Public Arts Board * February 12, 2018 * 4:00 pm, City Hall In Attendance: Mike Tower, Erinn Gavaghan, Cheryl Lockstone, Douglas Elder, Ally Richardson, Debby Williams, Ann Masters, and Taylor Wagner Guests: N/A Item 1 - Tower called the meeting to order at 4:04 Item 2 – Welcome Item 3 – Approval of Minutes A motion to approve the minutes from January’s meeting was made by Masters and seconded by Elder; the minutes were accepted. Item 4 – Update of Finances Tower reported a beginning balance of $41,606.52 in addition to $1,023.62 in January utility donations and $78.95 in interest income (for a total of $42,709.09 in available funds). There were no expenses. With $4,000 set aside for ongoing maintenance, the PAB’S net available funds total $38,709.09. Item 5 – Ducks It is still undecided as to when another round of ducks will be commissioned. In the meantime, the Board’s priority remains focused on establishing policies for repairs and maintenance as well as for decommissioning “old” ducks. Item 6 – Bike racks Similar policies such as those listed above for the ducks also need to be considered for the bike racks As far as the most recent round of bike racks goes, Tower explained that he discovered that perhaps there is not as much space for installing them along Lindsay Street as previously thought. It was determined that “Catfish” would be installed at Sutton Wilderness instead. Tower also stated that a new location needs to be determined for the reinstallation of “Waving Wheat.” Additionally, Gavaghan mentioned that Councilmember Breea Clark had approached her about the potential for installing a bike rack at the new east-side library. Item 7 – Social Media Once a new PR strategy has been determined (including a “push” for increased utility donations), then posts will be published accordingly. Item 8 – The Big Event Wagner explained that she had met with Sara Kaplan who previously spearheaded the sculpture wash/wax process through the PAB’s partnership with Big Event. Wagner filled out an application and was simply waiting for further instruction from the Big Event team. The Big Event will take place on Saturday, April 14. Item 9 – Percent for Art Projects Williams reported that the artists’ site visit for the downtown library’s public art project went very well. Final proposals by the artists will be presented on March 29. Williams additionally reported that the Public Art is Smart project continued to be successful. Featured topics and pieces include: “Splash,” “Indian Grass,” and “Red Tail Hawk.” Programming for each can be accessed via the NAC website. Item 10 – Membership Update Tower stated that he expects to receive the City Council’s recommendation for addition(s) to the PAB on February 27. Item 11 – Four Skate Parks Gavaghan explained that the Norman Parks and Recreation Department will supply the paint for the relocation of the skate park as it is essentially moved and divided up from one large park into four smaller ones. Painting will take place in April. Elder volunteered to work with the artists and will help oversee the project. Item 12 – Strategic Plan Discussion After much discussion regarding upcoming initiatives and long-term plans for the PAB, it was determined that the following PAB members would research and begin planning in the following areas: • Richardson – will assist with drafting our PAB “message” for PR and other related efforts • Masters – will determine the best channels for distributing our message • Elder – will work on new PAB brochure/collateral • Wagner – will start working on bettering the PAB’s presence on City’s website • Lockstone & Tower – will begin drafting the Strategic Plan Ongoing priorities include bettering our public relations efforts overall (including website and social media, etc.) as well as establishing policies for maintaining and decommissioning works and developing a plan for “micro” grants or other more impromptu projects.
