Public Arts Board * June 11, 2018 * 4:00 pm, City Hall
In Attendance: Mike Tower, Cheryl Lockstone, Ally Richardson, Debby Williams, Gary Kramer, Jud Foster, Taylor Wagner,
Douglas Shaw Elder, and Erinn Gavaghan
Item 1 - Tower called the meeting to order at 4:04.
Item 2 – Welcome
Guests included Evan Dunn and future PAB member, Michael Bendure.
Item 3 – Approval of Minutes
A motion to approve the minutes from May’s meeting was made by Elder and seconded by Kramer; the minutes were accepted.
Item 4 – Update of Finances
Tower reported a beginning balance of $45,296.67 in addition to $997.72 in April utility donations and $69.46 in interest (for a total of
$46,363.85 in available funds). Expenses since the last report included $1,200.00 for skate park honorariums and $61.64 for skate park
materials. With $4,000.00 set aside for ongoing maintenance of PAB projects and a remaining $600.00 to be distributed to skate park
artists, the PAB’S net available funds total $40,502.21.
Item 5 – Current Items
a. Skate Parks – Elder reported that three of the four parks have been refreshed, repainted, and installed (at Colonial Commons,
Oak Tree Park South, and Adkins Crossing). A new location has yet to be determined for the equipment initially intended for
the fourth park (and there is a chance that it all might just get divided and dispersed among the other three parks).
Item 6 – Percent for Art Projects Update
a. Westwood – All of the lighting and landscaping has officially been installed around “Splash!”
b. East Branch Library – “Prairie Wind” (by James Johnson) is set to be installed and then dedicated on June 28. The artist
himself will be in attendance at the ceremony.
c. Central Library – This project is on track to be completed on time, but there have been some minor logistical issues with
trying to maximize the utilization of locally-made/sourced materials for the piece.
d. Public Art is Smart – Williams reported that the entire initiative has been incredibly well-received and successful overall. She
presented the PAB with thank you letters from both teachers and students who have participated in the program.
Item 7 – Board Status Reports
a. 2018-19 Draft Budget – The draft budget has been distributed by Tower and is currently under review by NAC and then by
City Council.
b. PAB Brochure – Elder, Kramer, and Richardson are working on content and potential design for brochure.
c. Master Plan – Williams will spearhead this initiative as the PAB’s consultant. There will be much to come, consider, and
review in the meantime.
Item 8 – 2018-2019 Art Projects
Tower encouraged the group to brainstorm about potential project ideas that could be pursued before/during the launch of the Public
Arts Master Plan.
Item 9 – Board Membership and July Elections
Membership tenures will be reviewed in July at which point elections will take place as well.

A motion to adjourn was made by Lockstone and seconded by Kramer; meeting was adjourned at 5:30 p.m.
