dr. Migliorino recommended to schedule a tour of the Norman Public Schools libraries and for board to look at schedules for availability. Library staff attends a lot of back to school nights, parent teacher conferences, etc. The library offers an online chat program available to ask questions until 10:00PM with safe and vetted parties on the other side as a resource to students and parents for help with homework, projects, etc. The library offers other resources of high interest to students and parents such as Learning Express study guides and practice tests, Mango Language, and Many online databases such as the Encyclopedia Britannica, Driver’s License tests, and EBSCO which allows for a subject search of journals and makes the whole article available. One challenge is letting parents know the Norman Public Schools account also works for Norman public libraries. ITEM 5, being: NORMAN PUBLIC LIBRARY STAFF REPORTS AND UPDATES a. Children’s and Young Adult Events, Summer & Spring Break Children & Young Adult Events, “An Unfortunate Program” for Norman children. There are programs for every day of Spring break at both branches. Central library programs include Storytime with a scientist, Water Safety, Spring Equinox, Bird Feeders, build a city out of cardboard boxes and more. The West branch will offer giant sized Candyland and Jenga games, Spring crafts, a visit from the OKC Zoo, Storytime with a scientist, DIY coaster making, and Children’s Chamber Music Concert. An Unfortunate Program will begin Thursday March 29, at 6:30PM with registration required. Will include cryptograms and crafts based on the book series “A Series of Unfortunate Events” by Lemony Snicket. b. “Big Read” Events Ron Carlson, author of “Five Skies” Skype conversation with the author in the atrium at the National Weather Center with wine and Hors d'oeuvres Thursday March 15, 6:30-8:30PM Creative Writing Workshop with the author Saturday March 17, 1:00-3:00PM c. "Readers Extravaganza" Kickoff Summer Reading for adults with about 20 tables of books. Thursday June 7th will have an author come to speak and have a $500 donation to bring another author in. Staff picks and themes will be available.  d. Main and West Side Branch Updates Main Side branch gallery will highlight quilts, a display from a quilting presentation. The Eat Smart Program at Central library will feature healthy snacking and the West Library will be Mediterranean. e. Featured upcoming NPL programs and events People Vs. Boardom – a get together to play board games like Dungeons and Dragons. Computer Coding – Videogame making for 4 different age ranges :5-7, 8-10 utilizing python coding language, 11-13, and 14-17 utilizing 3-D free unity with virtual reality setup to make VR games. The author of “De-cluttering at the Speed of Light” will be speaking Saturday March 24th. f. "Coffee With A Cop”. “Jazz in June.” Norman Library’s partnership with Jazz in June will feature musicians coming in to talk and present. ___________________________________________________________________________ ITEM 6, being: OLD BUSINESS None ____________________________________________________________________________ ITEM 7, being: NEW BUSINESS None __________________________________________________________________________ ITEM 8, being: NORMAN FORWARD ART PROJECT REPORT: VICE CHAIR CARLA KIMBERLING Three finalists for the artist to be selected for the Central library project came for a site visit February 1, 2018 to include DeWitt Godfrey, Paul Cocksedge/Joana Pinho, and Noah Sanders/Patrick Renner. Final proposals will be due to the Norman Art Project Committee March 9, 2018 and then will go to the Norman Arts Council to approve, and the Norman City Council for final approval following. The sculpture of the East branch is complete but oxidizing before being moved and installed. It will be Fourteen feet high and will be transported from Illinois by artist James Johnson. ____________________________________________________________________________ ITEM 9, being: UPDATES: TERRY FLOYD, DEVELOPMENT COORDINATOR, CITY OF NORMAN The East branch is still on schedule for Summer opening, furniture will be in in June. Shelving is being re-bid and the furniture package is out for bids. A grand opening ceremony to be expected in the Summer. The new Central branch held a Topping Out Ceremony and will start to see the exterior go on. The roof will be the final piece to go on. The James Garner intersection will begin being built in March and will be a 8-9 month project, designed to be completed in advance of the library. The Skateboard park is getting relocated and rebuilt. James Garner on both sides will be extended. The project has been well within budget and on time as well. ____________________________________________________________________________ ITEM 10, being: BOARD COMMENTS Request from Bird to Norman Public Library staff per Dr. Migliorino’s comments about the Norman Public Schools Thursday Folder program to include Norman Public Library calendar and specific upcoming events and programs and reminders of the resources available to students in weekly handout.
