MINUTES
The Norman Regional Hospital Authority met in a Board Study Session, Saturday,
August 17, 2024 at 8:00am in the Conference Rooms at Norman Regional Moore. The
meeting notification was posted on the NRHS and Norman/City Websites and at the
entrance of Norman Regional Hospital on Thursday, August 15, 2024.

I. Call to Order
Mr. Splitt called the Study Session to order the August 17, 2024 Board Study
Session at 8:26am.
II. Welcome
Mr. Splitt expressed his gratitude to everyone for attending the board study
session and conveyed Mr. Cubberley’s apologies for not being able to join today.
During the session, we will delve deeper into “The Norman Way,” exploring our
values, mission, and vision. By fully embracing these principles and
understanding the rationale behind referring to every employee as a healer, we
can more effectively navigate the challenges of implementing a service line
optimization model driven by a dyad leadership structure. These elements form
the bedrock of our organizational culture and operational success, guiding us as
we prioritize service lines, drive growth, and align budgets with our strategic
objectives.

The Norman Way: "The Norman Way" is NRHS's unique philosophy that
defines our approach to healthcare delivery. It embraces the I.C.A.R.E.
values (Integrity, Communication, Attitude, Results, and Engagement) to
create an exceptional workplace and patient experience.
I.C.A.R.E. Values: The I.C.A.R.E. values form the foundation of Norman
Regional's culture. Integrity ensures ethical care, Communication facilitates
personalized care, Attitude fosters compassion, Results drive excellence, and
Engagement empowers staff and strengthens community ties.
Healer Defined: At Norman Regional, every employee is considered a
"healer," transcending traditional medical roles. This concept, born from
adversity during a devastating May 20, 2013 tornado in Moore, OK,
emphasizes holistic care that addresses physical, emotional, and spiritual
needs of patients.
Mission & Vision Defined: The mission statement focuses on the present
purpose of the organization, while the vision statement outlines future
aspirations. Both are essential for aligning stakeholders and guiding strategic
decisions.
Mission: Norman Regional's mission is "Personalized healthcare with
compassion and excellence." This concise statement emphasizes
individualized care, empathy, and high-quality service, resonating with
employees' intrinsic motivations.
Vision: Trustees provided valuable input into the development of our new
vision statement. The new vision statement will help guide our organization
and inspire stakeholders.
Service Line Management & Dyad: Service lines organize healthcare
delivery around specific patient groupings, enabling more effective analysis
and decision-making. The dyad leadership structure pairs physician leaders
with administrative leaders to bridge clinical expertise and business acumen.
Dyad Leadership Structure: This model creates partnerships between
physician and administrative leaders, fostering collaboration, shared decision-
making, and a unified vision. It aims to improve relations, enhance patient
experiences, drive clinical quality, and increase profitability.
The Worry of Work (WOW): WOW is a philosophy that emphasizes shared
responsibility and collaboration in leadership. It recognizes that challenges
and responsibilities should be distributed among partners, leading to more
resilient and innovative leadership.
Healthcare Billing Today – Peggy Sue's Billing Odyssey: This made up
“short story” illustrates the complexities of modern healthcare billing through
Peggy Sue's experience, highlighting the challenges faced by patients and

healthcare providers in navigating insurance claims, coding, and payment
processes.
Cashless Payments: Like most health systems and businesses across the
country, Norman Regional is moving toward cashless transactions to enhance
safety, security, and operational efficiency. The system recognizes the need
for inclusive solutions and offers alternative payment options for those without
credit or debit cards, and makes them available to all in need.
III. Service Line/Dyad Leadership: Synergy in Action
Mr. Splitt shared service lines are inclusive of operation, financial and strategic
attributes and offer a patient-centric approach to organizing clinical services. A
service line/dyad leadership structure pairs physician leaders with administrative
leaders in key service lines and operational areas created powerful partnerships.
Sharing data allows physicians to understand the impact of their decisions on
both cost and quality, opening discussions around reducing variation in patient
care.
IV. Navigating the Financial Landscape
Mr. Wagner provided an overview of the FY2024 budget and projections, and
discussed the potential impact of consolidating patient services from the Porter
campus to the HealthPlex – the new Norman Regional Hospital. Mr. Wagner also
discussed the cashless pay system being implemented across the health system.

V. Service Line Optimization
Members of the executive team provided an overview of various service lines
across the organization. Each of them is pursuing a patient-centered approach to
operational and service excellence.
VI. Innovative Horizons: Tech Trends
Mr. Manfredo presented an update on cybersecurity threats, technological
advances, and the potential use of artificial intelligence (AI) in healthcare. AI has
a leading-edge technology that has been deployed in numerous areas –
including environmental services, patient rooms, lab services, central sterile and
more.
Ms. McGill shared an update on staffing efficiencies as a result of combining
services between Porter and HealthPlex campuses (e.g., fewer EMSStat patient
transports between campuses).

Mr. Manfredo presented an overview of our Journey to Excellence focusing on
sustainable systems and processes, centered around our patients and healers.
VII. The Journey to Excellence
Mr. Manfredo presented an overview of our Journey to Excellence focusing on
sustainable systems and processes, centered on our patients and healers. The
Journey to Excellence Award recognizes exceptional efforts to an internal project
with a systematic approach to process improvement. NRHS also continues to
focus on the principles of a High Reliability Organization.

VIII. Workforce Optimization
Mr. Minnis presented a brief update regarding our successful shift away from
employment agencies that became prevalent through COVID. Our culture and
hiring efforts have proven quite effective, and lead to the publication of a white
paper through AHSA (i.e., Reducing Staffing Agency Utilization Through an
Optimal Workforce Solution Design, Summer 2024).
Mr. Minnis shared the benefits of the new HR system, Workday, along with new
payroll, staffing, scheduling and timekeeping systems. This self-facing system
will make it easier for healers to access and navigate their own information and
day to day data.
IX. Your Insight Matters: Vision for Tomorrow
Ms. Purvis reviewed the feedback process for developing the new vision
statement. Additional feedback was sought from trustees.
