Public Arts Board * August 13, 2018 * 4:00 pm, City Hall In Attendance: Mike Tower, Erinn Gavaghan, Debby Williams, Michael Bendure, Gary Kramer, Taylor Wagner, and Douglas Shaw Elder Item 1 - Tower called the meeting to order at 4:04. Item 2 – Welcome Guest: Evan Dunn. Item 3 – Approval of Minutes A motion to approve the minutes from July’s meeting was made by Bendure and seconded by Kramer; the minutes were accepted. Item 4 – Update of Finances Tower reported a beginning balance of $45,258.11 in addition to $823.76 in utility donations, $10,000 thanks to the Fowler Grant, and a gift of $100 from the Lockstone family (for a total of $56,181.87 in available funds). There were no expenses since the last report. With $4,000.00 set aside for ongoing maintenance of PAB projects, the PAB’S net available funds as of August 13th were $52,181.87. Item 5 – NAC Policies and Procedures Proposed Revisions There was much discussion regarding proposed changes to various PAB-specific policies that were included in the updated NAC Ordinance and By Laws—especially sections 9.1 and 9.9. Tower, among others, suggested that the duties and expectations of the PAB be made clearer and more specifically stated in the manual. It is also important to note that the PAB is a committee of the NAC, thus, the PAB must follow the NAC’s governing policies, but it can have still have its own operating guidelines. Unlike other NAC committees, however, the PAB also has an ordinance with the City and thus must confer with them as well. Gavaghan additionally explained that the PAB could be given more time, if needed, to more thoroughly go over and discuss all proposed changes to the NAC’s policies. Once finished, any additions, omissions or other proposed changes made by the PAB will need to be submitted to the NAC Board for review and final approval (in time for September’s NAC Board meeting). Item 6 – Current Items a. Bike Racks – The PAB just received another $10,000 grant from Fowler who mentioned that he would like to see at least three new racks installed downtown. Tower encouraged the PAB to continue to brainstorm about other possible themes, location-based designs, and potential sites for more racks in general. b. Duck Maps – Because there are so many ducks now, it may be necessary to totally reconsider the layout of the duck maps. Elder reported that his team at the Firehouse Art Center is working on a redesign and should have something drafted (with new pictures) soon. Item 7 – Percent for Art Projects a. Central Library – Williams stated that she had a call scheduled with this artist and his firm to check on the status of the piece. She plans to update us at the next PAB meeting. b. Ruby Grant Park – The park redesign (made possible by Norman Forward) is currently in progress. That means that preparations for the project’s public art component will be made soon as well. c. Public Art is Smart – The program has been incredibly successful overall. The curriculum for “Splash!” will be rolled out around Labor Day and “Prairie Wind” (located at the east side library) will become the program’s next focus later on this year. Item 8 – Public Arts Master Plan Williams recommended that a steering committee be formed as the PAB starts to more formally pursue a Public Arts Master Plan. She suggested that the committee consist of the following: 3 PAB members, 1 representative from OPAN, and 1-2 public artists. Williams also explained that it may be necessary to meet sooner rather than later to help keep the momentum going with this initiative. Item 9 – Board Status Reports a. PAB Brochure – Bendure, Elder and Kramer have been hard at work drafting a brochure that can be used to increase exposure and utility donations for the PAB. The pamphlet will included a “tear-away” mailer (as well as links) to make it easy for constituents to include a reoccurring donation to the PAB with their utilities account. b. Website Development – Tower and Wagner met with Terry Floyd (City of Norman) to discuss potential improvements to the PAB’s presence on the City’s website. Floyd was going to look into possibilities for us but expressed that it may take some time given the fact that the City is currently undergoing a complete overhaul to its website in general. The goal is to seamlessly link the PAB website/landing page with its listing on the NAC and City sites. Tower would like for the PAB site to include not only instructions for donors, but public art maps, calls-for-artists, and other information as well. Item 10 – 2018-2019 Art Projects Tower encouraged the Board to continue to pursue ideas for projects and protocol (i.e., contract language, micro-grant guidelines, etc.). Adjournment Kramer moved to adjourn the meeting; Bendure seconded. Meeting adjourned.
