MINUTES
The Norman Regional Hospital Authority met in a Board Study Session, Saturday,
February 18, 2023 at 8:00am in the Conference Rooms at Norman Regional Moore.
The meeting notification was posted on the NRHS and Norman/City Websites and at
the entrance of Norman Regional Hospital on Friday, February 10, 2023.

I. Call to Order
Mr. Cubberley called to order the February 18, 2023 Board Study Session at
8:17am.
II. Welcome
Mr. Splitt thanked everyone for coming to the board advance. Mr. Splitt shared
the recent changes to organizational structure is only one of several strategies
NRHS is implementing to adapt to the unprecedented demands on healthcare
systems. The purpose of today’s presentations is provide an overview of the
complexity of healthcare across the industry, ongoing performance monitoring,
provider integration/alignment, the value of existing relationships as well as
strategic partnerships and cost reduction opportunities.

III. Healthcare 2023: A Complicated Industry & outlook, post COVID-19
Mr. Singh and Mr. Dorris presented an overview of the market factors,
competitive dynamics and factor unique to Norman Regional Health System n
order to advance NRHS’s success and long-term sustainability. NRHS is a
fiercely independent, community—based health system providing “high-quality”
care delivery close to home. The financial headwinds and disruptors of the
pandemic persist, demanding greater innovation and a broader view of
partnership opportunities.
IV. State of the Health System
Ms. Purvis and Mr. Manfredo provided updates on the Recovery &
Transformation (R&T) strategies already in progress. Additional ideas and
suggestions are encouraged to be submitted from healers. Updates on the
progress of R & T initiatives and new opportunities will continue to be provided to
our healers and trustees.
Mr. Minnis and Ms. McGill provided an update on the impact of COVID-19 on
staffing levels and contract labor utilization. During the pandemic, staffing supply
and demand volatility skyrocketed, driving higher staffing costs and underscore
the scarcity of available providers – especially nurses. NRHS is actively aligning
temporary contracts, and revising staffing strategies to build a more sustainable
workforce.
Ms. McGill & Mr. Wagner provided a Productivity & Financial Assessment. Ms
McGill shared a specific example from our ongoing efforts to optimize our
workforce management strategy.
Mr. Wagner provided a comprehensive view of the qualitative and quantitative
data needed to sustain and advance our mission and strategic initiatives.
V. Physician Alignment
Dr. Boyd presented an update on medical staff credentialing, physician
recruitment and retention, and a refined focus on clinic operations efficiency.
Ms. McGill presented an update on the upcoming Joint Commission survey visit
and Centers of Excellence. Centers of Excellence are defined as specialized
programs within our health system that contribute high concentrations of
expertise and resources centered on particular medical areas and delivered in a
comprehensive, interdisciplinary fashion. They have the ability to enhance the
depth and breadth of health and wellness services available to our community
and region – increasing opportunities to attract patients.

VI. Inspire Health Update
Mr. Manfredo presented an update for construction projects happening on the
Porter Health Village campus (i.e., Senior Wellness and Behavior Health) and the
HealthPlex campus.
Ms. Purvis provided an update for services being delivered at the new Norman
Regional 9 location. Ms. Purvis also provided an update on NRHS’s NMotion
clinic at the Young Family Athletic Center (YFAC). Substantial completion for the
NMotion clinic/YFAC is late October 2023.
VII. Open Discussion
Trustees discussed the information presented throughout the day – especially
the importance and appropriateness of Inspire Health to the community. Trustees
lauded the work of the executive team (and healers of NRHS) for effectively
identifying and addressing opportunities for improvement while driving the future
of healthcare in Norman and beyond. No vote(s) were taken.
